The services required by Derry City and Strabane District Council are currently provided by Natural World Procducts Limited. The services required by Causeway Coast and Glens Borough Council are currently provided by Natural World Products Limited. The services required by Mid Ulster District Council are currently provided by Natural World Products Limited. The Authorities each have a statutory duty under the Waste and Contaminated Land (Northern Ireland) Order 1997 No. 2778 (N.I. 19) (Part II Articles 20(1)(a)(b) and 20(2)) to arrange for the collection of household, commercial and industrial waste. The Authorities are also required under the 1997 Order (Part II, Article 25(1)(a)) to make arrangements for the disposal of any waste collected or removed under Article 20 of the 1997 Order. The Authorities have jointly published a contract notice in the OJEU and are each seeking to award a contract under separate lots (each a “Lot”) as follows: Lot 1: Derry City and Strabane District Council Lot 2: Causeway Coast and Glens Borough Council Lot 3A: Mid Ulster District Council Brown Bin Waste Lot 3B: Mid Ulster District Council Green Waste. These Contracts will form an important part of each Council’s forward-looking strategy to manage waste in its area by reducing the amount of waste sent to landfill and increasing recycling rates. Appointed Contractors will be required to ensure that Contract Waste is recycled, reused, recovered and/or treated in recognition of the waste hierarchy before landfilled in order to maximise diversion. For the avoidance of doubt, one contract will be awarded by Derry City and Strabane District Council for Lot 1 described above and one contract will be awarded by Causeway Coast and Glens Borough Council for Lot 2 described above one contract will be awarded by Mid Ulster District Council for Lot 3A and 3B described above. Derry City and Strabane District Council shall have no liability in respect of the Competition for the Lots 2 and 3A or 3B Contract; Causeway Coast and Glens Borough Council shall have no liability in respect of the Competition for the Lot 1 and 3A or 3B Contract. Mid Ulster District Council shall have no liability in respect of the Competition for the Lots 1 and 2 Contract. Economic Operators may submit Tenders for one Lot or for all Lots. Economic Operators are required to indicate in their Submissions which of the above Lots they wish to be considered for. If Economic Operators are bidding for all Lots they should ensure that they have sufficient capacity at their Principal Facilites to collect, accept, treat, process, re-use, recycle/compost and/or dispose of a total of 54,400 tonnes per annum in the event that they wish to be successful in all Lots. The initial Contract will be for a period of 36 months with the option to extend the contract for a further one-year period followed by a one -year period giving a possible total of 2 year’s extension to the contract period. The project will be underpinned by youth work principles and practices though youth participation in a co-design process and will engage 164 young people aged 16-24 years old who are disadvantaged, excluded or marginalised across rural and urban areas of the Derry City and Strabane District Council and the border counties of Donegal. The project will provide meaningful, cross-community, intercultural and cross-border programmes. It will embed the core elements of personal development, good relations, citizenship and positive progression. The programme will embody a diverse range of young people who can connect, share and learn their journey together including targeted participation from the LGBTQ+ community, young people with disabilities, BAME communities and those impacted most by segregation in education and housing. It will place needs, views and aspirations of the young people at the heart of the project and develop an active, inclusive culture. The project is a 2-year cross-community programme of equine and nature facilitated assisted learning and development sessions. It will reach 138 participants and will include interventions for children and their parents focusing on the holistic benefits of occupations with horses, their natural environment and their natural movement (hippotherapy). The Programme will also include some wider, outdoor and environmental intergenerational opportunities. The co-design process highlighted the need for mental health and wellbeing outdoor activities as well as an inclusive approach for participants with disabilities. Hippotherapy and outdoor rural based nature activities are part of the Local Co-Designed Action Plan’s approach to meeting these needs. A horse’s natural gait provides sensory input to enable regulation, supports the development of the human systems and encourages holistic well-being. A person-centred approach will be utilised to deliver functional information by an occupational therapist specialising in equine and nature-based therapy through information and practical sessions with horses and collaboration with other relevant organisations. The wider programme will also enable families and rural dwellers, in particular from the Faughan area, to benefit from the PEACEPLUS programme. Arising from the Co-design process in the Faughan District Electoral Area (DEA), this project should strive to bring key benefit to that area as well as welcoming participants from across the council area and cross-border.
