The service provider will be responsible for the management of the following: • On Street parking enforcement in three charged zones in Belfast, Newry and Lisburn. • On street enforcement of parking restrictions in 26 cities and towns across Northern Ireland that are non-charged zones. • On Street enforcement of one residents parking zone in Belfast. • Parking enforcement in 3 charged Park and Ride car parks near Belfast. • Bus lane and urban clearway enforcement using fixed and mobile CCTV in Belfast. • A Lift and Tow service for vehicles parked in a bus lane or urban clearway during a period of restriction. • Cash collection from P and D machines in charged zones – currently there are approximately 300 machines in place. • Provision of rationalised digitised P and D machines to replace the 300 currently on site. • P and D machine maintenance. • A cashless parking service as an alternative to paying by cash and displaying a ticket from an On-Street or Park and Ride car park Pay and Display (P and D) machine. • A clamp and removal service for PCN debt. • A pound facility to store vehicles removed to recover debt or for causing an obstruction on a bus lane or urban clearway. • A disposal service by either auction or crushing for vehicles held in the pound for more than 30 days that remain unrecovered by their owner. • Provision of a dedicated centralised customer service to facilitate enquiries from the public on matters such as P and D machine faults, season ticket management and removal of clamps etc. The current service deploys approximately 160 traffic attendants. It is hoped to reduce that figure to around 100 traffic attendants with the introduction of digitised enforcement. Approximately 120-160,000 Penalty Charge Notices have been issued annually through the current contract.

Spare and Replacement Parts including Provision of Support for Cummins Engines
The Department directly operates the Strangford Lough Ferry Service. The service involves the operation of two large passenger vessels. Both vessels must undergo an annual inspection by Maritime and Coastguard Agency (MCA) prior to the issue of a Passenger Ship Safety Certificate (PSSC) granting permission for the operation to continue. Part of this inspection focuses on the vessel machinery and compliance with manufacturer maintenance schedule. The two roll-on roll-off (ro-ro) ferries in use are.
• MV Portaferry II (2002) which has five Cummins engines, three QSK 19 (two in service and one spare) and two Cummins 4BT generators.
• MV Strangford II (2017) which has five Cummins engines, three QSK 19M (two in service and one spare) and two Cummins 6BT generators.
Parts are required to undertake one large refit on each ferry per year and approximately six to eight smaller and more urgent maintenance jobs per year.

Should this change during the term of this contract the Department reserves the right to change the work from guaranteed scheduled work to non-guaranteed unscheduled work. DfI, in partnership with PHA, seeks to commission a new programme which will encourage and support more children to regularly walk and cycle to school. This new procurement will aim to draw together various strands of work currently undertaken by each body such as active travel programmes supporting communities and workplaces. The scope of this contract invites the design, provision and delivery of a programme of co-ordinated sustainable travel to school activities which will result in more children cycling, wheeling, scooting and walking to school more safely and more often. The programme will support schools to develop a culture of active travel within the whole school, which will be sustained after the lifetime of the programme. It will secure an increase in awareness of all participants of the benefits and challenges of travelling to and from school either as pedestrians or cyclists and support behavioural change to be more physically active throughout the day. The contract will also develop and deliver a programme of both walking and cycling skills training to increase the competence levels of all participants and better equip participants to travel to school safely by sustainable modes and provide increased opportunities for demonstrating the health and well-being benefits of active travel.
