Economic and Labour Market Statistics (ELMS) is a branch within the Northern Ireland Statistics and Research Agency. ELMS administer statutory business surveys using IT systems and support services under a contract that expires on 30th November 2023. The aim of this project is to procure a replacement contract, including IT system development and migration of data and surveys to the new system, with minimal interruption to the business survey schedule and data collection activities. As elements of the current IT system and associated working practices are ten years old, the new system must provide improvements in system performance and both operational effectiveness and efficiency.

NISRA Central Survey Unit wish to appoint a Contractor for the operation and maintenance of a weekly payroll system for Central Survey Unit’s interviewing staff. The contract will commence on 1 March 2023 for a period of 3 years, with the option to extend the contract for two further periods of twelve months each. The Northern Ireland Statistics and Research Agency (NISRA) is Northern Ireland’s (NI) largest producer of official statistics and government social research. Its role is to enhance understanding of NI society through the provision of trusted information. NISRA provides services to all NI Government Departments and a wide range of other public sector bodies to assist the policy development process and the delivery of their business objectives. The Agency has utilised SPSS software for 25 years and across all work areas large database analysis syntaxes have been written in SPSS code and data validation, analysis and linkages to excel and desktop publishing systems are also set up in SPSS.
