The Authority requires a contract which will deliver visual field and visual acuity testing service by qualified and trained optometrists/opticians to assist the Authority in determining a drivers medical fitness to hold a driving licence. This is a Prior Information Notice (PIN) with the purpose of assisting the Driver and Vehicle Licensing Agency (DVLA) in engaging the market by gathering information. This PIN has the purpose of a fact-finding exercise and only. Background Driver and Vehicle Licensing Agency (DVLA) are exploring options to digitalise payments out of the Agency in a bid to reduce payable orders. A specific user case includes invoice-based payments. Invoices are returned with information to support a customer’s application. These applications, information and invoices are currently paper based which are scanned and digitalised in-house. On receipt of the information and sufficient checks, a payment is made by payable order to those named on the invoice. The payable order process is also managed in-house and posted from DVLA. Volumes In this example, for the financial year 2025-26, 221,406 individual payable orders were issued, with a net value of approximately £14.8M. Considerations • The payments are made to anyone qualified to complete the supporting evidence, so there is no static list of payees. There could be around 60,000 individual payees which fluctuates. Some are repeat payees and some are one off payees. • The payees include individuals and company accounts from across the UK. • The invoices (currently paper based) include the payee bank information (account number, sort code). • The invoices are then scanned and a digital copy held. • As a Government Agency we are required to follow all HM Treasury guidance outlined in the ‘Managing Public Money’ published documentation. • This includes not being able to use intermediary bank accounts outside of the Exchequer pyramid. • DVLA do not have an existing BACs business as usual process for payments out. • DVLA has explored Open Banking for this user case and feel that due to the considerations above it doesn’t fully meet our requirements. In the next few weeks, under Public Contract Regulations 2015, DVLA will come to market via Contracts Finder for the following service: DVLA require a provision to provide ad-hoc transport to DVLA staff to and from events. The Service Provider shall provide suitable reliable and properly licensed and insured vehicles to carry DVLA staff to and from events. Coaches and minibuses must be available to book to suit the DVLAs requirements. It will also be the responsibility of the Service Provider to provide suitable vehicles as alternative transport in the event of a breakdown or accident. Start and finish times to be agreed upon request. DVLA will give a reasonable amount of notice to the supplier for each ad-hoc request. Some examples of locations where the bus will be required to go but not limited to: The events can range from ad-hoc trips to Morriston Site to Swansea Vale site. Morriston Site to Birmingham Morriston site to Bristol Morriston Site to Cardiff Morriston Site to Swansea All vehicles must be mechanically sound and maintained to an appropriate standard to comply with all applicable vehicle safety regulations, ensuring all paperwork and inspections are up to date. Vehicle Emissions Standard - The agency expects suppliers to use the most efficient engines available to the supplier. Euro VI standard vehicles are desirable. Drivers The Service Provider must ensure that for each vehicle used, a properly licensed and competent driver is provided. The driver will be responsible for checking staff have a valid DVLA pass to ensure that only authorised staff use the service. Whilst on DVLA property the drivers will comply at all times with the road traffic direction signs and speed restrictions and with directions or instructions given by DVLA Security in relation to access, egress, movement and parking. Likewise, drivers must comply with road traffic regulations whilst on public roads. Drivers are expected to be fit to drive without being under the influence of drugs or alcohol. They must comply with all safety measures including wearing seatbelts, not smoking in the vehicle at any time (only using designated smoking shelters) and not using any personal devices such as mobile phones that distract from driving. The DVLA's Representative will have the right to challenge, or remove any personnel, whom they deem unsuitable to carry out the function. This work must be considerate and adhere to the following requirements: - - On site works will need to be carried out in accordance with Health & Safety policies and procedures which have been put in place by both DVLA and the FM Service Provider. - Detailed RAMS will need to be submitted 10 days prior to the commencement of any works for approval by the DVLA and their FM Service Provider. - Completed works will require sign off by the DVLA. - Handovers must include Operation & Maintenance (O&M) manuals, Health & Safety documentation, warrantees, test certificates, COSH sheets and any other relevant documentation. Final versions of documents must be provided within one month of the completion of physical works. - The Supplier must guarantee their work for a minimum of 12 months from handover. The purpose of this Future Opportunity Notice is to provide visibility of the potential work and forewarn interested service providers of this requirement. The Agency's primary aims are to facilitate road safety and general law enforcement by maintaining accurate registers of drivers and vehicle keepers and to collect Vehicle Excise Duty (VED). A DD payment option was introduced from 1st October 2014 which enables End Users to currently pay the full annual VED amount in one annual instalment, pay for a 6-month licensing period in one instalment or opt to spread the costs evenly over the term of a 12-month licensing period. All options result in an automatic VED renewal, subject to all business requirements being met, unless the End User opts out of the DD scheme. - Currently, over 1.4 million mandates are created per month, this is split between circa new (40%) and renewed (60%) mandates. - On average, Direct Debit payments total approximately £230m a month.
