Central Swindon North Parish Council, invite suitably qualified Environmental & Energy Consultants to carry out energy & environmental assessments of it's corporate building portfolio in accordance with its Heat Decarbonisation Plan Programme (which must follow the guidance set by Salix).
The purpose of a HDP is to describe how CSNPC intends to replace fossil fuel reliant systems with low carbon alternatives (e.g. Heat Pumps). To meet the challenge of reducing our carbon footprint, the council will need to 'decarbonise' their buildings.
The HDP will describe the current state of the organisation's energy use and its plans for reducing and/or decarbonising its energy use. The plan will outline what the organisation has already done, what it is currently doing, what it plans to do in the future. The plan will explain what actions are going to be taken, over what timescales, and the intended outcomes.
The level of design work will reach RIBA Stage 2 development with some required activities covering RIBA 3 stage specifically to support preparation and submission of DNO Applications. The interventions will consider all relevant heat loss aspects and Low Carbon Heating efficiencies as part of a whole building and optional appraisal of low carbon heating solutions. Other enabling and energy efficiency measures will be considered such as lighting upgrades, BMS upgrades, renewable generation such as PV and ways to decarbonise Hot Water systems be it as part of a whole building Low Carbon solution or dedicated non fossil fuel hot water generation. The HDPs will consider all relevant external factors, enabling works, planning & programme and Risk Assessments.
The Council are seeking a consultancy to provide Heat Decarbonisation Plans (HDP) to cover 14 buildings (all within a 3 mile radius).
Weighting - Cost 100%
It is on this basis that we invite suppliers to provide a full project compliant quotation along with relevant industry accreditations, to deliver this project within set time scales.

Invitation to Tender the Pinetrees Community Centre Cafe
The Parish Council is seeking Tenders from suitably experienced operators to operate a Café, which will be equipped and furnished as a ready to operate unit, from September 2023.
The Café will be equipped with a fitted, working lockable sub-kitchen and serving counter. The Council will welcome discussions with the contracted operator around the type of equipment being installed in the kitchen, and to discuss the needs of the operator in terms of housing the operator's own existing equipment within the kitchen if required. Seating and tables for approximately 30 will also be included. The outside patio area will also be available, weather permitting, with picnic style seating for approximately 10 people.
The main customer base creating footfall for the Café will be community centre users and tenants. The income figures have been included as part of this document.
The cafe has been open for SEVEN months and has an established non TUPE, casually employed member of staff that the Parish Council would prefer to be retained.
Through help from the Parish Council and external marketing and PR there should be an opportunity to attract local people and passingtrade with varied opening times, organising cookery activities, hosting celebration events or offering external catering services, utilising the sites central location and 50 free parking spaces in an enclosed secure compound.
The Council would stress that the priority must be the function of the community café above the needs of a collection and/or local delivery service for profit.

CSNPC are looking to procure works that comprise a complete refurbishment works of the old Penhill Bowls Club building and surrounding area.
Works include replacement of the roof and guttering, full internal redecoration, new doors and windows, replacement of sanitary appliance components & associated plumbing, installation of new electrical and mechanical services, replacement flooring, general repairs and installation of security shutters.
External landscaping, minor civils, installation of hard standing and acoustic fencing.
Central Swindon North Parish Council (CSNPC) is seeking a qualified contractor to undertake a comprehensive replacement of mechanical services at the Penhill Changing Rooms. This project aims to upgrade the current water heating and distribution systems to meet modern efficiency, safety, and user satisfaction standards. Key deliverables include the installation of new hot water cylinders, boosted cold water pumps, thermostatic blending valves, concussive showers, and associated electrical systems.
The project is a high priority for the council, ensuring improved facilities for community and sports groups. The selected contractor must have proven experience in delivering mechanical and electrical installations, particularly within public and sports facility settings, and must demonstrate a clear approach to meeting the project's quality and safety requirements.
Refurbishment of Princess Elizabeth Pavilion and Pembroke Gardens Pavilion
Central Swindon North Parish Council is seeking a suitably qualified contractor to design and deliver refurbishment works to two existing pavilion buildings: the Princess Elizabeth Pavilion at Moredon Sporting Hub and the Pembroke Gardens Pavilion in Moredon, Swindon.
The project will modernise the buildings for year round council and community use, improve accessibility and internal layouts, upgrade building fabric and services to current standards, and address known asbestos and legacy infrastructure issues.
Works are expected to include internal alterations, renewal of finishes, upgrades to mechanical, electrical and plumbing systems, thermal and acoustic improvements, and external repairs and decorations, together with associated asbestos removal and making good.
The contract will be let as a single works package covering both buildings, with an estimated value of approximately £250,000.
The anticipated construction period is from March 2026 to 1 December 2026, subject to agreement of the final programme.
The Parish Council is seeking to appoint a suitably experienced and competent Contractor to manage and operate its car parking facilities at the St Marks Park on its behalf.
The appointed Contractor will be responsible for the day-to-day management, operation, and enforcement of the car parks to ensure safe, efficient, and compliant use of the facilities. The service will include (but not be limited to):
Installation, operation, and maintenance of payment systems (where applicable). Councillors would prefer both app and cash options but is flexible.
Parking enforcement and issuing of Parking Charge Notices (PCNs) in accordance with relevant legislation and industry codes of practice.
Provision and maintenance of signage compliant with statutory and regulatory requirements preventing compliance challenge(s).
Customer service support, including handling of appeals & complaints
Income collection, reporting, and reconciliation on behalf of the Parish Council.
Routine inspection and maintenance of equipment.
Compliance with data protection legislation and all relevant regulatory requirements.
Regular performance reporting and attendance at contract review meetings with the Parish Council.
The Contractor will be expected to operate the service to a high professional standard, ensuring compliance with all applicable legislation, including parking, consumer protection, and data protection laws.
The contract term will be four years, with the option to extend at the Authority's discretion. There is also the option of extending parking management to our Moredon Sporting Hub with around 180 spaces later in 2026.
The St Marks Park in North Central Swindon hosts 10 tennis courts, shop and pavilion cafe. It has 41 standard and 2 disabled parking spaces.
There is no gated access, there is electricity on site and a cafe which opens 7 days generally between 09.00-16.00 but these times cannot be relied upon.
The site hosts a number of tennis events and is one of the largest outdoor tennis venues in Southern England.
The site is misused by town centre commuters and local apartment residents and we would encourage legitimate use of the car park which is extremely busy.

Central Swindon North Parish Council invites tenders for a heat decarbonisation programme across four community centres:

• John Moulton Hall Community Centre, SN2 5DU
The works include design development from RIBA Stage 3 to Stage 4, decommissioning and removal of existing fossil fuel heating plant, installation of ASHP systems including associated pipework and emitters where required, electrical capacity checks and liaison with the DNO as required, installation/commissioning of BEMS, seasonal commissioning, training, and full handover documentation.
This procurement is being conducted as an Open Procedure. Due to PSDS funding constraints the programme is time critical.
