The Client, the Chesterfield Canal Trust (CCT), aims to promote the full restoration and appropriate development of the Chesterfield Canal. At the height of its dereliction, the canal had been reduced from a navigable length of 46 miles and 65 locks to only 26 miles and 16 locks. Since 1989, 12 miles and 37 locks have been restored, with only a 8.5-mile gap between Staveley and Kiveton remaining. In 2019, the UK Government launched the Towns Fund, a scheme whereby 101 towns around the country were invited to bid for up to £25m for regeneration projects. Staveley was selected as one of those towns to receive funding and a portion of the £25m was dedicated to the canal restoration. Scope of Scheme This procurement process is in relation to the canal restoration works that extend from Staveley to the Doe Lea Valley and include the following: • The design and construction of a new bridleway bridge (including abutments) for the Trans-Pennine Trail (TPT Bridge), • The detailed design and construction of an earthwork embankment to form the new canal channel for c850m, including water supply, • The detailed design and construction of a new lock structure (Railway Lock), • The detailed design and construction of a new vehicular bridge structure (Bellhouse Bridge), • The detailed design and construction or upgrades of 3km of footways and bridleways, including those to the TPT Bridge, • All necessary 'temporary works' design and installation associated with all of the above The contract will be a Design and Build, NEC4 Engineering and Construction Contract (ECC), Option A. This is a two-stage process: Stage 1 - Pre-Qualification Questionnaire (PQQ) Stage 2 - Invitation to Tender (ITT) Stage 1 will select 6 contractors to be invited to proceed to Stage 2. This Enabling Works Package is required to create safe access onto site and to divert the public to facilitate the future restoration of the canal. In summary this will include a new site entrance, site compound creation, site levelling, construction of a bridleway bridge (TPT Bridge), creation and diversion of Public Rights of Way (PROW) and the application for, obtaining of and compliance with all required permits and permissions to the extent detailed below. An overview of the works is listed below. The full Scope, including technical specification and drawings, is included in the Contract which can be found in full ITT document. Planning Conditions and Permits • Provide all necessary information for the discharge of two pre-commencement planning conditions • Application for the temporary closure and diversion of PROW • Application for a Coal Authority Permit • Contractor input for a Network Rail Permit • Application for the S278 Works Permit Scope of Works • Security of the site area to protect the public • Forming of a secure compound area and the provision of welfare facilities • Removal of tree roots and surface vegetation as identified • Tree protection as identified • Construction of the new S278 highway entrance • Excavation and reprofiling to design formation levels adjacent to the TPT Bridge • Strip existing topsoil, store and replace on reprofiled areas as identified • Testing of materials as required by the remediation strategy • Stockpiling on site of suitable excavated material • Disposal off site of any materials deemed unsuitable • Design and installation of a suitable and sufficient access road and hardstanding area to facilitate the installation of the TPT Bridge • Liaison with utility providers to agree protection measures for construction traffic within the enabling works. PROW • Construction of new temporary PROW through Network Rail land • Secure fencing to existing PROW which runs across the previously completed canal to the southern extremity of the proposed TPT bridge • Provide a secure and suitable crossing point over the above PROW • Realignment of existing footpaths and construction of new paths to link through to the new TPT Bridge - including management of the PROW's and protection of the public • Installation of new fingerboard signage for pedestrian routes TPT Bridge • Design of temporary piling platform (if required) • Excavation to formation, piling and construction of bridge foundations • Construction of abutment walls • Fabrication, delivery, assembly and installation of TPT Bridge • Surfacing and drainage to TPT Bridge and footpath approaches CDM • Fulfilment of the Principal Contractor role as defined under CDM Regulations 2015 • Fulfilment of the Principal Designer role as defined under CDM Regulations 2015 The tender documents are available from Jon Lindley. CCT require a Consultant to fulfil the role of the NEC4 Supervisor to ensure works are constructed in accordance with the contract. The construction works include a new site entrance, site compound creation, site levelling, construction of a bridleway bridge (TPT Bridge), creation and diversion of Public Rights of Way (PROW) and the application for, obtaining of and compliance with all required permits and permissions. An overview of Supervise Scope is: - The Consultant will undertake the Supervisor role as defined in the NEC4 ECC for all of the works. - The Supervisor will inspect the progress and quality of the works, for compliance with the Contract. - The Supervisor shall give the PM sufficient notice of all meetings held in connection with the Project which the Supervisor may arrange with Consultants, Contractors or Others in order to give the PM the opportunity of attending. The Supervisor shall provide the PM with a written record of all such meetings. The river Doe Lea has suffered a lot with the industrial legacy of north Derbyshire & north Nottinghamshire, particularly from mining and the rapid expansion of communities to serve the mines and other industry. Significant effort has been invested in the last 40 years in cleaning up the river, but there remains a lot to do. Through the Don, Dearne & Rother Network catchment partnership, interested parties have been meeting to share their plans and ambitions for the Doe Lea catchment. It is clear to these parties that there are significant opportunities for partnership working on a catchment scale to expand the scope of intervention and deliver real positive changes to the river environment and the wider catchment. To inform this work, on behalf of potential partners, the Chesterfield Canal Trust is seeking consultants to prepare an Environmental Framework for the Doe Lea Valley and to develop an Action Plan for the delivery of a first trial phase. Subject to funding and endorsement by the potential partners, further work will be commissioned at a later date to monitor and evaluate the success of interventions and to refine and develop the Action Plan for future phases. The details of the work are set out in full in the attached Project Brief or by contacting the Chesterfield Canal Trust Development Manager, George Rogers, development@chesterfield-canal-trust.org.uk. The works are subject to receiving grant funding and thus the scope is at a relatively high level and will be subject to further discussion and refinement of the proposals following any funding award and prior to any contract award. Consultants should be minded of the tight timescales for submission, which is due to confirming the scope of proposals for a funding application and so cannot be extended at this time.

The Chesterfield Canal Partnership is seeking to prepare a new Masterplan to provide a strategic framework for the regeneration of the Chesterfield Canal between Chesterfield and Kiveton Park. The works will take place in three stages to broadly align with HM Treasury Green Book guidance: - Stage 1 will be a programme-level Strategic Outline Business Case - Stage 2 will be determined from Stage 1, and is broadly expected to be derived of four sub-programme level Outline Business Cases - one for each of the three local authority regions, and a thematic case for boat moorings and water-based development covering the full length of the Masterplan. - Stage 3 will be determined from Stage 2, and is broadly expected to be derived of a number of Full Business Cases at individual project or smaller sub-programme levels.
