Dorset Highways is looking to appoint a Principal Contractor to carry out In situ recycling and subsequent surfacing to a number of areas as listed within the county of Dorset. Work included within this call off are: • Establishing and providing suitable and sufficient welfare facilities in accordance with the Construction (Design and Management) Regulations 2015 (SI 2015/51). • Traffic management in accordance with Chapter 8 of the Traffic Signs Manual; to be approved –by Dorset Highways prior to establishment. Road closures, gate personnel and signed diversions. Road closures are subject to programme and application timings for these and all road closure applications must be submitted to, and approved by, the Dorset Highways Traffic Team. • The works are as described and detailed within Contract Specific Sub Specification B (in conjunction with Contract Specific Sub Specification C) • Adjustment to any required ironworks/service covers prior to road opening. • Stakeholder engagement methods to be discussed and agreed with Dorset Traffic team prior to implementation. • Replacement of all existing road markings. Dorset Council aspires to have a strengths-based approach which focusses on what the child or young person can do with their abilities, their skills and their potential. Dorset Council therefore seeking Providers that can provide Short Breaks for Children, Young People and Young Adults who are Disabled, focussed on delivering and developing services for 0 – 25 year-olds. One of Dorset Council’s aspirations is to ensure that there are Short Break opportunities in each locality area during school holidays and Saturdays. This tender is about putting in place a range of Targeted and Specialist Short Break opportunities throughout the County. Its anticipated that the Framework will commence for an initial 3 year term on the 1 July 2024 to 30 June 2027 with the options extend annually a further 2 years. Dorset Council is seeking a capable service provider to deliver laboratory testing services. Dorset Council’s Children’s Services need to undertake specific pieces of laboratory testing work related to children’s social care (child protection) as well as care proceedings that can meet court deadlines and specifications. This includes hair strand testing for drug and alcohol use and DNA / Paternity testing. Mostly such work is mandated by the courts during child protection proceedings. The laboratory work must meet certain set ISO standards to be valid in court proceedings which are set out in the service specification. The contract term is for 4 years at a maximum of £125,000 per annum, therefore a Total Contract Value of £500,000. It is anticipated that the Contract commencement date is 1 April 2024.

As Dorset Council has a statutory duty to provide an independent advocacy service that supports children and young people to have their views and wishes taken into account when key decisions are being made about their lives. The Council also has a statutory duty to provide an independent visitor (IV) service for looked after children if they believe that it would be in the child’s best interest to have one. This tender is being published under the Light Touch Regime of the Public Contract Regulations 2015. The Social Care and Health Act 2012 makes provision for a consumer champion for health and social care called Healthwatch. The Local Healthwatch is funded through the Department of Health Community Voices grant which is channelled through each Local Authority. The Act also makes provision for local authorities to make arrangements for the delivery of an Independent Complaints Advocacy Service (ICAS) in relation to their area for complaints relating to the provision of NHS health services. This service is also funded from the Department of Health's Community Voices grant. ICAS may be provided by the same provider as Local Healthwatch or by a different provider. In either situation Local Healthwatch will have to support individuals in accessing information and independent advocacy if they need to complain about NHS services. Bournemouth, Christchurch and Poole (BCP) Council and Dorset Council have pooled their funding, and are jointly tendering to commission the Local Healthwatch contract and the ICAS contract. Southern IFCA (the “Authority”) covers the inshore waters of Hampshire, Dorset, and Isle of Wight out to six nautical miles. The organisation works on both land and sea to balance sustainable fisheries with a sustainable environment. Nationally the Inshore Fisheries Conservation Authorities vision is to: “Lead, champion and manage a sustainable marine environment and inshore fisheries within their District by successfully securing the right balance between social, environmental and economic benefits to ensure healthy seas, sustainable fisheries and a viable industry”. The Authority has a fleet of vessels that are used to carry out control and enforcement activities afloat including boarding operations, throughout the inshore waters surrounding Dorset, Hampshire, and the Isle of Wight. The Authority is seeking tenders for the build of a new Patrol Vessel (the “Vessel”) that is to replace ‘Stella Barbara’ an existing patrol vessel in its fleet. The Vessel is required to be capable of carrying out compliance, principally within 6 nautical miles of the Dorset, Hampshire, and Isle of Wight coastlines. The Vessel to have the ability to conduct extended patrols out to 12 nautical miles and will be required to be operational both day and night all year round. This is a one-off purchase.

Public Health Dorset has worked with Commercial & Procurement to appoint a single provider to deliver an Integrated All Age Substance Misuse Treatment and Recovery Service for residents of Dorset. The contract start is 01 November 2023 for a period of 8 years 5 months to align with the national Drug Strategy timeframe. The misuse of drugs and alcohol presents a wide range of social and health issues. It can have profound consequences for individuals, their family members and whole communities including crime, domestic abuse, child abuse and neglect, family breakdown, homelessness, and physical and mental health problems. We support children and young people through a focus on the best education for all our children and young people, our localities model and inclusion within our mainstream educational settings. The Framework will ensure that Dorset Council is able to arrange suitable education or training provision for children and young people where it is needed. The need for such provision can arise for a number of reasons, including those set out under the government definition of Alternative provision: education arranged by local authorities for pupils who, because of exclusion, illness, or other reasons, would not otherwise receive suitable education; education arranged by schools for pupils on a fixed period exclusion; and where support is required for behavioural or other needs. This Framework is part of a new model of alternative provision, where such provision is used where it is needed, and is high quality enabling children and young people to make progress. Where children and young people can transition back into mainstream provision or onto a post 16 pathway, we are making it clear that alternative provision is a short-term intervention for re-engagement and support, that it is not a destination. The Framework shall comprise of the following Lots: 1 Ofsted registered Alternative Provision 2 Inclusion support 3 Re-engagement 4 Teaching 5 Progress to settled adulthood The Council’s new delivery model is in line with the broad direction of the government’s published proposals for SEND and alternative provision; it will however require changes to respond to the national requirements which are likely to be in around 2 years’ time. A framework length of 2 years plus an optional 2 x 1 year extension, and a clear expectation in the tender that providers will respond to future national changes, provides the ability for Dorset Council to make changes as required. The Framework will run from September 2022.
