Cloch Housing Association are seeking to establish a Two Year Framework Agreement with a maximum of four suitably experienced and qualified Service Providers for the provision of Void Property Works to residential dwellings. It is envisaged that the Framework Agreement will commence by Thursday 1st June 2023 and will operate for a maximum of two years (with the option of annual 12 month extensions up to a maximum of a further two years) and will be delivered throughout Inverclyde. The estimated value of the Two Year Framework Agreement is 800,000 GBP and the estimated annual value of each 12 month optional extension is 400,000 GBP. The total estimated value for the potential four year length of the Framework Agreement is 1,600,000 GBP (inclusive of the two twelve month optional extensions).
It is the intention of Cloch Housing Association to hold a ‘Meet the Buyer and Contractors Workshop Event’ during the tender period. The Event will be fee of charge and shall provide an overview of the Framework Agreement requirements, Cloch Housing Association’s aspirations, a summary of the procurement process and in-depth information on how to complete the tender documents and submit a bid through the Contract Notice.
The ‘Meet the Buyer and Contractors Workshop Event’ will be held at 10.00GMT on Thursday 23rd March 2023 at the Beacon Arts Centre, Custom House Quay, Greenock, PA15 1HJ.

In the event of over-subscription we may restrict attendance to a single delegate per organisation.
The Contract will principally comprise litter picking, grass cutting, shrub bed, hedging and leaf collection landscape maintenance services to existing properties and common landscaped areas throughout Greenock, Inverkip and Port Glasgow, Inverclyde to the areas detailed within the Landscape Architects tender drawings. The Contract may also include bulk uplifts, tree maintenance services, tree and stump removal works, and repairs to existing damaged grass and other landscaped areas.
The commencement date for the Measured Term Contract is currently estimated to be 1st March 2024 and the completion date is 28th February 2026.
Subject to satisfactory performance of the Contractor, which will be assessed through measurement of the Key Performance Indicator’s (Refer Tender Document F), it is intended that the Contract will be extended on an annual basis by a maximum of three further years until 2029. Orders for future landscape maintenance services may be placed by Cloch Housing Association during Years Three, Four and Five, or at any point until expiry of the Measured Term Contract (maximum of five years from the date of entering into the Contract).
The Contract applies to tenement stairs, common close and deck access areas, and bin stores within properties belonging to Cloch Housing Association within Greenock and Port Glasgow, Inverclyde (See tender Document 1). The Contract term will be for an initial two year period with optional annual 1 year + 1 year + 1 year extensions upto a maximum contract duration of five years overall.
The decision to award the Contract extensions will be at the discretion of Cloch Association and will be on the basis of one year increments. Bidders should note that the list of properties and scope of works required to be carried out may increase or decrease during the contract period. Bidders are also advised that Cloch Housing Association may extend the Contract to additional locations throughout Inverclyde (including Inverkip) to take account of any changes to requirements or new stock acquired during the Contract.
This service will commence on 1st April 2024 and the specification requirements will be provided on a weekly, fortnightly or quarterly basis (refer Tender Document 2 ‘Close Cleaning Specification Jan 2024).
The Four Year Measured Term Contract will involve gutter cleaning maintenance, roof inspection services and roof safety system testing and inspection services throughout Inverclyde. The Contract will principally include, gutter cleaning maintenance, roof inspection services and comprehensive roof inspection reports.
