Crown Estate Scotland currently use Grosvenor Systems Propman as their PROPERTY MANAGEMENT SYSTEM. The current contract with Grosvenor Systems will end in November 2024. This tender is to provide Crown Estate Scotland with a working PROPERTY MANAGEMENT SYSTEM and associated services in line with our documented requirements and user stories. To retain all current and historical data (including transactional data) from the current Propman system. To project manage any migration and configuration work as well as support and maintain the system for the duration of its use.
Crown Estate Scotland, on behalf of SOWEC, is seeking to appoint a consultancy to provide a number of management and other associated services (SIM Management Service Provider) to the SIM for an initial period of 12 months. During the first 6 months, the SIM Management Service Provider will be contracted to Crown Estate Scotland (CES) who is procuring this on behalf of the group pending the new legal entity (SIM legal vehicle) being created. Once the SIM legal vehicle has been established, it is intended that the contract with CES will be novated to the new SIM legal vehicle and will continue for the remainder of its term.
If the SIM Management Service Provider has demonstrated sufficient value during this initial contract period, the expectation is that the contract will be extended for a further 12 months. The decision to extend will be solely at the discretion of the SIM legal vehicle or, if such has not yet been established, Crown Estate Scotland

The Crown Estate Scotland portfolio has been sub-divided into 6 (six) Lots for the purposes of this tender exercise as follows: Lot 1 - Commercial Property, Lot 2 - Rural North, Lot 3 - Rural South, Lot 4 - Rural North and Rural South Lot 5 - Forestry North Lot 6 - Forestry South.

Crown Estate Scotland (CES) intends to appoint an independent Operators Panel Manager (OPM) to support the governance, coordination and operation of the Operators Panel associated with the Scottish Wave and Tidal Power Operators Agreement. The OPM will act as a neutral chair, coordinate communications between Operators, and support business as usual obligations contained within the Agreement. Activities will include the facilitation of technical workstreams and management of working groups, with workload varying over the term as sector needs evolve.
The objective is to secure a supplier who will:
- Provide independent, neutral facilitation and chairing of the Operators Panel, maintaining an agreed governance process and accurate records.
- Coordinate Operators, technical experts and CES to progress the Agreement’s obligations and technical work programme.
- Manage and continue to develop CES’ tidal and wave technical work programmes and associated technical working groups, ensuring outputs meet the needs of the Panel.
- Monitor specified external projects which directly contribute to the delivery of the technical work programmes and provide concise progress reporting and recommendations to CES.
- Review Operator Adverse Impact Assessments when required by CES
