Derry City and Strabane District Council seeks to appoint an Economic Operator to provide the services of an Integrated Consultant Team (ICT) to undertake all RIBA Stage 0 to RIBA Stage 7 services, Inc. concept design, options appraisals, planning submission, statutory approvals, detailed design, IST procurement, Tender and contract administration. Working in close consultation with DCSDC the ICT will be required to provide a design that meets the strategic aims and objectives of DCSDC and to manage the construction of the New floodlit 3g pitch and associated works within time, cost and quality requirements. Derry City and Strabane District Council are currently using exchange on premise and are now looking to move to Office365 as our San storage is nearing capacity, and our exchange server is getting out of date. Council are looking for a supplier to assist with the move from an on premise Exchange 2013 server to Office365. Council also require the setup of Intune to manage mobile devices. Derry City and Strabane District Council seeks to commission an ICT to undertake the Design, specification, procurement, supervision and overall project management from RIBA Stage 0 through to RIBA Stage 7, of the following proposed works within the Castlederg area: - 1. Connectivity- Which involves: (i) The delivery of new greenway infrastructure on lands in the ownership of Dergview FC to the south west of the town; and (ii) New lighting provision to be installed on recently delivered greenways at both Castle Park (Council owned) and St. Eugene’s GAC grounds (Council will have an easement over the delivered greenway); 2. Castle Park- To deliver environmental improvements and a new play park at the Council owned and maintained Castle Park; and to deliver a new mini-play park at St. Eugene’s GAC grounds; 3. Public Realm- The aim of this project element is to upgrade the existing public realm facilities at both the Diamond and Young Crescent, off the Upper Strabane Road 4. The Derry City and Strabane District Council CCTV System consists of 93 CCTV cameras. 85 of the cameras are located within the Derry City Centre area with a further 8 cameras located in Strabane Town Centre. Our CCTV network was installed to help in the reduction of crime against people, property and business and to improve the public's perception of safety within the city and district. The objectives of the CCTV system are: • reducing the fear of crime and reassuring the public • helping to prevent crime • deterring and detecting crime • helping to identify, apprehend and prosecute offenders • providing evidence for criminal and civil action in the courts • helping maintain public order • assisting in the management and policing of large-scale events • providing assistance to emergency services • assisting in improving the town centre environment • preventing suicide Today the system comprises of a total of 93 cameras 85 PTZ and 8 Fixed. Transmission is a mixture of fibre (majority) and wireless. All cameras on the network are currently monitored independently on a 24/7 basis from a single control centre. Derry City and Strabane District Council (DCSDC) has developed a Climate Change Adaptation Plan(2020) and a Climate Change Emergency Pledge (2020) outlining the Council's climate action commitments, including a shift to net zero greenhouse gas emissions across the city and district by 2045. The ambition for the Acorn Farm site including the buildings, external works and landscape is to achieve whole life net zero carbon or nearly net zero carbon. Derry City and Strabane District Council (The Employer) seeks to appoint an Economic Operator to provide the services of an Integrated Consultant Team (ICT) to undertake all RIBA Stage 4 to RIBA Stage 7 services, detailed technical design, IST procurement, Tender and Contract administration. Working in close consultation with the Employer, the ICT will be required to provide designs that meet the strategic aims and objectives of Derry City and Strabane District Council. In order to advance the delivery of this Project. It is a requirement that the ICT should consist of the following expertise; (a) A Lead Consultant, who will manage and co-ordinate the activities of their appointed ICT. The Lead Consultant shall be a chartered member of a professional construction body as appropriate for project Management/lead consultant appointments, with demonstrable experience in leading on the delivery of projects of a similar scope and complexity to the Acorn Farm project. (b) The Lead Consultant through this commission will build an ICT to effectively and efficiently deliver the project(s) requirements. The ICT members should also have working knowledge and previous experience in the design and delivery of projects of a similar scope and complexity to the Acorn Farm project. Derry City and Strabane District Council is seeking to procure the services of an airline Operator to provide a scheduled air service between City of Derry Airport (CODA) and a London airport. This can be any of the following 6 London Airports, listed in alphabetical order: Gatwick, Heathrow, London City, London Luton, London Southend, and Stansted. A London airport has been defined by the Department for Transport (DfT) as any airport that can access transport zone 1 of London within 60 minutes by rail. Tenderers are strongly encouraged to give more than one option of London airport with separate cost estimates for each airport. This will enable consideration of the value-added elements provided through hub access. It should be noted that slots must be available to operate the schedule at the chosen London