The Council has a statutory duty to make pre-school education available for eligible children under the Standards in Scotland’s Schools Act 2000. The Children and Young People (Scotland) Act 2014 and Statutory Guidance set out the increased entitlement to 1140 hours for eligible children which became a statutory duty from August 2021.
The Funding Follows the Child approach places choice in parents’ and carers’ hands enabling them to access their child’s funded entitlement with a provider that best suits their needs.
All providers who apply and meet the expected standard, legislation and the Council's procedural requirements as set out in the Invitation to Tender and accept the rates and contract terms set out by the Council shall be accepted to deliver funded provision through the Flexible Framework enabling them to register children in 2025 to commence Brokerage placements from Q2 2025 and funded Early Learning and Childcare placements from August 2025.
This is the July 2025 re-opening of the framework.

Dumfries and Galloway Council are looking to establish a Flexible Framework solution for Employability Support Services across Dumfries and Galloway Region.
The Scottish Government has committed to providing additional funding in the form of Pupil Equity Funding (PEF), to schools as part of the Scottish Attainment Challenge programme. This funding is allocated directly to schools and is aimed at closing the poverty related attainment gap.
The aim of this framework agreement is to allow schools to contract compliantly with providers who will be able to support the pupil equity fund.
Housing First Flexible Support Service is to provide high-quality, housing first support to individuals who have been provided with a permanent tenancy through the Housing First Programme within designated areas of Dumfries and Galloway. This will predominately be within the Lower Nithsdale and Annandale areas of the Region initially. The aim is to reduce repeat homelessness for a small number of people who have multiple complex needs and struggle to maintain temporary or permanent accommodation.

This opportunity is for a Measured Term Contract for the Planned Preventive Maintenance of Fire & Security Systems within Council properties throughout Dumfries and Galloway. The service and maintenance which may be carried out under this contract include:
