CITB NI relies heavily on its current computer information system (CIS) for the efficient and effective administration of employer levies, grants and training course bookings. As the present system was developed 15+ years ago, it was decided that an assessment of the current system and its associated support and maintenance requirements should be carried out. Following a high-level Business and User Requirements review followed by the compilation of a detailed Statement of Requirements document it was apparent that both user requirements and technology have changed considerably since the current system was initially developed. It is now essential that the current application is replaced with a new up-to-date version which meets current and anticipated future needs. As a result, CITB NI requires a Contractor to design, develop and deploy a cloud based computerised information system that can be utilised by both CITB NI staff and external users (e.g., Employers, Industry Bodies and Customers). All forms of external user communications must be managed via an improved employer/customer portal. The appointed contractor will also be responsible for data migration, hosting, support and maintenance and staff training. To address the shortfall in skills provision, the 6 major homebuilders have agreed to work with NHBC to expand and develop at pace, multi-trade hubs within designated locations similar to existing facilities at Tamworth, Newcastle, and Cambridge. Working in continued partnership the delivery model has been finely tuned and is supplying the outcomes it set out to deliver, most notably site ready bricklaying apprentices at scale. The CITB direct funding of £1.25m is aligned to the attract workstream of the homebuilding sector plan and is supported by the 6 main homebuilders to support NHBC with the expansion of the Tamworth hub and to support the development of a multi-trade hub in Burgess Hill. The funding is split into two elements as follows. 1) £500K direct award to support the Tamworth hub to expand size and offer to cover Bricklaying, Carpentry, Roofing, and Groundworks. 2) £750K direct award to support the development of the NHBC site in Burgess Hill.
CITB is looking for a partner to enable us to understand engagement across CITB through the use of a variety of survey formats. We require a partner who will have an established experience base who can demonstrate excellent understanding of action planning as a result of the information gathered through surveys and can provide an easy to use tool to collate the actions in a transparent manner allowing oversight and accountability for delivery. The purpose of this work is to drive up engagement levels and thus increase performance across the organisation. The tender will be split in lots as below, but the bidder will be able to bid on one or both lots.

Suppliers must engage with stakeholders to provide skilled training leading to employment where the supplier will then pick up the employee and mentor and support through the first 12 months of the new employment. This requires close working with Construction employers. Price has been set to reflect the remote nature of the provision particularly in the Highlands and Islands of Scotland. Mentoring support must support the individual in the workplace through an Employment and Support Plan and review at 3 months and 6 months. This is to improve retention rates for New Entrants to the Construction Industry and sustain employment.