airport and must be acquired by the airline through the regular slot allocation process. Slots will not be made available by Government through ring-fencing. This exercise will be conducted using an Open Procurement procedure (Public Contracts Regulations 2015) with a 2-month tender return period as prescribed in Regulation (EC) No 1008/2008 as retained. This document contains information about the procurement process, the Services, and sets out the conditions for submission of a tender. It is intended that a single contract shall be awarded to one Tenderer to provide the Services. City of Derry Airport is owned by Derry City and Strabane District Council and is operated by City of Derry Airport Operations Limited, a Private Limited Organisation wholly owned by Derry City and Strabane District Council since the airport company was incorporated in 2010. The annual passenger traffic using the Airport grew historically at a rapid rate and peaked at nearly 450,000ppa, before the economic downturn, and fell to 338,505ppa in 2010. Over time, the economic recovery led to a steady rise in traffic to approximately 412,000ppa with a number of new services following incorporation in 2010 but, due to the reduction in services and Ryanair’s changing priorities, passenger numbers have has fallen since 2011. City of Derry Airport and Derry City and Strabane District Council sought Department for Transport (DfT) approval to introduce a Public Service Obligation (PSO) on the route. The proposal was submitted to the DfT in August 2016 for the appointment of an air operator to provide a twice daily (morning and evening) return service between CODA and a London airport. DfT approved the proposal on 20 September 2016. An initial two-year PSO contract was awarded in February 2017 with operations running from 2nd May 2017 until 1st May 2019. Unfortunately the PSO Operator went into administration on the 16th February 2019 and as a result the London route stopped immediately. In accordance with the Regulation (EC) No 1008/2008 as retained, Derry City and Strabane District Council carried out an emergency tender exercise and appointed an airline to operate the PSO route for a seven month period from the 27th February to 26th September 2019. Following this a further tender exercise was carried out and Loganair was appointed to operate the route up until 31st March 2023. Subject to any termination rights contained within the Contract, the Council proposes to enter into the Contract for an initial period of 24 months up until the 31st March 2025 with a view to extending for a further 24 months with the successful Tenderers (Operator). The Contracting Authority is seeking a developer to develop the former Lisnagelvin Leisure Centre site in Derry/Londonderry. The Contracting Authority is the freehold owner of the site and intends to sell the site by way of long lease to the appointed developer in accordance with and subject to the terms of a development agreement. The Contracting Authority has high aspirations for the site and is specifically seeking proposals for mixed-use commercial development on the site. Derry City and Strabane District Council (DCSDC) invites tenders from suitably experienced organisations for the provision of Traffic Management at our events. Derry City and Strabane District Council has established a public outdoor events programme for 2023 – 2026, which includes a number of major events throughout the year such as; • Strabane/Lifford Half Marathon • Foyle Maritime Festival-Derry (Please note that the Foyle Maritime Festival is a bi-annual event with the next one due to take place in 2024) • Waterside Half Marathon-Derry • Halloween Carnival Celebrations-Derry and Strabane • Christmas lights switch on and Celebrations-Derry and Strabane • St Patrick’s Day Festival Weekend-Derry and Strabane Additional public events and celebrations may be programmed on an ad hoc basis. Derry City and Strabane District Council and Causeway Coast and Glens Borough Council each wish to procure a separate contract for the provision for the haulage, treatment, recycling and disposal of Street Sweeping and Gully Waste. The Authorities each have a statutory duty under the Waste and Contaminated Land (Northern Ireland) Order 1997 No. 2778 (N.I. 19) (Part II Articles 20(1)(a)(b) and 20(2)) to arrange for the collection of household, commercial and industrial waste. The Authorities are also required under the 1997 Order (Part II, Article 25(1)(a)) to make arrangements for the disposal of any waste collected or removed under Article 20 of the 1997 Order. The Authorities have jointly published a contract notice in the OJEU and are each seeking to award a contract under four separate lots (each a “Lot”) as follows: Lot 1: Derry City and Strabane District Council – Lot 1 concerns a contract for the collection, acceptance, treatment, processing, recycling and disposal of Street Cleaning and Gully waste material collected by Derry City and Strabane District Council or on its behalf. The appointed Contractor shall ensure that it is able to collect, accept, treat, process, recycle and/or dispose of up to 2,650 tonnes of such waste from Derry City and Strabane District Council at its Principal Facilities, however there shall be no guaranteed minimum tonnage provided under the Contract. Lot 2: Causeway Coast and Glens Borough Council – Lot 2 concerns a contract for the collection, acceptance, treatment, processing, recycling and disposal of Street Cleaning and Gully waste material collected by Causeway Coast and Glens Borough Council or on its behalf. The appointed Contractor shall ensure that it is able to