The AccEPT Clinic addresses substantial deficiencies in the provision of psychological
therapy for adults with serious mental illness (SMI) in Devon.
This includes:
• People with hard-to-treat depression who have not benefited from existing IAPT or
pharmacological interventions.
• Individuals with bipolar disorder who are out of remit for secondary care but require
psychological support or relapse prevention.
• People with histories of SMI and mood disorders who no longer meet secondary care
thresholds but experience languishing wellbeing.
Liaison and Diversion (L&D) identifies individuals who have mental health, neuro diverse conditions, learning disability, substance misuse or other vulnerabilities when they first come into contact with the criminal justice system (CJS) as suspects, defendants or offenders, usually in Police Custody Suites, through Voluntary Attendance or at Court.
L&D works with the Police, The Probation Service, youth offending teams, defence lawyers or court staff to identify those vulnerabilities to ensure that the right support can be put in place as soon as possible to reduce the likelihood that people will reach a crisis-point.
The L&D function will provide information, guidance and signposting to appropriate health or social care settings. L&D also acts as a point of referral and assertive follow up for individuals to ensure they can access, and are supported to attend, treatment and rehabilitation appointments.
L&D will also provide critical information on those individuals to decision-makers in the justice system, in real time, for consideration when it comes to charging and sentencing.
L&D aims to improve overall health outcomes for people and to support a reduction in re-offending.
Devon Partnership NHS Trust were seeking to appoint a Provider to deliver Primary Mental Health Treatment Requirements services across the Peninsula (Devon and Cornwall OPCC boundary), in line with the specified requirements of the contract.
An MHTR is a community order, which is a sentence that a court can pass to someone if they have mental health needs and have committed a lesser criminal offence.
Primary Mental Health Treatment Requirement is a function of Integrated Non-Custodial Services (IN-CS).
The procurement is divided into 3 lots within the South West as follows:-
Lot 1: Devon and Torbay
Lot 2: Plymouth
Lot 3: Cornwall
The contracts will be for a term of 7 years and services are planned to commence from 1st April 2025.
The contracts could be subject to nationally mandated directives or service alterations with associated funding during the term of the contract.
