Operators Panel Manager for the Scottish Wave & Tidal Operators Agreement
Crown Estate Scotland intends to appoint an independent consultant to act as the Operators Panel Manager (OPM) for the Scottish Wave and Tidal Operators Agreement. The OPM will chair and manage the Operators Panel, coordinate Operators, and oversee business‑as‑usual functions of the unified Agreement (in place since October 2024). Key tasks include reinstating and chairing the Panel(s), managing technical work programmes, supporting the ongoing review and consolidation of the Agreements, coordinating technical workstreams (TWG/WWG), monitoring progress of model‑development projects such as UPSTREAM and TEAMER, and reviewing Operator Adverse Impact Assessments.
Restock Programme Framework - Ground Preparation and Tree Planting
The aim of this contract is to implement a framework agreement whereby Crown Estate Scotland have access to a number of competent contractors who can deliver the following across Northeast Scotland (Glenlivet Estate and Fochabers Estate) and South Scotland (Applegirth Estate and Whitehill Estate);
- Ground preparation work including site access, mounding, drainage, forest roads, laybys and passing places.
- Tree planting services to support the restock of future harvesting or windblow clearance works.
This will contribute to the delivery of the annual forestry restocking programme and ensure compliance with our legal restocking obligations

Crown Estate Scotland is undertaking a pre-market engagment exercise and has prepared a series of questions for parties capable of providing managing agent services for its Rural and Commercial Property portfolio’s ahead of the tendering process. This prior information notice is to inform the market that Crown Estate Scotland intends to publish a procurement in order to seek a supplier/service provider to provide a replacement Property Management / Asset Management System to support operation management and strategic goals and to provide related services to ensure the successful transition to the new system and ongoing development, maintenance and support services.
