DVLA are exploring options for the provision of an over-the-counter service to provide International Driving Permits to UK driving licence holders in the United Kingdom (including Northern Ireland). Background One of the UK's outcomes from EU-Exit negotiations was to ensure UK driving licences would be mutually recognised and exchangeable with other member states. Mutual recognition remains in many countries but when required a country can ask for an IDP to support the driving licence for driving in that country. The IDP is also used worldwide as well as within the EU. On request a UK driving licence holder must be able to obtain an IDP. There are three separate versions of the IDP (depending on the destination country) and DVLA, as the issuing authority, must conform to the formats specified in the 1926, 1949 and 1968 Vienna conventions. These have been issued under the terms of a commercial agreement with Post Office Ltd, and DVLA is now seeking to test the wider market to explore how such a service could be provided in future. We would expect a supplier to administer in the region of 200,000-300,000 permits per annum. The service must commence on 1st April 2024. Early indications are that the service will be required for a period of 3 years. The cost of an IDP is set at £5.50 by legislation and the service provider will be expected to cover their costs and profit by retaining the full fee. Requirements The DVLA requires a supplier to provide a service to issue IDPs to valid UK driving licence holders across the UK (including Northern Ireland). No integration with DVLA systems is necessary. DVLA will provide the IDP booklets ink stamps and ink pads at no cost, and the customer must provide the passport-sized photo to be affixed to the permit. The high-level scope of this service requirement is to: - Provide an over-the-counter service for customers to obtain an IDP that meets all relevant accessibility requirements: - Store all three versions (1926, 1949 and 1968) of the IDP and manage distribution of stock to issuing outlets in accordance with customer demand; - Provide widespread service across Great Britain and Northern Ireland; and - Consider additional methods for delivering the service, to supplement the counter service channel. The nursery facility has a maximum capacity for 121 children and holds a BREEME 'excellent' status. Estimated income is between 600.000 to 800.000 GBP per annum with potential for growth. The service provider will operate the contract on behalf of DVLA, and will be accountable to DVLA for the operation of the service within the terms of the operational requirement. The contract will be let for 3 years with the option to extend for a further two separate 1 year periods (3+1+1), making this contract potentially a 5 year contract. DVLA wishes to appoint a service provider to provide a high-quality nursery service for pre-school children to operate 52 weeks a year (excluding Bank Holidays), a school drop off and collection service within a minimum five-mile radius of DVLA, Morriston, Swansea, SA6 7JL, and a play scheme service for 3 - 11-year-olds (non-term time). The nursery will be primarily for the use of staff employed at DVLA and the service provider can use the remaining childcare spaces available for non-DVLA parents. The purpose of this Prior Information Notice (PIN) is to forewarn interested service providers of this requirement and highlight that DVLA plan to hold a Supplier Day for the purpose of premarket engagement and to enable DVLA to describe and develop the proposed requirements. The purpose of this Prior Information Notice (PIN) is to assist the Driver and Vehicle Licensing Agency (DVLA) in early engagement with the market. This market engagement is intended to serve as a fact-finding exercise only. Routes to market are still being considered and there is a strong likelihood that the Crown Commercial Service "Open Banking (Data, Digital Payments & Confirmation of Payee Services)" Dynamic Purchasing System (DPS) will be used, however this is subject to change. More information on the above DPS can be found at the following address: https://www.crowncommercial.gov.uk/agreements/RM6301 Background DVLA maintains the records of 50 million drivers and 40 million vehicles in the UK. We collect £7 billion a year in vehicle tax and process over 77 million transactions a year. Our online services offer card payments for customers and our online Electronic Vehicle Licensing (EVL) service to pay for Vehicle Excise Duty (VED) also provides Direct Debit as a payment method. Currently refunds are primarily issued via payable orders with the bulk of these attributed to VED refunds. In the 2023-24 financial year DVLA issued 4.89 million Payable Orders with a value of £442 million pounds. What is happening now DVLA are in a "Discovery" period exploring the possibility of introducing Open Banking for DVLA services, payments in (e.g. for VED) and payments out to entitled customers (refunds). During early 2025 we would like to begin engagement with the market via an online webinar on 8th January 2025 to help inform our Discovery. What would be required? - The ability for DVLA customers to make payments into DVLA through our online channels using Open Banking; and - The ability for DVLA to send secure payments out to customers who are entitled to a refund through Open Banking. What is not required? - Variable reoccurring payments through Open Banking; or - Any wider use of Open Banking. DVLA will be conducting a retender process in early 2024 to select a supplier(s) to provide - Immobilisation, - Removal, - Storage, - Disposal, - Enforcement Notice Issuing Services and; - Provision of Automatic Number Plate Recognition Services. Lots have not been decided at this stage. The authority may decide to contract separately for each provision or advertise as one contract split into lots, or to combine all requirements into one single contract without lots.
