Project Objectives a) To review the existing evidence base including the previous Regulation 18 stage Viability Assessment prepared by SDH Planning and Development b) To review the relevant Regulation 18 stage submitted representations c) To prepare a sound and robust viability evidence base to inform the Regulation 19 and Submission stages of the Cherwell Local Plan 2042 in compliance with the latest Government guidance including the National Planning Policy Framework and Planning Policy Guidance d) To inform policy decisions to set planning policy requirements. e) Testing the cumulative impact of policies in the emerging Local Plan Review 2042 and assess their effect on the viability of development in Cherwell alongside policy requirements. f) Preparing timely and robust evidence with clear and justified recommendations and conclusions which adheres to the Council's required Local Plan production timetable including a Autumn/Winter 2024-2025 public consultation. g) Reviewing the viability related representations received in response to the Regulation 19 public consultation of the Cherwell District Local Plan 2042 h) If required potentially preparing further viability evidence and attending the Examination in Public of the Local Plan if required and this should be costed separately.
The Council seeks to appoint a consultant with a proven track record of success in the fields of Viability and CIL implementation. The following points provide an overview of the Scope, please also refer to Schedule 2. To review the Community Infrastructure Levy draft charging schedule and associated evidence including the drafted viability assessment and assessment of the infrastructure funding gap in Cherwell District. If considered necessary a retest of some of the assumptions made may be undertaken, To make suitable recommendations to future-proof the draft charging schedule and viability evidence against future government proposals. If necessary, to be able to pivot to the production of evidence to support the introduction of an Infrastructure Levy, depending on the timing of the government's proposals when they are published in due course. To review and make recommendations to the Council on comments received following close of public consultation on the Draft CIL Charging Schedule and associated evidence. Assuming Executive Committee resolve to give approval for officers to submit the Final Draft Charging Schedule and evidence to the Planning Inspectorate for examination. participation will be required at the examination.
Floral Provision for Cherwell District Council - 4 Year Contract for the Floral Provision initial 2 year contract with the option for a further 2 years
The council are seeking a single supplier to provide a complete solution and pricing for our managed print services. The Council is moving the main offices from Bodicote House to Castle Quay shopping centre, Banbury in February 2025. Therefore, we require the 5 devices for this location to be in place, fully tested and operational by 16th February 2025. The remaining devices are required by 31st May 2025 which is when the existing contract ends.
It was agreed that that the council would convert and refurbish approximately 28k sq ft of existing retail space at Castle Quay in the centre of Banbury into new office accommodation. The strip-out works have been completed and refurbishment works are now underway with completion scheduled for mid February. Alongside the main works, there are several other workstreams which also need to be procured, the Audio Visual provision within the Meeting Rooms, Offices and work areas at the new offices being one of these. We are therefore seeking proposals for the following : • Undertake site survey to determine solutions • The supply and installation of the necessary hardware equipment (with the required structured cabling / power requirements to be undertaken by the main contractor) • Set-up, testing and commissioning of hardware equipment following installation • System training / familiarisation sessions for key members of staff • Customer support / service contract for 'x' number of years, typically these would be packaged as Bronze / Silver / Gold levels of support

We are therefore seeking proposals for the following : • Undertake site surveys to determine extent of works • Undertake site surveys at both locations to determine logistics, any site restrictions regarding access and egress, any site restrictions regarding times of operation etc. • Determine timetable and labour required to undertake the works • Determine quantity of vehicles, crates and any support equipment required to undertake the relocation works • Determine and agree level of support required to assist staff during the period prior to the relocation works being undertaken • Determine and agree level of post move support required to assist staff during the period immediately following the relocation works having been undertaken Note !
