The Coventry Carers Strategy and National Carers Action Plan 2018 heavily focus on the role Young Carers and young adult carers play in the support delivered for adults and siblings. The Care Act 2014 and the Children's and Families Act 2014 enhanced the rights of Young Carers in their access to Young Carers Assessments, moving from an explicit request for an assessment to a duty for the local authority to be actively identifying their Young Carers and offering an assessment of need. There are an estimated 5000 young people providing care in Coventry and although we know that many of these children will not require substantial support throughout their caring role, many do and require ongoing support throughout their childhood to support their caring role. A key role in this is the identification of Young Carers and raising awareness. Coventry City Council has an internal service and resource to manage Revenue and Benefits related workload relating to the Council. The City Council has a statutory duty to provide accommodation to young people and children under 18 who have been assessed as requiring accommodation under the Children Act 1989. Children's homes provide support and care for some of our most vulnerable children and young people. We want each child in care to be provided with the right placement at the right time, and for residential childcare to be a positive and beneficial choice for the children and young people living in children's homes. On average, Coventry currently has an average of 79 Looked After Children in residential provision per year. Of this cohort 10-15% of the children have presenting needs that make them hard to source placements for. The children within this cohort are hard to place for a number of reasons including increased aggression, gang affiliation, risk of CSE, and multi-placement breakdowns. The majority of children are male aged between 14-16 years. Coventry Children's Services are implementing Family Valued, relational-based practice in all the work that we do; this extends to the relationship-based approach we want to build with our providers, moving away from traditional transactional procurement. Coventry City Council is seeking to secure a minimum of 8 and a maximum of 15 residential placements per year in which we can place some of our most vulnerable children and young people, those with complex needs and difficult behaviours. This will be a flexible framework to allow us to reopen the framework each year (or as required) to secure a small number of providers who can commit to supplying up to 15 places between them each year. However, these places do not all have to be available at the start of the year; with placements coming available at various points in the year. Coventry City Council is seeking to enter into a framework agreement to engage the services of suitably experienced suppliers to carry out water hygiene maintenance, monitoring, risk assessments, repairs and remedial works as required. The purpose of this framework is to ensure that the Council continues to manage its water systems in compliance with the HSE approved code of practice "L8 Legionnaires Disease, the control of legionella bacteria in water systems" The Councils current arrangement for the provision of this service is due expire and the Council wish to secure the services of suitable contractors for future provision . Coventry City Council has an internal service and resource to manage Revenue and Benefits related workload relating to the Council. This includes but is not limited to the processing of Council tax / welfare benefits as well as providing advice, reviewing appeals, administration on payees/claimant accounts etc. The workload for the service can rise and fall throughout the year as well as being impacted by Government policy etc. The workload needs to be maintained at all times. At times workload can exceed the capacity of our internal resource (due to rises/additions in workload / sickness / staff turnover etc) and so the Council requires a contract for an external, on-demand remote processing service for Revenues and Benefits. The awarded contract will appoint a sole supplier that the Council will instruct to complete Revenue and Benefits workload on behalf of the Council as and when needed. The contract will offer no commitment to any level of spend and the Council reserves the right not to use the contract if it is not required.
