The Department for Infrastructure (DfI) is preparing to launch a procurement exercise for a new Major Civil Engineering Works Framework (works with an estimated value above £5million). The framework will aim to provide a flexible, efficient, and value-driven mechanism for delivering civil engineering related projects across Northern Ireland. The framework is anticipated to be multi-lot and multi-supplier, with a potential duration of up to 8 years. The framework is to facilitate, but is not limited to, the following proposed scope: • Traditional Client Design project. • Design & Build. • Early Contractor Involvement (ECI). • Construction of highway improvements. • Major capital renewal schemes. • Construction of major structures including grade separated junctions, bridges and retaining walls. It is currently intended to establish 4 lots based on project value ranges as outlined below: • Lot 1 will cover works ranging from £5m - £15m. • Lot 2 will cover works ranging from £15m - £40m. • Lot 3 will cover works ranging from £40m - £80m. • Lot 4 will cover works in excess of £80m.

The Department for Infrastructure (DfI) is intending to procure two new Road Asset Management (RAM) Frameworks - Structures Framework and Road Restraint Systems Framework. It is intended that the frameworks will include the following key work activities. Structures Framework: • Full or partial demolition of structures. • Scour protection and maintenance works. • Earthworks. • Culvert upgrades/maintenance including lining and invert repair works. • General bridge/structures maintenance. • Working in water. • Brickwork, blockwork and stonework. • Structural concrete construction and/or repairs. • Installation of precast beams or box culverts. • Structural steelwork including repairs. • Inspection assistance. • Works on or in the vicinity of the Northern Ireland Railways (NIR). • TTM on a live trafficked public road network. • Associated Road Restraint Systems (RRS) installation and/or repair. • Associated ancillary works. Road Restraint Systems Framework: • RRS installation and/or repair. • Earthworks. • Brickwork, blockwork and stonework. • Structural concrete construction and/or repairs associated with RRS. • Inspection assistance. • Full or partial demolition of structures associated with RRS. • TTM on a live trafficked public road network. • Associated ancillary works. Each framework will comprise of three geographical Area Lots (as detailed below), and a Project Lot. A Measured Term Contract (MTC) Call-Off will be awarded for each Area Lot. A Primary Supplier and Reserve Supplier will be appointed for each MTC Lot, as a result of the evaluation of the Framework tender submissions. Each MTC will deliver related works commissioned through Works Orders, each with a value of up to £750k. A Project Lot will be used to deliver individual NEC ECC projects covering all the geographical areas detailed below, each with an estimated value of over £750k up to £5m (Exc VAT). Area Lots: Western – Derry and Strabane; Fermanagh & Omagh; Mid-Ulster. Eastern and Southern – Belfast; Lisburn and Castlereagh; Ards and North Down; Newry Mourne, Down and Armagh; Banbridge and Craigavon. Northern – Antrim and Newtownabbey; Causeway Coast and Glens; Mid and East Antrim.

The Framework for Watercourse Maintenance will encompass five Measured Term Contracts to deliver watercourse maintenance in the following Contract Areas: A. WME1 (Armagh); B. WME2 (Lisburn and Greater Belfast); C. WMW1 (Coleraine); D. WMW2 (Omagh); and E. WMW3 (Fermanagh). Within each Contract Area, the works to be undertaken under this Contract may include, but not be limited to, the following Principal Work Activities which are provided by way of example: A. Maintenance of Watercourses; B. Riverbank & Flood Defence maintenance and scrub clearance; C. Tree felling/removal; and D. Provision of labour/plant. Further ancillary works may be asked of the successful Supplier such as: A. Treatment of aquatic weed/invasive species. Within each Contract Area, the successful Supplier will be required to carry out any such works instructed by a Works Order, issued under the provisions of the Contract. Such works will require a standard of works delivery consistent with that defined in the Procurement Documents. Reimbursement to the successful Supplier for such works will be paid generally on the basis of an applicable Schedule of Rates and Prices (SoRP), adjusted in line with permitted price-fluctuation-factor provisions. For each Contract Area, it is likely that the successful Supplier will be required to work at more than one location at any one time in order to meet the requirements of the programme of work for each Contract Area. Successful Suppliers will be expected to have sufficiently skilled and available resources necessary to meet the requirements of such a programme and will be required to include in its rates and prices for the inevitable peaks and troughs that will be inherent in any such programme. Such peaks and troughs may result from a variety of circumstances, not all within the control of the Department. The financial limits for individual Works Orders under this Contract shall generally be between £1 – £250,000 GBP.

The Small Works Framework will encompass the breadth of work activities currently delivered through the Small Scale & Responsive Works and Environmental Maintenance contracts across Northern Ireland. Temporary and permanent repairs/patching/reinstatements (typically up to 100m2) of openings and defects in carriageways, footways and cycleways. B. Delivery of temporary traffic management as part of associated works on a live trafficked public road network. C. Cleaning, jetting and inspection of roadside drainage systems. D. Maintaining grass in both urban and rural areas. E. Edge ploughing, scuffling and moss removal from carriageways, footways and cycleways. F. Controlling weed growth. G. Construction and surfacing of carriageways, footways and cycleways. H. Provision, adjustment and maintenance of drainage systems including culvert grilles. I. Provision and adjustment of kerblines. J. Earthworks including verge reconstruction and slope stability. K. Fencing Construction. L. Cut, remove or maintain trees / hedges and associated works*. M. Small network improvement schemes such as traffic calming, traffic management and civils works associated with traffic signal replacements/installations at junctions/crossings. Further ancillary works may be asked of the successful Economic Operator such as: • Provision of compliant Temporary Traffic Management; • Removal of advertising signs; • Cleaning of road signs and marker posts; and • Road marking reinstatement. * DfI is currently exploring the potential inclusion of specific tree surgery activities within the scope of this framework.
