We invite single organisations or a consortium of organisations to provide proposals across several lots to develop indicators for the Programme evaluation. In broad terms, our requirement is focussed on organisations with scientific expertise and experience of indicator development. Several key outcomes were highlighted as areas for indicator development in May 2022, these include:

Biodiversity
Water quality
Carbon sequestration
Air quality
There are 4 objectives of this contract:

1. Increased Geographical spread of sites (Likely on focus on coastal locations, clean rural locations and rural locations with high agriculture)

2. Finer resolution fixed point monitoring needed (e.g. different microenvironments)

3. Increase Particle Size Distribution measurements and more co-located measurements. Targeted PM size monitoring, over appropriate spatial scales and durations is required. (Likely to focus on colocation with Black Carbon and PM Speciation measurements)

4. Increase in Ultrafine Particle Total number concentration measurements.
The Department for Environment, Food and Rural Affairs (Defra) would like to understand more about the use and effectiveness of fixed penalty notices (FPNs) and the other available enforcement powers for tackling litter, fly-tipping, breaches of the household waste duty of care and dog fouling. This research will provide insights into the use and effectiveness of these enforcement powers and identify barriers and facilitators of effective enforcement. It will also make recommendations for areas to explore further.
