For the past few years, CPC has outsourced the contract management of its Legal Services framework agreement for various reasons, one of which being capacity internally. We have brought this framework back in-house with a new iteration of the framework. Suppliers awarded are capable of delivering high-quality, cost-effective legal advice and representation to institutions such as schools, academies, colleges, universities, and educational trusts, as well as local authorities and the wider public sector. About the Education Professional Services Open Framework This Open framework has been awarded as the result of a fully regulated, above public procurement threshold tender exercise. The contracting authority for this framework is the Crescent Purchasing Consortium. The agreement started on 02/02/2026 and the Open Framework will run until 2034, as allowed under the Procurement Act 2023. The Open Framework will be opened after either the first 24 or 36 months, as included within the original tender ITT. The frequency of opening will be dependent upon the success of the first year. The Open Framework is a new service offering to CPC Members; there has been no prior framework in place for these services. The Open Framework allows advantageous pricing based on economies of scale from aggregated spend and affords the opportunity for CPC Members to develop a mutually beneficial, longer-term relationship with specialist suppliers. The new Legal Services Framework is a re-tender of the previous legal services framework that was managed by a third party on behalf of CPC. This has now been brought in-house and will be contract managed by CPC for its duration. The old framework consisted of 7 lots which has now been reduced to one with 14 suppliers. This aims to provide members with a comprehensive range of legal services through a streamlined route to market. This simplified lot structure reduces procurement complexity and enables members to access specialist legal support quickly and efficiently, while ensuring high-quality, tailored legal advice to meet their specific needs. The framework brings together a strong panel of experienced suppliers capable of delivering high-quality, cost-effective legal advice and representation. Services are available to schools, academies, colleges, universities and educational trusts, as well as local authorities and organisations across the wider public sector via Crescent Services. The CPC is seeking to establish a multi-provider framework agreement on behalf of CPC members for the provision of corporate Software and Related Products for a number of areas as detailed below. The Framework Agreement will be split into 9 lots as follows: Lot 1 – Financial Management Software Lot 2 – Human Resource Software Lot 3 – Payroll System Software Lot 4 – Multi-Purpose Lot for Lots 1 -3 Lot 5 – Management Information Systems (MIS) Lot 6 – Educational Management and Communications Software excluding MIS Lot 7 – Project Management & Resource Planning Software Lot 8 – Customer Relationship Management (CRM) Systems Lot 9 – Estates Management Software including CAFM Systems The supply of Corporate Software & Related Products and Services framework agreement is open to both Software Providers and Software Resellers that will offer additional benefits through collaborative and innovative partnerships with CPC members. The Framework will provide access to a comprehensive range of Legal Services.
