Citizen are looking to gather information on a potential upcoming procurement exercise for catering services in an office environment. With this notice Citizen are looking to see if there are local SME providers for this service as a form of pre-market engagement and information gathering.
The services would include providing an internal canteen / catering facility to serve our employees using the office space.
The Citizen head-office is based in the West Midlands at the Birmingham Business Park in Solihull.

Portfolio currently consists of 24 rooftop sites, two ground masts and one cable installation serving a pylon on Citizen land
1 Access Vetting System - Rooftop Sites
Managing access requests from Operators and existing and future communications rental tenants and their contractor to ensure:
• Right to access under agreement
• Rights to carry out works
• Obtaining RAMS and reviewing to ensure works are planned safely and that engineers have appropriate training and qualifications
• Consulting as required with Citizen to ensure that all health and Safety requirements and other legislative and regulatory requirements have been met before access is granted
• Confirm to Citizen's Concierge scheme when keys can be issued to contractors
• Maintenance and retention of records of access requests for monitoring and reporting as required
2 Consultancy Services
• Act for Landlords only, conforming with all relevant legislation
• RICS Surveyors - Commercial Property and Building Surveyor services with specialist knowledge of Electronic Communications Code legislation and that concerning Leasehold
• To advise Citizen in respect of existing agreements and new approaches
• Lease (and other agreements) negotiations - track and implement lease renewals; Act for Citizen to negotiate Heads of Terms with Operators and their Agents and continue to be liaison point with Citizen Solicitor and Operator agent until ready to complete; Manage consent for alterations under existing agreement
• Undertake Rental Valuations as part of lease negotiations and rent reviews when due under leases
• Be Citizen's liaison with Operators and their agents
• Attend and lead on Quarterly Contract Meetings with Citizen, providing a summary report of the Portfolio for each meeting and in between times as required
• Support Citizen and Legal representatives following removal notices being served
• to provide Building Surveyor supervision for Citizen in respect of major works as required
• Advise on and act for Citizen on communications equipment Wayleaves
• Other ad hoc consultancy on communications equipment installations, existing and future
All eligible costs relating to the above to be recovered directly from the Operator where the legislation allows.
Citizen are looking to gather information on a potential upcoming procurement exercise for a culture audit.
Our aspiration is to become an employer of choice, that requires us to have the right people with the right skills and behaviours and retain those people. A culture audit would help us to understand the current workplace culture at Citizen and identify areas for improvement and or best practice.
We want to work with someone who has experience of supporting organisations on their culture and people journey across the wider sector, by using tried and tested methodology to determine what action Citizen needs to take to have what is defined as a 'good/desired culture'.

Each property specification will be unique to that particular property. The service requirements are listed below:
• To carryout comprehensive disrepair surveys in connection with s11 Landlord & Tenant Claims. Inspections to include date stamped photos of all elevations and for each alleged items of disrepair, including an inspection of the roof space (loft) where applicable.
• To provide and submit detailed and fully compliant CPR Part 35 Expert Reports including appendices with date stamped photos for the purposes of the courts.
• To prepare a fully costed (Natfed) schedule of works in connection with the disrepair claim.
• Compliance with Awaab's Law.
Citizen intends to engage with the market as an information gathering exercise for LOLER (Lifting Operations and Lifting Equipment Regulations) inspection services. The purpose of this engagement is to understand market capacity for providing these services and if its possible to obtain this without purchasing additional insurance but whilst always ensuring compliance with statutory lifting equipment inspections across our sites.
The scope of the requirement includes:
• Periodic LOLER inspections of Citizen's lifting equipment.
• Provision of inspection reports and compliance certificates.
• Optional remedial actions or advisory services following inspections.
• If these services are available without the need to purchase additional insurance.
This notice is not to act as a call to tender, and the sole purpose is for information gathering to help shape any potential future procurement.
This engagement will help shape the specification, commercial approach, and contract structure prior to the formal procurement process.
Citizen are conducting preliminary market engagement to help understand how to best procure radon monitoring services for properties across our group.
High level requirements will be full responsibility engaging and booking appointments with customers, supplying and installing radon monitoring devices, collection after 3-months, sending to the lab and then issuing formal PDF certificates back to Citizen. This will be approximately 400 properties per annum, but is subject to change.

We are therefore seeking to engage with organisations that can support us in developing a customer segmentation model or approach that is right for Citizen and aligned with our strategic ambitions. We want to explore market capability, understand available methodologies, and inform a potential future procurement process.
Proposals will subsequently be invited from consultancy practices who can demonstrate:
• A proven track record in delivering similar segmentation projects
• Extensive knowledge of social housing operations, and customer bases
• Dedicated team, with the skills and experience required for the services.

Citizen wishes to enter into a Framework Agreement with up to eight Contractors for the provision of Scaffolding Works to ensure that we receive an excellent service, which represents value for money.
It is intended that the contract will run for a period of four-years with an optional break at 2 years and 3 years subject to a satisfactory review of performance across a range of relevant performance criteria.
We are seeking to procure the services of suitably experienced Contractors with the capability to deliver the required services and who best meet the need of Citizen and its customers.
