CONSULTANCY SERVICE TO DELIVER CREWE BUSINESS IMPROVEMENT DISTRICT
In 2021 Crewe Town Council commissioned a feasibility study into the development of a Business Improvement District for Crewe. They are now seeking to appoint a suitably qualified and experienced consultancy to work with and support the Council and its partners in the development of a Business Improvement District proposal, covering all or part of Crewe Town Centre and its' surrounding areas of Nantwich Road and Retail Park, that can be presented for ballot to the corresponding business community.
The process to include:
Establishment of BID steering Group.
Business Plan development and consultation to refine businesses priorities.
Develop and finalise baseline agreements with the Local Authority, Cheshire Police and other public agencies .
Business Improvement District Regulations - provision of notices.
Finalise the BID Business Plan/BID proposal document.
Develop and deliver a marketing campaign for the BID vote.
Set up BID.
BID Implementation.
Due to the specialised nature of this project, the selected supplier must have previous demonstrable knowledge and experience of developing Business Improvement Districts and evidence of successful BID ballots.

To carry out a conservation area review for Crewe, understanding the built heritage, its context, impact and value. To inform local planning policy for the inclusion of conservation area review and management plan within local planning policy.
To provide the evidence for local built heritage conservation as well as design guides for future developments to ensure sympathetic and positive impact from new developments in the town.
The end product to protect and enhance Crewe's built environment whilst conserving the built heritage that remains.
Crewe Town Council is supporting the Crewe Heritage Trust in building the business case and readiness for a large-scale redevelopment project for the Crewe heritage Centre to create a modern and sustainable heritage leisure attraction.
This initial feasibility phase it generate essential evidence, potential designs, actions and supporting information that will form the basis of the business case that will be used to engage with large-scale funders.
This project is funded by the UK government through the UK Shared Prosperity Fund (UKSPF). The appointed contractor/supplier will be expected to ensure adherence to all UKSPF guidance
There is an open site visit opportunity for any interested parties - 10am to 12noon Thursday 23rd November 2023.
The council has been awarded a grant under the UKSPF to progress work to build community engagement and capacity for arts development and delivery as well as delivery of a town centre arts trail.

The expectation is that the delivery organisation will be visible in Crewe to engage and support cultural champions, build existing networks and understand the cultural community and expectations in Crewe. Additionally, they will develop the concept of an arts trail in Crewe through to delivery, installation and launch.
There will be a need for engagement and consultation as well as community capacity building as the aim is to achieve cultural sustainability and growth in Crewe.

Crewe Town Council are looking to contract a preferred provider of medical cover for our events programme. A medical assessment has been carried out for all events we currently have provisionally planned for 2024-2027 in line with the purple guide and we are seeking tenders based on this.
The events programme we are inviting providers to submit tenders for is currently a provisional programme which may change, there may be fewer or more events in years 2024 - 2027 and the successful applicant will be paid per event throughout the year.

Providers wishing to make a bid to deliver the works will be required to provide a formal tender which includes a preliminary selection questionnaire, a written response to a number of set quality questions and a commercial offer setting out the tendered costs to deliver the requirements.

Crewe Town Council are seeking to work with an experienced events organisation with a track history of delivering events in towns and cities up and down the country that attract national audiences as well as national press and media attention.
The successful applicant will develop, deliver and evaluate a three day cultural festival across the weekend of the 4th, 5th and 6th July 2025 to celebrate Crewe Day.
The successful contractor will also secure financial sustainability of the event that allows for future annual delivery, development and growth through seeking and securing external funding such as grant funding on behalf of Crewe Town Council. Striving towards financial autonomy from the Council for onward delivery past the first few years, thus ensuring long-term viability and growth.
The expectation is that the delivery organisation will be visible in Crewe throughout the development and delivery to enable engagement and participation form the community.
