The Police and Crime Commissioner for Cheshire (the "PCC") and the Chief Constable of Cheshire (CC)are working on a project to implement a reliable and robust Digital Evidence ManagementSystem (DEMS) to support the investigative process and best evidence to support prosecutions.
The DEMS will provide capabilities and functionality currently unavailable to officers and investigators and represents an opportunity to modernise its end to end criminal justice process (from point of initial investigation through to positive justice outcome) and in doing so provide a range of business benefits.
The DEMS should be capable of ingesting, processing and delivering playable digital media from multiple sources. The system should allow for simultaneous working with multiple users logging in, searching, accessing, media playback, editing and exporting of evidence in a highly reliable, auditable and timely manner. This functionality is required if the media has been grouped under one case with multiple users being able to access the case and work with the media simultaneously.
It is important that PCC and CC are able to gather, review and action media quickly. The agreed service levels should be consistently maintained.
The new system should have a proven and established ability to integrate with third party policing systems e.g. Records Management System, Command and Control, Digital Video Interview Recording and meet the Design Principles Digital Evidence Sharing Blueprint.
The DEMs will provide a direct digital secure interface with the Crown Prosecution Service (CPS) and other key recognised criminal justice practitioners for digital evidence sharing, significantly reducing the volume of manual activities and discs produced. This will lead to a reduction of risk to the Force (data breaches) and efficiency savings (reduced time spent burning and transporting discs).

The Police and Crime Commissioner for Cheshire is hoping to attract a nationally recognised provider working to prevent Violence Against Women and Girls to deliver an educational bystander programme in schools across Cheshire East, Cheshire West and Chester and Halton.
There are two elements to this programme. Firstly the development of bespoke and age appropriate bystander educational inputs to schools in the 3 local authority areas. This Police and Crime Commissioner for Cheshire (PCC) has a requirement to identify a specialist provider to work with themselves and the Drive Partnership to deliver a 'Drive' domestic abuse perpetrator programme for a three-year period (2 year initial term with the third years funding subject to successful delivery and achieving milestones) across Cheshire; seeking to reduce offending in a high risk, high harm cohort of perpetrators.
The PCC has submitted a grant application to the Home Office Domestic Abuse Perpetrators fund to secure funds to deliver this programme in Cheshire. The submission deadline for the PCC's application is 17th February 2023. It is expected that a decision on the application will be made by 31st March 2023. The procurement exercise is being run in parallel to the funding application because delivery timescales are tight.
The PCC is hoping to attract a nationally recognised provider working to prevent Violence Against Women and Girls. Due to the sensitive nature of this work, the inherent risks working with perpetrators of domestic abuse and the requirement to have appropriately trained and skilled staff available in short timescales, we expect the successful bidder will have some existing links to the Cheshire and North West area. We would also expect they have extensive experience in this area; around safeguarding requirements and will have a proven track record in delivering successful outcomes.
The proposed budget for this initial programme (3-year term) is £2.5m.
It is expected that the PCC will be able to put a further grant application into the Home Office for a continuation of the funding after the initial 3 years. Therefore, a further 3 x 12-month extension periods are available within the total term.
