The Police and Crime Commissioner is looking for a supplier to deliver a 12-month intervention service in the Halton (Runcorn and Widnes) and Warrington areas to raise awareness around and address the needs of local young people who are on the periphery of or already involved in serious violence and associated criminality e.g., County Lines drug activity, Childhood Exploitation.
In recognition of the fact that many young people are involved in such criminality because of being exploited during tender and vulnerable years, this service seeks to make available some expert provision to intervene at an early stage in the lives of these young people. This service will be primarily an educational mentoring programme that utilises a contextual safeguarding methodology to facilitate a positive impact on young people, their families, schools, and communities.
The service seeks to educate young people around the actual risks involved in such activity and assist them in making better life choices to successfully divert them away from a life of crime and allow them to lead meaningful lives, contributing successfully to society and reduce reoffending and violence.
The timescales for the delivery of this service are challenging, as such it is anticipated that the successful provider will already have aspects of this programme ready for delivery with reasonable adjustments or have the expertise available to quickly use that knowledge to develop the relevant aspects. This needs to be ready for a December 2022 implementation and roll out to commence January 2023 in line with the start of the school term.
The Budget allocated for this scheme (initial contract) is £180,000.
The contract will have the facility to be extended up to 31st March 2026 subject to funding availability. The maximum value of the contract should it be extended will be up to the Light Touch Threshold value of 552,950 (ex VAT)

Provision of a Sighting System for H&K 416 Carbines

The Police and Crime Commissioner for Cheshire (PCC) is seeking expressions of interest from companies able to supply a Sighting System for H&K 416 Carbine Weapons for use by the Cheshire and North Wales Firearms Alliance.
The Alliance is a collaboration between Cheshire Constabulary and North Wales Police Armed Response Units.
The ITT is in the form of an Online Questionnaire, where Tenderers must complete both the Quality and Price criterions. Testing of the Sights will be carried out in early January 2023 and Tenderers are invited to supply 1 (or up to a maximum of 3 Sights) depending on the LOTs described in the Specification for testing and delivered by the dates specified in the ITT.
Please note: depending on the LOTs considered to be the best option for the Alliance after testing of the Sighting Systems, this may result in a contract or contracts being awarded to more than one Contractor.
The Contract will be in place for three [3] years with the option to extend for a further one [1] year.

Roads and Crime Unit (RCU) Police Car Vehicle Conversions

A mini-competition process was conducted under Lot 6 of the NAPFM / Sussex Framework JPS648 for vehicle conversion services. One provider will be selected to convert an initial batch of 40 vehicles, and for a period up to 31/03/2024 to cover future vehicle (car) conversions. There will also be an option to extend for 2 x 12 months to 31/03/2026 subject to the JPS648 framework being extended to 31/03/2025. The future requirements will include only ANPR/CCTV fits as well as full vehicle conversions.
In compliance with the framework, conversions under this lot may contain some or all of the services provided under Lots 1-4. E.g. livery and warning equipment can supplied by Contractors under lots 5-7, either directly or through their supply chain as a managed service).

The requirement is for an above ground fuel tank solution to include supply, delivery, installation with a supporting fuel management system. We are looking at alternate options and would like to consider standalone only tanks versus a split compartment tank solution, however the overall requirement is only for one tank solution.
In addition, Cheshire Police own a 30,000 litre metal bunded tank which is stored in the main Cheshire Constabulary HQ site in Winsford, Cheshire which is not currently in use (held for emergency contingency use only). The tank has a self-contained bund and integral filling and dispensing facility. We would like to offer this tank as a part exchange option for a new fuel tank.

Runcorn Police Station - USU Shower Room Refurbishment and New Shower Pod (1)
The planned works centre around the refurbishment of the existing shower areas ( at Runcorn Police Station. Additional refurbishment works are also to take place to the staircase, upstairs corridor, office and refs room (kitchen).
Note that this is a live Police Station and that the works are adjacent to a busy covered car park.
The building must remain fully operational during the works, any disruption to services must be notified in advance and agreed, the excavation works for the new below ground drainage must be notified, and a suitable time and agreed well in advance, clear a free access for all vehicles must be maintained at all times.
For the duration of these works, noise will be an issue therefore any noisy works must be notified in advance and a date and time agreed.

Delivery of a Custody Intervention & CARA Programme for Domestic Abuse Perpetrators

This process is to identify a specialist provider to work with the Police and Crime Commissioner for Cheshire (PCC) to undertake two areas of work:
1. Custody Intervention - provide specialist Domestic Abuse support within each of the 3 custody suites, 7 days a week, for as reasonable a period as the funding allows. These workers will support front line police officers in decision making (upskilling) around Domestic Abuse perpetrators.
2. CARA Delivery - provide resources to work with the Hampton Trust to deliver Project CARA across Cheshire as an intervention for domestic abuse offenders, both male and female who have received a Conditional Caution (soon to be Diversionary Caution).
The PCC has submitted a grant application to the Home Office to secure funds to deliver this programme in Cheshire. The submission deadline for the application is 17th February 2023. It is expected a decision on the application will be made by 31st March 2023. In the event we are not successful in our grant application for funding, a contract will not be awarded as a result of this procurement process.
Due to the sensitive nature of this work, inherent risks working with perpetrators of domestic abuse and the requirement to have appropriately trained and skilled staff available in short timescales, we expect the successful bidder will have some existing links to the Cheshire and North West area. We would also expect they have extensive experience in this area; in safeguarding requirements and will have a proven track record in delivering successful outcomes.
The proposed budget for this initial programme (3-year term) is £1.45m.
It is expected that the PCC will be able to put a further grant application into the Home Office for a continuation of the funding after the 3 years. Therefore, a further 3 x 12-month extension periods are available in the total term.

There is a requirement for Veterinary Services for the Police Dog Units for the Cheshire & North Wales Alliance. Veterinary Practices are required to be a Royal College of Veterinary Surgeons (RCVS) accredited practice with small animal hospital status. The Veterinary Service will need to cover four prime areas: - Normal veterinary consultation, minor treatment and referrals - Surgery, to include overnight accommodation of animals where appropriate - The supply of medication and associated veterinary care products - Animal dental treatment. All practitioners providing the services must be experienced and hold a minimum of at least one of the following appropriate qualifications: Veterinary Surgeons MRCVS (Member of the Royal College of Veterinary Surgeons) or, BVM & S (Bachelor of Veterinary Medicine & Science) or, BVSC (Bachelor of Veterinary Science) Veterinary Nurses All nurses must either be training for or hold a Veterinary Nurse Certificate (V.N.) There is a requirement for a contract to cover the Alliances' requirements where the Veterinary Practices will cover 24/7/365 with the services identified in the specification identified in the RFQ operating across both geographical areas. For operational requirements, the veterinary practice must ideally be within one [1] hours travel but no more than two [2] hours of Cheshire and North Wales.

The existing police station at Wilmslow is too large for its current and anticipated future use. It sits on a valuable piece of land which the force wants to capitalise on, whilst still maintaining a policing presence in Wilmslow (on the current site)
The constabulary has employed the services of a Mult-disciplinary design team to deliver a new smaller (350m²) BREEAM excellent, Passivhaus net zero carbon police station, and are now seeking to tender for a suitable contractor to carry out the construction of this station, the design team has taken the designs though to RIBA stage 3+, and the successful contractor will be expected to complete the design through the novation of the Architect, Structural & Civil Engineer and Mechanical & Electrical Consultant and deliver the building under a JCT (Design & Build) contract.
Contract end date is 12 months after anticipated practical completion date of 3/9/2024.
