DVLA maintains the records of over 50 million drivers and about 40 million vehicles in the UK. We collect an estimated £7 billion a year in vehicle tax and process over 77 million transactions a year. Most transactions are digital, but we also offer an in-person channel for our customers who want or need it.
DVLA plans to re-procure the supply of in-person services to DVLA's customers on our behalf, which would include the ability for DVLA customers to transact in-person, with widespread coverage across England, Wales, Scotland & Northern Ireland and with wide-ranging opening hours to cater for a diverse range of customers.
The services could involve one or more third party suppliers being able to:
• Enable customers to carry out, in-person, a variety of DVLA transactions (including vehicle tax).
• Enable access to DVLA application forms.
• Accept a variety of payment methods.
• Complete transactional & payment reconciliation, and report routinely on transactional and financial data.
• Verify customer identity, including physical documentation checking.
• Exchange data securely with DVLA's systems to support customer transactions.
• Return customer documents to DVLA.
Contract value estimates are based on an assumed contract duration of up to seven years (potentially 5 years followed by two optional 1-year extensions).
However please note that the scope and contract duration are still being considered, so the service requirements, dates, and estimated values stated in this notice are provisional and subject to change.
About the Service
Operators, hauliers and drivers of Heavy Goods Vehicles (HGVs) must pay the HGV road user levy when they use UK roads. This applies equally to UK-registered vehicles and those registered in other countries. This promotes a level playing field between hauliers, and such road user charges are commonplace in Europe.
The levy was first introduced in 2014 and reformed in 2023. The rate varies by vehicle weight and emissions class, with an exemption for zero emission HGVs. The levy can be paid daily, weekly, monthly, 6 monthly or annually.
UK registered hauliers pay the levy in conjunction with the annual Vehicle Excise Duty. Foreign registered vehicles pay through an online portal, the Foreign Operator Payment System (FOPS), and must pay before using UK roads. FOPS is provided by a contractor with the contract managed by DVLA on behalf of DfT.

The service is currently outsourced; the current service provision with the incumbent supplier expires on the 31 March 2027.
What is happening now?
DVLA is conducting preliminary market engagement for a potential future opportunity under contract to provide International Driving Permit services to UK driving licence holders on our behalf. We would like to hear from third-party providers who are interested in offering the services outlined below.
What would be required?
• The ability for UK driving licence holders to transact in-person.
• Widespread coverage across England, Wales, Scotland & Northern Ireland.
• The capability to issue approximately 270,000 permits per annum.
• Provide service availability of 48 hours per week across all service locations, spread over 6 days to cater for a range of customers.

The fee for an International Driving Permit (IDP) is £5.50. The fee is set in legislation and will not be altered. The service provider must be able to deliver the IDP service based on retaining the full £5.50 fee paid by the customer; there will be no additional supplement to the fee by DVLA or the customer. This equates to a potential £4.5m of income for the service provider over the proposed 3-year contract term.
DVLA’s position is that this procurement requirement falls below the legislative threshold for a concession contract. Therefore, it is classified as a non-regulated procurement under the Procurement Act 2023, and the rules applicable to regulated concession contracts do not apply for this procurement.
Although not mandated under PA23, DVLA is voluntarily publishing this notice to ensure transparency in our procurement process.

Background
The DVLA is an Executive Agency of The Department for Transport (DfT), based in Swansea. The Agency’s primary aims are to facilitate road safety and general law enforcement by maintaining accurate registers of drivers and vehicle keepers and to collect Vehicle Excise Duty (VED).
A DD payment option was introduced from 1st October 2014 which enables End Users to currently pay the full annual VED amount in one annual instalment, pay for a 6-month licensing period in one instalment or opt to spread the costs evenly over the term of a 12-month licensing period.
All options result in an automatic VED renewal, subject to all business requirements being met, unless the End User opts out of the DD scheme.
• Currently, over 1.4 million mandates are created per month, this is split between circa new (40%) and renewed (60%) mandates.
• On average, Direct Debit payments total approximately £230m a month.

Our online services offer card payments for customers and our online Electronic Vehicle Licensing (EVL) service to pay for Vehicle Excise Duty (VED) also provides Direct Debit as a payment method.
Currently refunds are primarily issued via payable orders with the bulk of these attributed to VED refunds. In the 2023-24 financial year DVLA issued 4.89 million Payable Orders with a value of £442 million pounds.
What is happening now
DVLA are in a “Discovery” period exploring the possibility of introducing Open Banking for DVLA services, payments in (e.g. for VED) and payments out to entitled customers (refunds). During early 2025 we would like to begin engagement with the market via an online webinar on 8th January 2025 to help inform our Discovery.
What would be required?
• The ability for DVLA customers to make payments into DVLA through our online channels using Open Banking; and
• The ability for DVLA to send secure payments out to customers who are entitled to a refund through Open Banking.
What is not required?
• Variable reoccurring payments through Open Banking; or
• Any wider use of Open Banking.
