Contract to supply and service all aspects of Municipal Planting arrangements for Droitwich Spa Town Council. This comprises ornamental outside seasonal planting displays in areas of the public realm. The annual calendar for the schedule is winter planting, spring bulbs and summer displays with hanging baskets (approximately 150 units). The planting areas are large formal beds (St Richard House gardens, Ledwych Island and Primsland Way and additional fixed planters at various locations - traffic islands, Victora Square and through the Town Centre. Contract is for the sourcing, supply, planting, installation and all associated care and maintenance- including presentation, dead heading, clearance and regular watering through the seasons. Some lawn mowing and general maintenance also included within the specified requirements for the St Richards House Gardens location. Planting arrangements including type of flowers, plants and colour variations to be specified through arrangement with the Town Council. By example the 2022 summer theme was red, white & blue floral displays specifically to mark the Late Queen Elizabeth II - Platinum Jubilee Celebrations and similar special arrangements are made every autumn for planters at the Town war memorial /cenotaph to mark the Remembrance period. Renewal options presented for Town Christmas Lighting display arrangements following the expiry of the previous fixed five year contract term as at New Year 2023. Interest for suitable options of 3 and 5 years will be considered. Previous contract arrangements have been over either term and included the hire - in provision of all the lighting infrastructure (display lighting , motifs, filters, all cabling, transformers and connectors), off site storage, installation /take down, maintenance & call outs and general support for each years Festive Lighting period. The arrangements generally run from a supported Town Christmas Lights Switch On Event held on the last Saturday of November annually and illuminations carry on until around 4th January. The existing layout has included the central town area comprising High Street , Gurneys Lane , Salt Barrow Market , St Andrews Rd , Victoria Square and part of Ombersley Street. Central attractions include two Christmas trees located on the High Street and Victoria Square, building frontages at St Richards House and Victoria Square and some projected filters (St Richards House and Victoria Square) It is anticipated that the previous Service Provider and at least one other provider who have expressed interest will submit proposals for procurement consideration by the Town Council . Through Contracts Finder this notice is posted in order to conform with procurement transparency and invite wider general interest . It is expected that the procurement process for final consideration by Council will proceed through June and July 2023 for the reason of the Local Elections scheduled for 4th May 2023 and the start of the newly Elected Administration thereafter

The Town Council has secured bid funding from the District Council ( Community Legacy) to include with Capital investment to refurbish and improve the Heritage Centre aspect of St Richards House in Droitwich Spa. Procurement has been completed for the internal design and fitments part of the project which is currently now instructed through Contract and in course, In addition through a commissioned Architect we have in place professional surveyors drawings, supporting scale , provisional building works costings for the alterations and planning permission is already granted ( Oct 2024). The scope of the building works is minor internal alterations and panelling in (aluminium and glazing) of an existing front porch structure - conducive to creating additional internal space. The works will include alterations , materials supply and fitment, There will be an element of collaboration required working with the Council , Architect and Design Teams for some component aspects - for example cross over responsibilities including fire and alarm systems & lighting for full integration. From the Project plan we envisage building work to take approximately 6 weeks for completion , which is provisionally anticipated to be from July to September 2025. This will then enable the Design Team a similar timeframe for their installations . Project final end date is expected to be New Year 2026, which therefore aligns both the Building and Design separate contract end dates to be marked as 31.12.2024. This also allows for any contingency planning , slippage on delivery and final snagging before full sign offs. The Town Council has a delegation for Procurement evaluation and maintains full transparency for public sector contracts. Bids are invited in paper written format only to the Town Council correspondence address ( Town Clerks Office). Following closure of the opportunity bids received will be considered and scored simultaneously using a public sector evaluation criteria ( CALC recommended) by the Delegation . The recommended bid will then require ratification by the Full Council for award of Contract. Details of the scoring criteria can be provided on request for interested parties and potential bidders.
