Minster Gardens Project - Cheltenham Borough Council - AWARD
The purpose of this Invitation to Tender is to invite and encourage potential Tenderers to review the detailed specification and requirements enclosed and trust that this will provide sufficient information for them to determine whether they wish to proceed.
CBC wish to undertake the redevelopment of the Minster Gardens, Cheltenham into a cultural and flexible space for gathering and organised events.
The Works include, the repair and upgrade to existing hard landscaping, installation of feature lighting and associated electrical infrastructure, external furniture and the development of areas for biodiversity enhancement and wildlife habitats. The Tenderer shall refer to the Site Information and Works Information for further details.
The Authority is procuring taxi marshal services for the Promenade rank. The procurement is inviting Tenders submissions for:
1. Two marshals to cover both Friday and Saturday nights; and/or
2. Two marshals to cover just Saturday nights.
3. As well as the additional days over Cheltenham Festival and New Year as detailed in the Specification at Part B Section 6.
Equipment Storage Unit, Burrows Playing Field, Cheltenham - AWARD
Having recently completed significant improvement works to the football pitches and pavilion at Burrows Playing Field, Cheltenham, the Authority in association with Leckhampton Rovers FC, will be increasing the level of grounds maintenance. To achieve this, the Authority requires a secure storage facility that it will lease to the club, to house grounds maintenance equipment.
Construction of the facility, which is subject to the approval of grants and donations, needs to be available for use in Spring 2023
Out of Hours Emergency Call Handling Services for Cheltenham Borough Homes and Cheltenham Borough Council - AWARD
CBH require an Out of Hours (OOH) emergency call handling service for its tenants and leaseholders in their properties and communal areas and surrounding land. The OOH's emergency telephone number (0800 408 0000) provides a source of contact for all tenants, leaseholders and others who require assistance or advice OOH in the following areas
o Repairs and housing management call handling
o Anti-Social Behaviour (ASB) call handling
o Business Continuity for telephone services.
The service operates between 17.00 hours and 08.00 hours Monday to Friday and
24 hours during public holidays and weekends. CBH close their offices on Christmas
Eve (if Christmas Eve falls on a weekend this will be the last working day) and re-open
the first working day after recognised Christmas bank holiday period. Offices are
closed for New Year's Eve and New Year's Day.
CBC require an Out of Hours (OOH) emergency call handling service for the council's parks, gardens and buildings, as defined at Section 5 in the specification This service is provided through a dedicated telephone number as follows, 01242 264102.
The service operates when the CBC phone lines are closed: 5pm to 9am Monday to Friday, 24 hours Saturday, Sunday and all public holidays. Also 24 hours in the event of CBC closing over the Christmas and New Year period.
Contract term is 3 years with an option to offer a 1 year extension and will commence on the 1st April 2023.
Installation of a Circular Path at Naunton Park, Cheltenham - AWARD
The Authority is looking for suitably qualified contractors for the provision of landscape and civils work in Naunton Park comprising: the installation of a self-binding gravel circular path; installation of a sustainable drainage system / swale; forming of mounds with excavated soil, cultivation and seeding of meadows.
Please note that partial funding for this project is subject to a grant application. The Authority want to be clear and transparent from the outset that the project will be unable to go ahead should additional funding be required and unless all funding and permissions are in place. The Authority will endeavour to keep Tenderers updated at all times.
External Component Repair, Replacement and Improvement, Energy Efficiency, Decarbonisation, and Associated Works. - AWARD
Cheltenham Borough Homes CBH is procuring a 5 year contract for External component repair, replacement and improvement, energy efficiency decarbonisation and associated works, on behalf of the Authority.
The Authority are looking to appoint a contractor or contractors under separate JCT Measured Term Contract 2016 contracts for the Works. .
There will be two workstreams and up to 2 Lots, which will each comprise a mix from both workstreams to this contract:
1. External component repair, replacement and improvement work ECRs for 5 years to start in April 2024 Work stream 1
2. Energy Efficiency (decarbonisation) Measures and associated works EEMs which is proposed to commence in quarter 4 2023/24 and last 18 months - 2 years includes approximately 170 properties in Phase 1, in line with CBCs net zero target it is anticipated that there will be a follow on Phase 2 for this workstream, however this is subject to availability of external grant funding and as such will be confirmed in line with the SHDF programme, this forms Workstream 2
The Works have been sub-divided into two Lots each Lot comprising a mix from the Workstreams detailed above and Tenderers may submit Tenders for either or both Lots. It is the Authority and CBH's intention to award the contract to a minimum of one contractor, with the potential for awards to a maximum of two contractors. Tenderers will be scored based on the price/ quality evaluation and the resultant ranking will be used to determine contract award.
Montpellier Gardens Public Convenience Refurbishment - AWARD
The Authority is looking to refurbish, modernise and extend the existing Public Convenience facilities located in Montpellier Gardens, Cheltenham, to facilitate a better user experience together with the inclusion of a fully compliant "Changing Places" facility, Unisex / Family facilities, and Accessible facilities.
CBH is, on the Authority's behalf, procuring a 2-year contract for Professional Retrofit Services, mainly retrofit coordination and assessment, in support of, and according to the requirements of, the publicly available specification, PAS 2035: Retrofitting dwellings for improved energy efficiency - Specification and guidance.