collect, accept, treat, process, recycle and/or dispose of up to 1,500 tonnes of such waste from Causeway Coast and Glens Borough Council at its Principal Facilities, however there shall be no guaranteed minimum tonnage provided under the Contract. These Contracts will form an important part of each Council’s forward-looking strategy to manage waste in its area by reducing the amount of waste sent to landfill and increasing recycling rates. Appointed Contractors will be required to ensure that Contract Waste is recycled, reused, recovered and/or treated in recognition of the waste hierarchy before landfilled in order to maximise diversion. Derry City and Strabane District Council wishes to appoint a suitably qualified and experienced Firm to complete Legionella Written Control Schemes, Risk Assessments, monitoring procedures and Cleaning and Descaling of all outlets inc. Cold Water Storage Tank. Services shall be provided in accordance with the minimum standards defined in ACOP L8 The Control of Legionella Bacteria in Water Systems [L8], together with the enhanced standards as defined in this document. At present the scope of works applies to the facilities and vehicles as scheduled in attached appendices for a period of 36 months. Derry City and Strabane District Council, Causeway Coast and Glens Borough Council, Mid-Ulster District Council and Fermanagh and Omagh District Council each wish to procure separate contracts for the collection and processing of Local Authority-collected kerbside recyclables. These Contracts will form an important part of each Council’s forward-looking strategy to manage waste in its area by reducing the amount of waste sent to landfill and increasing recycling rates. Appointed Contractors will be required to ensure that Contract Waste is recycled and recovered in accordance with the Waste Hierarchy before it is landfilled in order to maximise diversion. Derry City and Strabane District Council wishes to appoint suitably qualified and experienced National Inspection Council for Electrical Installation Contracting (NICEIC) registered Electrical firm(s), for each discipline, to supply electrical testing services in accordance with BS7671; as amended, Institute of Electrical Engineers [IEE] Wiring Regulations Requirements, in the following Lots: A) Emergency Lighting installations in accordance with Section 7 Servicing and Testing. B) Portable Appliance Testing in accordance with the IEE Code of Practice for In-Service Inspection of Electrical Equipment, HSE publication HS(G)107 ‘The Maintenance of Portable and Transportable Electrical Equipment’ and ECA publication ‘A Guide on How to Inspect and Test Portable Appliances Safely and Effectively’. C) Electrical Installation Condition and Report in accordance with BS7671:2018 (IET Wiring Regulations) as amended with Parts 2 and 3 Guidance Note Inspection and Testing as published by the Institute of EEI. Derry City and Strabane District Council (DCSDC) is acting on behalf of the 11 Northern Ireland Councils to appoint a Contractor to deliver marketing services for the new Northern Ireland Enterprise Support Service (ESS). NI Councils have developed a new ESS which aims to support business start-up and growth across Northern Ireland. The service aims to provide a set of connected enterprise support services which allow individuals, entrepreneurs or businesses to access a continuum of support to meet their needs, aligned with the relevant stage of their business. ESS is funded by the UK government through the UK Shared Prosperity Fund. The UK Shared Prosperity Fund is a central pillar of the UK government’s Levelling Up agenda and provides £2.6 billion of funding for local investment by March 2025. The Fund aims to improve pride in place and increase life chances across the UK investing in communities and place, supporting local business, and people and skills. Derry City and Strabane District Council invites applications from suitably experienced and qualified providers for the provision of an Employee Health Care Cash Plan and Employee Assistance Programme services across the City and District. Derry City and Strabane District Council currently employs approximately 1000 staff including members of staff living in cross border areas. The Provider (Tenderer) will be responsible for ensuring a smooth transition of service and working with Derry City and Strabane District Council to implement the contract to allow for a seamless transition of service. This contract is being let as two Lots. Tenderer may apply for any and all Lots. Lot 1 Provide an Employee Health Care Cash Plan, to include optician, dental, Magnetic resonance imaging (MRI), computerised tomography (CT) scanning and Positron emission tomography (PET) scanning etc. Lot 2 Employee Assistance Programme Services to provide staff with free access, 24/7, 365 days per year, to confidential advice on the phone and on-line. Derry City and Strabane District council invites suitably qualified firms for the supply, delivery, database migration, installation, staff training and commissioning of an integrated leisure management software solution for Council leisure services. DCSDC runs 10 leisure centres in district area. It is anticipated that the implementation of the new system will improve the customer experience by providing an online self-service portal facilitating joining, bookings, payment administration (including direct debit management), account management, and will permit access to these facilities using a range of devices including smartphones. The new system must also provide statistical analysis reports and intelligent marketing.
