This ITT refers explicitly to the supply of suitable qualified professional services to produce a research report into identifying and amplifying best practice and identifying new and or under utilised mechanisms for the raising of place-based finance to fund investments in regional innovation ecosystems. In particular, we are interested to explore tools which enable local public bodies and or community assets/ interests to take a financial interest in the success of their place. Likewise, we are keen to understand possible mechanisms and barriers that are challenging such groups in raising finance to deliver their aspirations. This might include but not exclusively Community Finance Development Initiatives (CFDIs, Community Ownerships, Social Investment etc). It is expected that suppliers will undertake a mix of primary (through identifying and engaging with key stakeholders) and secondary research, building on the range of existing initiatives, funds and literature on the subject. The IPEC team at Connected Places Catapult is looking for a company to conduct market research around perceptions of procurement-powered innovation. This work will build on sentiment analysis already caried out and is intended to help develop intelligence of the wider public procurement landscape and to support the Innovation Procurement Empowerment Centre in establishing and scaling suitable support to encourage the uptake and implementation of innovation-friendly procurement approaches and directing advocacy and policy development activities of IPEC. The key aim of the study is to investigate knowledge, understanding and perceptions of the public sector in relation to procurement powered innovation. This will include engaging people in both existing CPC audiences and crucially beyond (focusing on procurement professionals) to test awareness of: 1. The benefits and barriers around innovation-friendly procurement work. a. Understanding the barriers procurement professionals face and how to overcome them. b. Awareness of innovation-friendly procurement methods and the associated benefits. 2. The impact of Connected Places Catapult in this space; the strength of our profile, and the extent to which we have led to increased understanding, knowledge, and confidence to invest in innovation-friendly procurement. This research will build on previous research/ survey work and it is expected that the chosen supplier will review and update methodologies, to enable timeseries analysis of key trends and issues. The solution needs to be able to link to third party datasets with the following data being required as a minimum: • Companies House data. • Private investment in SMEs and start-ups, this needs to be verified investment, where verification needs to be comparable to Beauhurst or Pitchbook as this is specified by our funders. • Grants given to SMEs and start-ups, which also needs to be verified as above. • Turnover of SME and start-ups where they report this to Companies House or other reliable sources. • Headcount of SMEs and start-ups again using Companies House, if other sources are used (such as LinkedIn) this can be useful, but it needs to be possible to switch this off. The solution proposed needs to integrate with an MS data lake house which contains CRM contact data of the Catapult's beneficiaries as well as programme information from our purpose-built platform through which companies apply to our programmes. Connected Places Catapult needs to be able to report this data split as above by: • Group or cohort of SMEs/ beneficiaries by programme/ project (based on programme start and end date). • Quarter, calendar year and/ or financial year. • How many programmes an SME/ company has been part of. The Catapult will work with the successful provider to thoroughly scope out these reports and the process for developing custom reports as required throughout the lifetime of the contract. It is envisaged that up to 50 users will use the solution to varying degrees and the ability to have view access only vs interrogation/ edit is preferred.

Connected Places Catapult is seeking to identify a suitable partner to establish a Regional Office for Technology and Innovation (ROTI), with the ambition to launch in f/y 01 April 2026. The ROTI will build on the collaborative, data-driven models identified in our research of other regional digital capability programmes. We expect to support the creation of a team to co-ordinate innovation, share best practices, and showcase the potential of digital transformation across a city or region. We are uncertain of exactly what existing capabilities, plans, challenges and networks exist in each city or region. This means flexibility will be required in defining the nature of support required and offered.
