Castle Point Borough Council (CPBC) wish to appoint consultants to undertake a visioning study and report for the future of Hadleigh in Essex. The report must be, based upon the research completed, of what an Hadleigh town centre could look like in 2040 and detail recommendations of how this might be achieved once the proposed action plan has been completed. An area wider than the town centre area should be considered as part of the project, to ensure that the relationship between the town centre and local places of interest and recreation, such as Hadleigh Castle (maintained by English Heritage), the Salvation Army's Hadleigh Rare Breeds Farm, Glamping Site, and Country Park with the London 2012 Olympic cycling track are included and proposals to support and maximise the opportunities arising from these facilities are integrated successfully in the study. The report will help enable the Council to plan its policies, future land uses and interventions to ensure the town centre has a long-term sustainable future as the borough's principal town centre on the mainland. Research undertaken should include engagement with residents, businesses, stakeholders and visitors. The project has an allocation of £41,200 from the UK Shared Prosperity Fund for the work and the appointment will be by way of a competitive process requiring written quotations. The deadline for clarification questions is 21st June 2021, one week before the final submission deadline of 2.00pm on Friday 28 June 2024 and include reference CPBC PP REG 24/-1. Tenderers must submit their quotations to CPBC MUST be made in either pdf format or in a format which is compatible with Office 365 and documents submitted electronically via email to business@castlepoint.gov.uk by: 2pm on Friday 28th June 2024. The Contract for the work will commence on Tuesday 6th August 2024 and must be completed in its entirety by no later than Tuesday 14th January 2025.

Castle Point Borough Council in South Essex is currently producing a new Development Plan for the borough. The Council intends to submit the Local Plan to the Secretary of State in May 2025 when all associated actions are planned to have completed. As part of the process a viability assessment is required to support the submission and examination of the Local Plan, to inform the Council what level of affordable housing and s106 requirements are appropriate without rendering new development in the borough unviable. A draft report and comment, setting out all the assessment work undertaken and findings, prior to the completion of the updated viability assessment of the Local Plan is required. Applicants will be required to submit, as a minimum, the following: a method statement, a timetable setting out all tasks, examples of similar work, CVs for all members of the team and fee proposals. A vision led place-based approach is being taken to the Castle Point Plan, with the needs of the community and the needs of those organisations providing services and facilities to the local communities being at the fore of what how places change and grow. A critical component of the Castle Point Plan will be the approach taken to ensuring that residents can be healthy and live well. Sporting facilities and playing pitches have a role to play in providing these opportunities, as well as informal opportunities for recreation such as the use of green spaces. A Playing Pitch Strategy (PPS) and Indoor Built Facility Strategy (IBFS) were last prepared in 2018 and set out action plans for improving the quantity and quality of pitch and sport facility provision in Castle Point. Updates from sports' governing bodies were collected in 2022 and 2023 to inform updates to the action plans within these strategies. Additionally, a PPS steering group comprising representatives from different sports' governing bodies as well as Sports England and Active Essex meet bi-annually and liaise outside of meetings to facilitate delivery of actions arising from the strategies. In order to inform the emerging Castle Point Plan, a new Playing Pitch and Sports Facilities Strategy is required that provides a comprehensive update to the work undertaken in 2018. The new strategy should take a place-based approach to the consideration of needs and provision and should be informed by strong community and stakeholder engagement. This strategy is aimed at different stakeholders and the strategy should be adaptable to enable the use of the document for different needs. For example, the council will be preparing a recreation strategy and work from this strategy will feed into that workstream. Quotes are sought from suitably qualified and experienced specialists in the planning of playing pitch and sports facilities to undertake this work.

The swimming pool roof is part of the Waterside Farm Leisure Centre building and is located on the Western end of the building (the other roofs are not part of this Solar PV installation scheme). The Leisure Centre is part of the Waterside Farm Site, surrounded by service roads, sports fields, and parking areas.
