Waste is collected either alternate weekly (residual / recycling) or, for around a third of the city, weekly residual and fortnightly recycling. There is also an opt-in fortnightly garden waste collection service serving around 16,500 households. Collections operate every weekday of the year, with the exception of Christmas and Boxing Day.
The Street Cleansing element is in respect of providing a cleansing service which maintains a routine and responsive street cleansing service to EPA standards, emptying of litter bins city centre and 'hotspot' cleansing, removal of fly tipping and graffiti, and inspections / removal of abandoned vehicles.
The Contract will commence (Starting Date) with effect from 1st September 2024 and will be for a period of 10 years and 7 months, ending on 31st March 2035.
This period will cover the Mobilisation period (1st September 2024 to 31st August 2026) during which no costs will be reimbursed. This will be followed by the Service Period (delivery of services) which will commence on 1st September 2026 with the duration of this element being 8 years and 7 months. Commencement of renumeration will be effective from this date.

The scheme will be delivered in line with the City of Lincoln Council specification for new build homes appended to this document.
The Contract will commence 1st May 2025 and will be split into two elements with a break option in between. The first element will be in respect of a feasibility/preconstruction contract and the second the construction/defects liability phases. Whilst it is the Council's aspiration to move forward with this development, it is subject to a number of factors being satisfied, such as but not limited to, cost viability of the scheme, funding being available, satisfactory performance of the successful contractor. It is anticipated that the contract will commence 1st May 2025, and we would expect that the initial preconstruction stage (including Planning Approval) to cease by 28th February 2026. The construction stage will then commence from 1st March 2026.
The contract scope includes but is not limited to:
• Preconstruction survey works
