Accommodation with Support and Outreach Support Services for Women & Children
Dumfries and Galloway Council are looking for interested organisations to provide a high-quality housing and support service for women and children who are or have been subject to domestic abuse and/or coercive control. The main purpose of this support is to provide counselling, advice and housing support which is flexible to assist service users to access permanent safe accommodation whilst supporting them to sustain a tenancy over the long term.
Dumfries and Galloway Council would be looking for examples to show 5 years experience delivering similar services.
Dumfries and Galloway Council require a haulage provider to transport waste between various internal facilities and to external off-takers. The contract is to facilitate waste movement to, from and between Council operated facilities such as waste transfer stations (TSs) throughout the region and the Ecodeco MBT waste treatment plant near Dumfries. There is also the requirement to transport waste from our waste transfer stations and the MBT to third party offtakers within our region and other contracted locations across the country.
Dumfries and Galloway Council on behalf of the Local Employment and Skills Partnership (LEP) require a contractual mechanism to procure and contract different projects in response to external funding that is received.
Dumfries and Galloway Council are looking to establish a Flexible Framework for Employability Services.
Creative placemaking is defined as support to community-led engagement which incorporates creative activity to facilitate positive change for people and the places they live.
Dumfries and Galloway Council are looking to establish a framework for creative placemaking providers to enable a compliant route to appointing services to support communities to engage local people over a range of topics.
MBT Refuse Derived Fuel (RDF) Treatment and Disposal
Dumfries and Galloway Council will be closing the refinements section at its MBT in the next 6-12 months which will significantly change the waste streams that are produced. We currently produce:
Solid Recovered Fuel (SRF)
Refused Derived Fuel (RDF)
Organic Fines
Glass and Stone
Nonferrous metal
With the closing of refinements, we will simply be shredding the waste (<300mm), drying it for 14 to 21 days and then sending it out as a Refuse Derived Fuel (RDF). We are looking to tender the opportunity for the treatment and disposal of roughly 30,000 tonnes per annum of the (RDF) that will be produced from Municipal Solid Waste.
The contract is expected to be for 5yrs (3yrs with one 2yr optional extension) and will start late 2024.
We haven’t decided on whether the RDF will be collected or delivered, but this will be decided before the contract notice is published.
Roads and Infrastructure Framework Agreements and Contracting Opportunities
The Council has recently agreed a major new investment programme in roads maintenance over the next 5-years which is resulting in a near 50% increase in the budget available to the service. While the core delivery model will not change the scale of the service and the nature of the supply chains that support it will undergo a major programme of growth and adaptation.
The Council are currently developing a new strategy which sets out a the approach to this, which ensures we have consistent, open and transparent processes which comply with the relevant procurement regulations.
The Council have appointed Stantec UK Ltd to support a full review of the school and local bus network within Dumfries and Galloway.
To inform this review we are keen to have engagement with existing and potentially new operators for passenger transport, including buses, mini buses and taxis to inform the development and appraisal of options to meet the travel needs of the Dumfries and Galloway community and visitors to the region's. The revised network and longer term contracts are intended to provide an affordable, stable and sustainable model and input from potential suppliers is key to ensuring this is a success.

The partnership is funded to provide and commission support for individuals who are unemployed, low skilled or who have a low-income role to support them to move towards and into learning, volunteering, training, education and/or work. There will also be supported to help those who are low skilled and on low income to progress within employment. DGLEP are using UK Government Shared Prosperity Funding (SPF) People and Skills Funding to commission are range of interventions. The Partnership is committed to community wealth building and Fair Work.

The partnership is funded to provide and commission support for individuals who are unemployed, low skilled or who have a low-income role to support them to move towards and into learning, volunteering, training, education and/or work. There will also be support to help those who are low skilled and on low income to progress within employment. DGLEP oversees Scottish Government No One Left Behind (NOLB) and Best Start Bright Futures funding (BSBF) and UK Government Shared Prosperity Funding (SPF). The Partnership is committed to community wealth building and Fair Work.
Periodic Inspections & Testing of Fixed Electrical Installations
Dumfries and Galloway Council are seeking organisations to undertake a fully comprehensive contract which shall ensure that Dumfries and Galloway Council are compliant within the realms of the (HSE) Health and Safety Executives guidelines for Periodic Inspections & Testing of Electrical Installations (FESE).
This Prior Information Notice (PIN) is a call for expressions of interest regarding the supply and delivery of dairy products for school meals throughout Dumfries and Galloway.
Deliveries are to be made to a Central Distribution Depot in Dumfries.
Feedback from interested parties will also be considered when finalising the Invitation to Tender and other procurement documentation.
Lochar-Moss MBT Engineering Parts and Repairs Framework
Dumfries and Galloway are exploring options for the provision of parts and services relating to the repair and maintenance of the waste process equipment within the Lochar-Moss MBT facility. The primary purpose of the MBT facility, is to mechanically recycle all incoming household waste from across the Dumfries and Galloway region of Scotland, operating 5 days per week, 24 hours per day, processing up to 70,000 tons of household bin waste per year. The scope may include but not be limited to emergency repairs, pro-active repairs and
maintenance and lifecycle replacement and refurbishment plant processing equipment in the following discipline areas:
- Chain conveyors
- Belt conveyors
- Shredders
- Trommels and screening
- Over-band magnetic extraction
- Overhead Gantry cranes
- Press compactors
- Process fans
- Compressors
- Dust extraction
- Rapid rise shutter doors
- Fire suppression system, flame detection
- Please note that at this stage the scope of the framework and its lots have yet to be determined and therefore may change from those stated.

Multiply is an adult numeracy programme, which will support people with no or low-level maths skills get back into work. The scheme will offer free personal tutoring, digital training, and flexible courses to improve adults’ numeracy skills.
Under the UK Shared Prosperity Fund predefined interventions, outputs and outcomes for the Multiply Programme, Dumfries and Galloway Council is looking to put in place a multi-Lot flexible framework.
Kerbside Collected Food Waste Bulking, Transport & Treatment
This Prior Information Notice (PIN) is a call for expressions of interest for a future Contract Notice opportunity for the procurement of reception, bulking, transport and treatment of kerbside collected food waste streams managed by Dumfries and Galloway Council.
