Acorn Farm is a walled brownfield site located on a vacant plot of land within St Columb’s Park off St. Columb’s Road opposite the former Ebrington Barracks site in Derry/ Londonderry. Acorn Farm is approximately 0.874 hectares in area. The site is in a predominately residential and commercial area and access to the site can be gained from St Columb’s Road (South). The site is bounded by St. Columb’s Road to south and by St. Columb’s Park on all other sides. The site was formerly used as accommodation for the RUC and a helicopter pad serving the barracks. Ebrington Barracks was closed in 2003. Site clearance and ground levelling work was completed in 2022 as part of site enabling works. The Council has completed works to remove vegetation, hardstandings, concrete bases, steps, retaining walls and redundant underground services across the site and the ground flattened to an even gradient. Although, the council cannot rule out the possibility that some buried infrastructure might have been missed during this pre-commencement site clearance contract. Trees remain along the southern boundary along with the boundary walls, manholes along with northern edge and piles of crushed hardcore and compost. The overall aim of the Acorn Farm project is to transform a former MOD derelict site into a growing space as a centre of Permaculture excellence in the Northwest City Region. The Acorn Project will facilitate the development of new food growing technologies and to deliver a capital project which is an exemplar as a climate smart net zero/nearly zero carbon project, incorporating the use of circular economy principles, sustainable energy and energy/resource efficient technologies. Derry City and Strabane District Council (DCSDC) has developed a Climate Change Adaptation Plan (2020) and a Climate Change Emergency Pledge (2020) outlining the Council's climate action commitments, including a shift to net zero greenhouse gas emissions and climate resilience across the city and district by 2045. The ambition for the Acorn Farm site including the buildings, external works and landscape is to achieve climate resilience and whole life net zero emissions or nearly net zero emissions. It is intended that the tender will cover the full range of administrative, clerical, technical, professional and manual posts within Council. The appointed agency/agencies will only be engaged for short term provision of services to further support and supplement Councils recruitment activity. The Council will appoint up to three preferred suppliers at the lowest cost to Council who will be required to provide a suitable agency worker within 3 working days of the requirement having been notified to the agency. This contract will take effect from the commencement date and remain in force for one year with the option of two further one-year extensions to give a total 3-year contract. Contractors must be able to provide a service that allows for the following elements- collection's and material processing for Recycling of Source Segregated Materials from Recycling Centres and Recycling Points, Transfer Stations and other Council Facilities to include recoverable materials from parks, cemeteries, grounds maintenance operations etc. Contractors can tender for all or some of the lots listed below along with their EWC codes. An EWC Code is a six-digit code used to identify waste as listed in the European Waste Catalogue. DCSDC wish to commission an ICT to undertake the Design, specification, procurement, supervision and overall project management from RIBA Stage 4 through to RIBA Stage 7, of the following proposed works: Construction of a municipal cemetery to include burial space for approximately 4,000 plots; memorial garden, repositories for ashes; conversion of existing dwelling to reception/office admin building; removal of existing outbuildings; memorial service building with public toilets; maintenance/operations/storage building and service yard; parking provision; and all associated landscaping and drainage works including attenuation ponds. Vehicular access to the cemetery will be from Mullenan Road via a new private entrance road. The Green Clubs Project is an environmental 'green' transformation of sports clubs on a cross-community basis. It focuses on the United Nations (UN) Sustainable Development Goals, leadership and capacity, best-practice sharing, practical environmental work and ‘green club toolkit’ dissemination. The appointed contractor will be required to communicate with and engage regularly on the project with the DCSDC Green Infrastructure Team who will oversee practical delivery, whilst the PEACE Team manage contractual and reporting arrangements. Each year 5 sports clubs will be recruited (across a range of sports, geography and identity) with 20 participants each taking part in a 'menu' of cross-community programming. The Co-design process identified this area of work as one of highest priorities in the Local Co-Designed Action Plan. Post-Troubles and Post-pandemic there is an intense need for community-based recovery support services. Underpinned with recovery expertise, this project will also include peer and community support and life-style change. It will directly address the consequences of inter-generational trauma, working with individuals impacted (in a cross-community group setting), their families, and communities. A 3 year project