The ECITB wishes to appoint a provider to fulfil its requirement for the services of a Project Management Consultant for the ECITB's general ledger (GL) refresh project this summer. The initial contract term will be for 12 months, with an optional extension of 12 months. We envisage the initial programme to only last for 6-8 weeks due to its low complexity, commencing implementation ideally in June 2025. The deadline for go live with our new GL software, including full implementation and testing phases is August/September 2025. The ECITB wishes to appoint a provider to fulfil its requirement for ACE card production and accompanying digital system. The Assuring Competence in Engineering (ACE) scheme is operated by ECITB to assure that workers in engineering construction hold the appropriate training, qualifications and competence to work safely and effectively. The ACE card is a key tool used across the industry to evidence this competence and supports ECITB's wider strategy of raising standards, improving workforce mobility and enabling safe and efficient project delivery. The ACE card function sits within ECITB's quality-assurance and standards activity. It underpins the industry's ability to verify skills quickly and reliably, whether on site or through employer checks, and is a critical part of maintaining confidence in the engineering-construction workforce. The scheme is currently undergoing a major programme of reform to modernise processes, strengthen governance and improve the user experience. This contract therefore requires a supplier to deliver not only secure card production and distribution but also a Smart, compliant card-issuing and data-management system that keeps ACE aligned with The Construction Skills Certification Scheme (CSCS) requirements and future standards. The current annual volumes for ACE cards are c. 2500 cards. The ACTIVE Cup is a project management competition for the engineering construction industry, originally designed with reinforcing the ACTIVE principles at its core. It is to be delivered as a face-to-face 'hive-style' four-day competitive learning event based on behavioural project management and collaboration for the Engineering Construction Industry (ECI). Delivery of the Pilot programme is due in September 2026 with first delivery in November 2026. The competition is to be delivered three times per year, once in late January, once in April and once in November, avoiding bank holidays, school holidays and peak industry periods, with each event running from Tuesday through to Friday. Two of these events are to be delivered in England and one in Scotland. This highly popular competition welcomes delegates from companies representing a range of sectors within the ECI. Scope of the Contract being procured: This contract is for the provision, configuration of the API to the existing LXP and ongoing support of an online learning content aggregator / marketplace service for ECITB and in-scope employers. The Supplier will be responsible for: Providing secure access (via subscription and/or agreed licensing model) to a curated catalogue of online learning content from multiple third-party providers, covering at least: Health, safety and environmental compliance Regulatory and legislative compliance (including UK-specific content) Technical and engineering topics relevant to the engineering construction industry Leadership, management and supervisory skills Business, interpersonal and "soft" skills Wellbeing and workplace culture Providing a web-based portal and/or embeddable marketplace interface to browse, search, filter and select content. Providing integration options to deliver content via ECITB's LXP/LCMS platform and should be: Direct integration with Learning Pool LXP platform via API. Providing reporting and analytics on usage, engagement and completion. Providing onboarding, training and ongoing support for ECITB. The Supplier is not required to develop new bespoke learning content for ECITB under this contract. The core focus of this procurement is access to and management of a large, high-quality third-party content catalogue. Background The Engineering Construction Industry requires access to a broad range of high-quality digital learning content to support compliance, safety, technical skills, leadership and wider workforce development. Much of this content is produced and maintained by specialist third-party providers and is updated frequently to reflect changes in legislation, best practice and technology. Commercial "content marketplace" / "content hub" services aggregate large catalogues of e-learning courses from multiple publishers into a single, searchable library, which can be accessed via subscription and integrated with existing learning platforms. These services typically offer: Access to tens of thousands of courses from a wide range of providers across compliance, safety, business skills, leadership, technology and wellbeing. Integration with existing LXP to simplify deployment and reporting. To support ECITB's strategy around digital, improve value for money and reduce duplication of effort across employers, the ECITB intends to procure a content aggregation / marketplace service that will give ECITB and participating employers streamlined access to a curated catalogue of third-party online learning content.