The Authority are looking to appoint a contractor under a professional appointment contract, as set out in Appendix B to this ITT.
There will be two phases of services for this matter:
1. Phase 1 Retrofit Services: which is proposed to commence in quarter 4 of 2023/24 and last 18 months to 2 years and includes approximately 170 properties, in line with the Authority's net zero target. This phase is mainly grant funded through the Social Housing Decarbonisation Fund Wave 2.1, which provides partial funding for works, and this phase also includes a few properties without grant funding.
2. Phase 2 Additional Retrofit Services: a small number of properties, which may be in the range of 20 to 40, but may be 0, in additional to those already identified to support other retrofit works that may arise and in support of planning and identification of future projects, i.e. future rounds of the Department for Energy Security and Net-Zero SHDF programme. In some cases, these may only include completing assessments and reports, installation works may not progress under this contract/at all. Necessary services will be identified and instructed as and when required by the Authority.
STOCK CONDITION AND ENERGY PERFORMANCE SURVEYS - AWARD
This tender is for stock condition surveys to the whole housing stock, including energy performance surveys where valid EPC's are not already held. There is a requirement to develop the survey data set, undertake data validation, produce a stock condition report upon completion of the surveys. This includes a 30-year cost profile, reports on decency and energy performance. The full scope of the service can be found in Section 6.
The Authority has commenced the process of bringing the management of its housing stock back in-house from the Administrator and this is expected to be completed during 2024. Whilst contract administration will transfer from the Administrator to the Authority at some point during the contract term, it is likely the person(s) managing the contract will not change.
ESPO FW 115_21 Lot 2 Outdoor Playground Fitness and Sports Facilities and Equipment, Further Competition - AWARD
The council's green space team has developed a 5 year capital playground improvement programme. This framework provides details on delivering improvements to 6 out of the 52 playgrounds that the Council manages. The council has a fixed budget £110,739, including a £7,239 contingency, for this tender. The council is look for a design and build playground specialist to work with, to meet the projects objectives.

Generator Supply and HVO Fuel Management Service for The Cheltenham Ice Rink 2024 - AWARD
In winter 2023, in a bid to reduce the environmental impact of the Cheltenham Ice Rink, Cheltenham Borough Council commissioned an innovative power solution. The hybrid set-up utilised a high-capacity mobile battery, the existing onsite power supply and an efficient and silenced generator fuelled with hydrotreated vegetable oil. This proved hugely effective and led to a notable reduction in both CO2e and noise emissions compared to the previous rink and industry standards. Cheltenham Borough Council is looking to implement the same solution for 2024 and has developed the specification based upon knowledge and experience gained in delivery of the project in 2023.
The same suppliers will be used for provision of the ice rink, S3K, and the battery, KoniK. Cheltenham Borough Council is now seeking a supplier to provide the generator and fuel management service.
Replacement of Heating Pumps at Leisure at Cheltenham - AWARD
Cheltenham Borough Council Property Department wish to undertake Works to replace several low temperature hot water heating pumps at its leisure centre, Leisure at Cheltenham. All the existing pumps were installed in 2008 and have all reached the end of their service life requiring replacement in the near future.
Internal Decent Homes Works Including Aids and Adaptations and Communal Works - AWARD
Cheltenham Borough Homes on behalf of the Employer is procuring a 5 year contract for the provision of internal Decent Homes works to domestic dwellings. Works are to include one or more of the following:
Kitchen replacements, Bathroom replacements; Consumer unit replacement; Electrical installation upgrade and renewal; Upgrade of mechanical ventilation; Upgrade of domestic fire detection; Works to major voids including the above items; Plastering Work to properties; Upgrade of loft insulation; Replacement of soil stacks; Disabled Adaptations; Communal Flooring; and Associated works in connection to the above.
Heat Retention Pool Covers - Leisure at Cheltenham - AWARD
Cheltenham Borough Council is inviting contractors to tender for the supply and installation of Heat Retention Pool Covers at the Authority's leisure centre, Leisure at Cheltenham.
This procurement is for the complete supply, installation, and commissioning of the pool cover systems as detailed in section 6 of this document.
Cheltenham Suitable Alternative Natural Greenspace (SANG) Action Plan - AWARD
Suitable Alternative Natural Greenspace (SANG) is the name given to greenspace that is of a quality and type which is suitable for use as mitigation to offset the impact of new residential development on European sites. The purpose of SANG is to provide an alternative greenspace to attract residents of new developments away from these protected and vulnerable sites. This commission will support the internal council officer resource to produce an action plan to address off-site infrastructure (including SANGs), alternative recreation opportunities away from the Cotswolds Beechwoods SAC.
A brick headwall/wingwall at a culvert outlet in Cheltenham is identified as in need of remediation and the Council require a contractor to complete the remedial works.
Ground Protection for Cheltenham Ice Rink 2025 - AWARD
Cheltenham Borough Council ("the Council") is seeking quotations for the provision of heavy-duty ground protection for the annual ice rink installation in Imperial Gardens, Cheltenham, to be supplied and installed in accordance with the technical requirements set out in the specifications.