focusing on offering a suite of Open College Network (OCN) Level 1,2,3 in community development related courses, a series of community site visits and community awareness sessions. The combination of courses offered should include generalist Community Development, Volunteering Skills, Youth Work, Diversity / Good Relations / Equality, Community Health Facilitation or general facilitation or courses with very similar content. The combination must include accreditations at a range of levels (i.e. not all level 1, but also level 2 and level 3 courses which can really build an individual’s capacity). Every individual, regardless of course, must have the opportunity to experience at least one community site visit beyond the classroom. The aim of the project is to expand the current volunteer base and community capacity to future proof and sustain the community and volunteer sector within the council area. The project has been designed in response to widespread concern identified in the PEACEPLUS co-design process across the entire Community and Voluntary Sector, around the ageing demographic of those currently working and volunteering in the sector. This is a project about history and communities in the Foyleside District Electoral Area (DEA) of Derry~Londonderry. The project will examine various aspects of the history of the area, including the shirt factories, residents past and present and the impact of the Troubles ‘Exodus’ in the area. The Project will recruit 250 predominantly adult participants, with a focus on residents from within the Foyleside DEA and cross-community links to adults who used to formerly have residential, work or other connections to this area or who have an interest in the local history/heritage. The project will also include the development and production of a Rosemount Shirt Factory Masterplan to include a business case, architectural drawings, costings for future community purchase of Rosemount Factory for social, cultural, history hub and potential museum and possible content. Derry City and Strabane District Council invite suppliers to tender for a PeacePlus Skeoge United programme. The purpose of this tender is to deliver a community cohesion programme based in the Skeoge area of Ballynarett DEA. The area is a new, fast developing social housing neighbourhood with approximately 7000 residents by 2025. It is predominantly CNR/Single-identity, and the community has a wide range of complex and inter-connected problems (and opportunities), which have led to low levels of civic participation. There are increasing resident concerns in relation to the lack of community development infrastructure and amenities, including the need for physical community space and youth facilities. This tender is designed to meet some of those expressed needs. The project will consist of the following 2 elements: 1. Capital: purchase a minibus and 3 pop up marquees. The minibus is essential to transport participants to and from the area, to ensure cross-community engagement between Ballyarnett and wider geographical areas. Given the lack of physical community space directly in the area, the provision of the minibus will also open up access to other wider venues which otherwise would not be accessible to residents due to cost and/or lack of access of other transport. Marquees are essential to provide venue options for shared space programming within the immediate area. 2. This Tender is a shared space animation and festivals project to be delivered in the Waterside Area of Derry~Londonderry. This project aims to transform spaces perceived to belong to the ‘other’ community into shared spaces, open and welcoming to all. The programme of activities will be delivered in parks, greenways and community spaces targeting a wide range of participants (families, children, youth, older people and members of the BAME community). Derry City and Strabane District Council invite suppliers to tender for a PeacePlus Gateways to Rural Participation programme. Through the Co-design PEACE PLUS process, it was recognised that there are rural inequalities in the Derg, Faughan and Sperrin District Electoral areas (DEA’s) and also a perception from some rural identities and rural single identity groups of under-representation in prior PEACE funding. Good Relations Issues in rural communities manifest differently to urban areas (Beyond Belfast/Cost of Division 2007). This project aims to address these concerns. It will identify a minimum of 15 groups from Derg, Faughan and Sperrin (including Orange Lodges, sports, youth, faith/church groups, uniformed, women’s and BME groups) and conduct an initial audit of their needs. These groups will then participate in a tailored capacity building/leadership training, learning by ‘doing’, connectivity events and social sustainability events. A total of 305 participants will engage in cross-community activity through the project. The Co-design process identified this project as of particular interest to PUL rural identities as well as wider rural groups. The project will bring diverse, sometimes polarised communities together, building relationships, trust and breaking down barriers and should also include a suitable cross-border dimension. The services required, within each panel, shall consist of planned and unplanned works comprising of upgrades, refurbishments, fit outs, demolitions and running repairs.
