Conwy County Borough Council is looking to procure an integrated IT System for the Regulatory and Housing Service.
We currently have a broad spectrum of systems in use within the department, one of these systems is out of contract at the end of December 2022.
Conwy County Borough Council is looking to procure an Integrated Governance System to be used Authority wide. There is a system already in place and the current contract is due to end at the end of March 2023. There is a strong embedded corporate governance culture over the last 6 years and it is vital that this is maintained.
Conwy County Borough Council (the "Council") is looking to procure (using the Open Procedure) a panel of suitably-qualified Registered Social Landlords ("RSLs") to an "Affordable Housing Framework" (the "Framework") to deliver a step change in the volume and quality of affordable homes (and ancillary mixed uses) in Conwy.
The works to be delivered by the Framework may include affordable housing, extra care housing, specialist housing and other ancillary mixed uses on sites across Conwy. The Council has a number of sites (including but not limited to) the Heath, Llanfairfechan and Ty Mawr, Old Colwyn, and other sites (including Council owned properties which are declared surplus to requirements and which will be made available to Framework members for affordable housing) which it intends to release to the Framework members for delivery of new homes in Conwy.
In order to be awarded a place on the Framework, RSLs will need to have a track record of successfully delivering new affordable homes in Conwy, be zoned to work in Conwy, have access to Welsh Government Social Housing Grant Programme, and be able to deliver new homes that meet Welsh Government standards. New affordable housing shall, where possible, incorporate Modern Methods of Construction, social value outcomes, and achieve sustainable standards.
The Framework will allow the Council to make direct awards, or conduct mini-competitions in order to select RSLs to enter into Development Agreements, land disposal agreements, and other infrastructure agreements with RSLs appointed onto the Framework. The Framework will allow the Council and RSL panel members to conduct earlier discussions on what can be delivered on land which becomes available in Conwy over the duration of the Framework. The Council is looking to use the Framework as a means of achieving a step-change in the delivery and quality of affordable homes in Conwy.
Conwy County Borough Council is working in collaboration with BCUHB to commence tender which is anticipated to commence within a week. The tender is to award one contract for a bespoke service for one Young Person of 16 years of age planning to return to live in the Conwy area. The purpose of the service is to create a safe and nurturing place where the Young Person can be fully supported with high quality trauma informed care and support. As part of this exercise proposals are invited from experienced and qualified organisations to submit a tender for Option 1 (Supported Living: Service) and/or Option 2 (Solo residential care package: Accommodation and Service). Each tender will be considered and evaluated separately with the intention to select the best proposal for the Young Person. This bespoke contract is applicable for three years and an option to extend for a further two year period.
Provision of a Green Waste Delivery Point and Composting Service

and composting service for Green Waste supplied by Conwy County Borough Council.
The term of the contract period will be for 2 years with an option for the Authority to extend for a further 1 year.
Supported Living Service for one adult with disabilities
Conwy County Borough Council wishes to appoint a suitable, qualified and experienced Domiciliary Care Provider to deliver complex supported living services to one male individual with autism, severe learning difficulties, limited communication skills, epilepsy and mobility issues living independently in his own flat in Colwyn Bay. The service is currently delivered by an existing Service Provider who will work with the successful organisation to transition the service. The Contract awarded will be for the duration of five years with an option to extend for a further four year period. The terms of contract shall apply as set out in the North Wales Supported Living Agreement and Call Off Contract Terms and Conditions. The service is required to commence at the earliest opportunity, subject to tupe consultation with the staff.
Conwy County Borough Council is seeking to appoint one (1) suitable Supplier to each Lot of this supply and delivery of a range of alcoholic and soft drink beverages to Venue Cymru and Theatr Colwyn contract.
The Lots include:
- Lot 1: Craft Draught Beer, Lager and IPA (Venue Cymru’s Catlin's Café Bar and Y-Review Restaurant only)
- Lot 2: Premium Draught Beer and Cider (Venue Cymru’s Theatre Bar only)

Conwy County Borough Council is seeking to appoint a consultant to prepare all information that would be required to be submitted as part of a formal planning application for the proposed ERF depot located at Meadowvale, Llanrwst.
Conwy County Borough Council (CCBC) wish to appoint a contractor to carry out works to protect Kinmel Bay against rising sea levels. The works also includes public realm and environmental improvements. Funding for the scheme is 85% from Welsh Government and 15% from CCBC. The improvements include:
Coastal Defence
-Raising and widening rock armour defences approx. 80k tonne of rock armour
-Raising approx. 2km of sea wall by 500-750mm
-Replacing two floodgates.
Public realm
-Improving and providing new access points between the coastal path and the beach
-Providing new parklets and street furniture.
-Improvements to the beach car park in St Asaph Avenue (LL18 5NL).
Ecology
-Reinstated sand dunes, and scrub, habitat and vegetation management
-Coastal wildflowers and improved grassland
-Rain gardens, lawn and tree planting.

Provision of a delivery point and treatment service for street sweepings
Conwy County Borough Council is procuring a service to recycle and treat street sweepings and gully waste collected by mechanical sweepers and gully tankers within the Conwy County area. The overall recycling and treatment requirement is anticipated to be around 3765 tonnes of street sweepings and gully waste per annum. No guaranteed minimum tonnage will apply.
Provision of E-bulk Solution for the Administration of Disclosure and Barring Service (DBS) for Conwy County Borough Council
Conwy County Borough Council is seeking to appoint an approved e-Broker to facilitate the administration of all its DBS checks electronically either via a hosted or umbrella body solution.
CCBC processes approximately 1800 DBS checks per annum for recruitment and registration purposes.
The approved e-Broker must be registered with DBS and must be able to administer DBS checks for employees and volunteers in other organisations that Conwy CBC currently undertake.
