Cheshire East Lifelong Learning (CE LL) is undertaking a commissioning exercise to procure and develop Community Learning provision for the residents of the borough. CE LL is funded as a lead body for Community Learning provision and will be sub-contracting work under this funding stream. The Community Learning categories for 2015-16 Community Learning provision are: 1. Lot 1 - Health and Wellbeing Programmes Health and Wellbeing Programmes use learning as a means of improving the health and wellbeing of individuals. There is no requirement to progress learners on to employment, although the progression on to further learning and/or employment, if appropriate, would be a desired outcome. A positive impact on the heath and wellbeing of learners should be demonstrated by the end of the course. 2. Lot 2 - Taster/Engagement Programmes Taster/engagement programmes use creative and innovative approaches to engaging individuals who may normally experience barriers to learning. The desired outcome is that learners will progress on to further learning that will lead to further learning and/or employment outcomes. 3. Lot 3 - Longer Programmes Leading to Employment Outcomes Longer Programmes leading to employment outcomes are intended to equip individuals with the skills and confidence needed to be able to access work or accredited learning. The desired outcome is that learners will progress on to employment or accredited learning that will lead to employment. These programmes must be aligned to the Skills Funding Agency funding requirements, the priorities set by CE LL and the needs of local people, communities and, where appropriate, businesses. The aim is to provide a safe, homely and personalised environment.
The Council requires the provision a mentoring service for 16+ care leavers up to the age of 25, providing continuity of support to care leavers as they cease to be the statutory responsibility of the local authority.

This service will deliver an early help support service for residents of all ages with hearing impairments in Cheshire East. This will be delivered within the Borough of Cheshire East and will provide support for children, young people and adults with hearing impairments to include those who are:
• D/deaf ('D' in deaf indicates people who are deaf from birth or early childhood and commonly use British Sign Language as their first language)
• have an acquired hearing loss
• deafblind - sometimes known as a dual sensory impairment - people with a significant combination of hearing and sight loss and where specific additional needs for support are identified.
This service is being commissioned by Cheshire East Council. This is in partnership with the following organisations:
- Cheshire Clinical Commissioning Group
- East Cheshire NHS Trust
- Mid-Cheshire NHS Trust
- GP Practices (within Cheshire East)
These organisations are also important stakeholders in the Integrated Care Partnership.
The Council is looking for an expert partner to work with them on the delivery of this Assistive Technology service to residents. The emphasis of this work will be providing valued support to residents including response visits and wellbeing related calls (including signposting to useful local services) and responsive activity monitoring. As such, technology will act as an enabler rather than an end itself.

Cheshire East Council has a statutory duty to provide all children and young people who live with the borough and all children looked after by Cheshire East with education provision. For most children and young people this is achieved through full time attendance at school, but for a small number of children who are not well enough to attend school full time or who are moving between schools, an alternative is needed. On-line learning procured through this specification will form part of the suite of alternative provision to be offered to children and young people in these situations by Cheshire East Council.
