De Montfort University is undertaking Preliminary Market Engagement with the catering and hospitality market for an exciting opportunity to help shape the future of our catering provision at the Leicester campus.
We are looking for operators to help realise our vision for a vibrant and inclusive catering offer. This will include a range of services across campus — such as food retail outlets, cafés, coffee shops, sandwich bars, hospitality for events, vending, seasonal and pop-up offers, and a campus retail shop — with a strong emphasis on quality, diversity, and innovation.
At this stage, any information gathered through this Exercise will inform internal business planning and any possible subsequent procurement process and will NOT be appraised in any future tender evaluation exercise. For the avoidance of doubt, this is the scoping phase and is not part of a formal procurement process

The aim of this supplier engagement process is for the University to share our present thinking around the requirement, contract format and proposed procurement process for our future Employee Assistance Programme (EAP) and Employee Occupational Health Services (OH) requirements, obtain a better idea of the current capability and readiness of the market with regard to provision of these services, and to assess whether our outline requirement for supply of these services is realistic and in line with what is available.
De Montfort University has an ongoing requirement for airport shuttle services, to and from all major UK airports. Currently, approximately 300 trips per year are undertaken to major UK airports. This is based on our current demand and is only indicative.
Our existing process is based on email and web-based ordering but given developments in technology since the last contract award, we are keen to explore web and app-based solutions that could improve ease of use and efficiency.
The University is looking to establish a framework agreement featuring up to four Clinical Psychologists for the supply of Psychology Tests on behalf of its Students.
DMU proposes to enter contract for a four-year period with the successful Tenderers. The anticipated contract commencement date is 1st April 2026, with expiry date 31st March 2030.
The estimated total value of this contract over a four-year period, across all framework suppliers, is expected to be around £100,000 excluding VAT, assuming current requirement of these services.
The estimated number of Clinical Psychological Tests commissioned by DMU comprises of approximately 25 student assessments per annum in total. Of these, approximately five might fail to attend the initial appointment and a further five mightor attend an initial appointment only and progress no further, with perhaps 20 students progressing through the full process.

The University's current contract for External Audit services expires in March 2025 and we will shortly be looking to tender for a supplier to provide these services after this point.
We are keen to engage with the current market to support this procurement, and issue this notice to invite interested potential suppliers to discussions with Audit and Finance colleagues at the University - be this by telephone, via Teams, or in person, in order to better learn and understand the dynamics of the current marketplace. This will also enable the opportunity for potential suppliers to ask us any questions or raise any issues directly with the University. The attached document provides on the In-Tend e-tendering portal offers information concerning the University's anticipated requirement at this stage, and we would be interested to understand potential suppliers' thoughts on this.

De Montfort University currently has an established Legal Services Panel (ref.1198), used to support the sourcing of additional or specialist external legal advice as required; however, this arrangement will shortly conclude. The University therefore requires a successor contract for the future sourcing of these services and we intend to go to market shortly.
The University wishes to establish a new panel of external legal expertise and flexible resources to support the in-house legal services team to address gaps in existing legal expertise, periods of absence, lack of internal capacity, and peak demand at short notice. It is intended that this panel will comprise of two or three suppliers.
Alongside this contract, the University reserves the right to contract with other suppliers for specific requirements.
