The Commissioners require a Provider for the management, co-ordination and provision of an
Integrated Carers Service for Adult Carers and Young Carers and their families.
It is anticipated that the service will be managed by one single Provider, partnership or
consortia who will deliver the service through a series of sub-contracts or partnership
arrangements. The Provider[s] will engage, collaborate, and work with other organisations
to deliver a broad range of interventions and support options that meet the needs of carers
and their families.
The service will support the legal obligations, under the Care Act, this will include the
undertaking of Carers Assessments, Care and Support planning in line with statutory
guidance.
The Commissioners are flexible in their approach to service delivery, always seeking
solutions that will offer quality services and support and value for money

The overarching aims of the Integrated Carers Service are to:

The Provider[s] will implement and operate the Service, which will be a single, point of
contact for carers, unlocking the access to information, advice and support. The Provider[s]
will be responsible for managing and co-ordinating the service, ensuring through telephone,
email, website, social media or face to face, Carers can gain access to information,
intervention and support quickly and easily.

Cheshire East Borough Borough Council intends to create a consultants Framework for the
provision of construction related professional services. This Framework is to deliver
construction related professional services to all internal departments and any organisation
that Cheshire East Borough Council is associated with, to include its wholly owned
companies, schools, academies, parish/town councils. The overall objective of the
framework is to support the Council to deliver their revenue and capital programmes by;

Cheshire East Council is seeking a number of providers to deliver a holiday activities scheme within easy access of families currently in receipt of Free School Meals in line with DfE (Department for Education), guidelines for this funding. The criteria of the DfE funding must be met by a suitable range of providers and the activities session must run for a minimum of 4 hours. Providers should provide a hot meal which could necessitate the use of sub-contracting.
The DfE initiative enables Councils to coordinate a programme that provides eligible young people between the ages of 4 - 16 and up to 25 if SEND applies, to receive healthy food and enriching activities during the Easter, summer and winter school holidays.
The contract term will be for 15 months initially, with the option to extend by up to 12 months. All services will be operational from school holidays December 2022. The optional extension from 1st April 2024 - 31st March 2025 will be at the sole discretion of the Council, it will also depend on availability of continued funding. This opportunity is suitable for SME and VCSFE organisation (i.e. small - medium and the voluntary - charity, faith section). For the avoidance of doubt, the Contracting Authority points out that no weight will be attached to whether or not an economic operator is an SME/VCSFE organisation when selecting economic operators to submit tenders or in assessing the most economically advantageous tender. If the Council is unable to allocate all of the available budget as part of the initial evaluations it may be necessary to re-advertise this procurement during 2023.

Supported Lodgings Accommodation Services for cared for children & care leavers aged 16+
Cheshire East Council aims to provide a Supported Lodging Accommodation Service, which will be available to 16-17 year old cared for children and care leavers as defined by The Children (Leaving Care) Act 2000. The service could also be utilised by former relevant care leavers until the age of 25yrs with agreement from permanence and throughcare team's service manager. Care Leavers move towards independence at a pace that is right for them. Care Leavers develop the skills and the confidence they need to maximise their chances of successful maturity to adulthood. They receive the right level of practical, emotional and financial support until they are at least 21, and, where necessary, until they are 25. Care Leavers have accommodation that best meets their needs and helps them to develop their independent skills safely.
Providers of accommodation and support services should therefore submit applications that will meet the service needs and provide short and longer term accommodation and support for young people within this age bracket and suitable to support a wide range of young people to include those with learning and or physical disability, those with emotional and behavioural problems, care leavers, asylum seekers and young people who are identified by the council who are at risk of homelessness.
The supported lodgings service provides accommodation and bespoke support for young people who reside within the 'host' own residence, with the 'host' being regarded as a role model and mentor to the young person/s. The service is delivered in the Host's own homes and will need to have packages individually tailored to the young person.
The supplier will recruit 10 hosts for the entirety of the 5-year contract that are all able to accommodate a range of needs that fall within a three tier model;
