Public Health Maternity Contract supports the wider delivery of the Healthy Pregnancy Support Service (HPSS) and works alongside hospital and community midwives through antenatal clinics. They can also see women on a one-to-one basis in their homes, to support them and their families to make healthy lifestyle choices. The HPSS service has three key elements of support including • Stop Smoking • Weight Management & Healthy Lifestyles • Infant Feeding Support The aim of the HPSS service is to support families to achieve healthy pregnancies, with better outcomes for themselves and their babies. Supporting families to make informed choices, for themselves and their child, and offering them a seamless pathway of care from pregnancy to birth and beyond. Other services and support offered through the contract include • Speciality knowledge, skills and support from Midwifes, Matron and other skilled staff • Tobacco reduction (NRT and Tobacco reduction Grant funding) • Specialist training, development and delivery (Birth trauma, pre-birth) • Digital communication platforms for parent support (FLO- Text message service) • Other pregnancy support (Antenatal Yoga) The award is being made to the existing provider of the service, as per Provider Selection Regime, Direct Award Process C. The existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard and has been assessed against the key criteria as such. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by Midnight on 27 February 2025. Issues have arisen with approximately 79 (800mm x 800mm) waffle slab units cracking and spalling due to reinforcement corrosion which could lead to large section of concrete falling onto the public. Civil Parking Enforcement (CPE) has been operated within Dudley Borough since 2007, this includes enforcement of both on-street and off-street parking restrictions. There are currently 32 enforceable off-street car parks and over 2000 on-street traffic regulation orders. Enforcement has been provided by a team of in-house Civil Enforcement Officers within Parking Services. They are currently responsible for the enforcement of on and off-street parking restrictions across the Borough, e.g. double yellow lines, overstaying a purchased length of stay on a car park. There are 21 Civil Enforcement Officer (CEO) posts, currently staffed by only 11 members of staff. Civil Parking Enforcement should contribute to and be an integral part of an authority's transport objectives; the main reasons for Civil Parking Enforcement are to reduce the amount of illegal, dangerous and inconsiderate parking, to encourage sensible and safe parking, to cut congestion, improve road safety and improve the economic viability of both major and minor towns. Dudley Metropolitan Borough Council are seeking to undertake a procurement exercise to tender for the supply of a Civil Parking Enforcement service. It is expected that externalising the service will achieve greater efficiency and contribute to savings targets that will help the service area move towards removing its subsidy. All civil enforcement activities (on and off street) are within scope, including ICT systems, equipment and vehicles associated with the role. The whole of the back-office service will not be included due to the legal requirement for formal processing of Penalty Charge Notices to be undertaken separately.

The Council is seeking to procure software solutions for the management of public protection/regulatory solutions to ensure residents of Dudley Borough are protected and that Council officers can carry out their work effectively and productively thus contributing to the financial sustainability of the Council, as set out in the FTSN and the Specification at Appendix 5 (Specification) and the procurement documents. . Dudley MBC have recently completed a successful pilot of Robotic Process Automation (RPA) software using the Blue Prism product and are now running live workloads using a single licence. This licence is due to expire on 24th October 2024. This licence, and the associated development environment, are hosted on-premises on our own virtual machines. We expect to require additional licences for Blue Prism in the future, so that we can scale our environment as our workloads grow. In addition, we recognise that as we expand our use of Blue Prism, we may require expert advice and support from experienced consultants and developers. Lot1: 1.1 Provision of one Blue Prism licence to commence October 24th 2024 for a period of three years. 1.2 An optional additional two Blue Prism licences, to be called off when decided by Dudley MBC (this may be at the start of the contract or a later date), and to co-terminate with the single licence referred to in lot 1.1 above. 1.3 Note that additional licences in lot 1.2 will not be charged until explicitly called off by Dudley MBC. 1.4 Prices shall be fixed for the life of the contract. Lot 2: 2.1 Provision of expert advice and support in the use of Blue Prism software with a minimum of zero up to a maximum of twenty days in the first twelve months of the life of this contract. 2.2 Provision of expert advice and support in the use of Blue Prism software with a minimum of zero up to a maximum of fifteen days in the remaining life of this contract following the first twelve months. 2.3 Provision of expert advice and support in the use of Blue Prism software in excess of the amounts defined in lots 2.1 and 2.2, with a minimum of zero days. 2.4 Note that the advice and support defined in lots 2.1, 2.2 and 2.3 will not be charged until explicitly called off by Dudley MBC. There will be no minimum commitment to use any days, and each day called off will be itemised and charged separately, with a monthly statement and invoice detailing days used in the preceding month. 2.5 We expect that suppliers will wish to provide a price per day or per hour, but alternative proposals will be considered. Hourly pricing is preferred, with only hours used being billed. 2.6 Prices shall be fixed for the life of this contract. Suppliers may bid for either or both lots, and your proposal should make clear which lot(s) you are bidding for. Suppliers should clearly demonstrate in their submission that they have a deep understanding of the Blue Prism product set, and also detail their experience of working with UK Local Authorities, including the outcomes they have enabled as a result of this work.
