This Prior Information Notice (PIN) is to inform potential suppliers that Carmarthenshire County Council will be tendering for a new Financial Wellbeing Support Service in the next two months and is keen to engage with the market prior to undertaking the formal procurement process. The intention is for the new Financial Wellbeing service to consist of two Lots, Lot 1 being the delivery of a flexible, person-centred advice and support service to enable individuals and their carers to manage their money effectively and maximise their income. This Lot includes the provision of advice and support on welfare benefits. Lot 2 will be the delivery of an independent, confidential, debt advice service to help people address their problems with debt.

The Swansea Bay City Deal’s Digital Infrastructure Programme is exploring potential solutions to contract a commercial partner(s) to provide a gigabit capable connection to premises in the Swansea Bay City Region (Pembrokeshire, Carmarthenshire, Swansea, and Neath Port Talbot) that currently have poor broadband (<30mbps) and meet the following criteria:
White premises - Speed < 30mbps
Not in commercial plans as defined by OMR.
Not part of Project Gigabit or existing voucher scheme
We have recently concluded a tender process for the Better Broadband Infill Project, unfortunately, none of the bids received met the necessary criteria. In light of this, we would like to engage with the market to discuss the opportunity further before reissuing the tender.
We are considering increasing the budget allocated for this project while reducing the coverage targets to ensure a more viable and competitive process. This consultation will help align expectations and provide a clearer understanding of the project’s scope.
Carmarthenshire County Council is investigating the potential of engaging a service provider with technical and marketing expertise to run collective purchasing schemes for renewable energy products as part of a joint exercise with 5 Local Authorities.
The products might include Solar PV systems, battery storage, and EV charge points. If implemented, such schemes could potentially be run annually for homeowners and small business premises within the SW and Mid Wales regions.
The aim of such an initiative would be to enable residents to install high-quality renewable energy products at a reduced price.
Carmarthenshire County Council is developing a Framework for Housing Support Grant (HSG) funded Locality Based Floating Support.
The Council is seeking up to 5 Providers who will work geographically to deliver tailored, person-centred, trauma informed support to meet the needs of the individual and prevent them from becoming homeless, stabilise their housing situation, or help them to find and keep accommodation.
The intention is to award the Framework for a period of four years from 1st May 2025 to 30th April 2029 with the possibility of a 2-year extension.
The Council welcomes bids from existing and new providers with experience of delivering housing related support.

Carmarthenshire County Council is leading a ‘once in a generation’ health, wellbeing and life sciences development in south Llanelli, Carmarthenshire (Pentre Awel) that will create new state of the art infrastructure across four zones. The first phase (Zone 1) comprises 96mGBP of public sector investment to co-locate business, research, education, leisure centre, healthcare and café facilities in a unique 20,000m2 building. It will bring together private sector, public sector, universities, colleges, schools, residents, community and third sector, creating around 1,800 jobs and providing a range of training opportunities. Future phases include assisted living, nursing and extra care, hotel and housing.

The Council are seeking to partner with an EV infrastructure provider/operator at the Pentre Awel site in Llanelli, to provide relevant EV infrastructure that reflects the overall development. Discussions held with National Grid (NG) and the onsite electrical engineering team have confirmed an available overall capacity of 800mVa. It is expected that the contractor will pay for and own the hardware they install. The contractor will put forward a mix of chargers (in terms of speed – fast, rapid and ultra rapid) that would create a blend of infrastructure to support the users and visitors of the Pentre Awel site. Survey data will be made available to the successful Contractor to allow them to design prior to visiting the site. All ducting (for up to 30 spaces) and installation of the feeder pillar has already taken place.
The chargepoints must not incur any additional ongoing cost to the Council. The installation, operation, future upgrades and maintenance of the chargepoints and all hardware, software, metering & electricity supply, back office, payment, communication (including SIM fees), and call handling systems will be taken on by the successful Contractor. The Council seek an income via a profit share or annual lease arrangement over a 10 year agreement (that can be increased by an additional 5 years). Profit for the use of the units will be shared between the successful Contractor and the Council.
Any added value that the contractor may wish to offer will be considered during the review and scoring stage of procurement.
The Council are committed to enabling all residents and visitors the ability to charge their vehicles. We are focused on supporting the contractor to provide a site that will act as an exemplar to all EV users. The site must be designed to be compliant (as a minimum) with PAS 1899:2022 Electric Vehicles – Accessible Charging Specification and with the Welsh Electric Vehicle Charging Infrastructure Standards.
Anticipated access date for installation will be November/December 2024.
SBCD Digital Infrastructure Programme is seeking to procure the design, build, operation and maintenance of a new dark fibre network linking key public sector assets across Carmarthenshire. This network will enhance connectivity to the included public sector sites, expanding the footprint of any existing public sector owned dark fibre network as well as providing a wider footprint.
Carmarthenshire County Council, in association with Ceredigion County Council, Neath Port Talbot County Borough Council, Pembrokeshire County Council and Swansea Council will be undertaking a procurement exercise to establish a Framework Agreement for use by public and voluntary sector organisations based (or operating) in the counties of Carmarthenshire, Ceredigion, Neath Port Talbot, Pembrokeshire, Powys and Swansea for the provision of construction-related works. These organisations may include, but are not limited to, central Government departments and their agencies, non-departmental public bodies, devolved administrations, NHS bodies, local authorities, police, fire service, voluntary sector, charities and private sector organisations procuring on behalf of these bodies. Details of any Other Participating Bodies will be confirmed upon publication of the tender.
The Wales Pension Partnership (“WPP”) was established in 2017. The WPP is a collaboration of the eight LGPS funds (Constituent Authorities *) covering the whole of Wales and is one of eight national Local Government Pension pools.
The eight Constituent Authorities have an existing contract with Link Fund Solutions Limited to provide regulated third party operator services for WPP. The current contract is due to end in December 2024.
The contracting authority (Carmarthenshire County Council), on behalf of the WPP, shall be conducting a procurement process to appoint a regulated third party operator for WPP’s ACS sub fund requirements following expiry of that existing contract. It is anticipated that if a new provider is appointed, the contract will commence approximately 6 months prior to the expiry of the existing contract to allow for transition planning. The procurement will be conducted in accordance with the Public Contracts Regulations 2015 (or any replacement regulations that may come into force prior to the commencement of the procurement).

The appointed provider shall be required to engage directly with the existing operator’s current delegates (including investment advisors, investment managers and providers of transfer agency and fund accountancy services) and depositary for an interim period to facilitate service continuity.

Carmarthenshire County Council wishes to appoint a development partner to drive forward an exciting and ambitious redevelopment regeneration of the Tyisha ward, Llanelli.
The development partner will deliver sustainable, high quality, mixed use housing-led developments that considers the character of the area and helps the area to thrive through housing, employment, and environmental improvements. The developments will aim to become a prosperous gateway connecting both strategic sites of the new Pentre Awel development and Llanelli town centre.
This arrangement will be for servicing of boilers in the Council's social housing properties in addition to associated remedial works, installations or other associated works.
This Framework will be for the hiring of plant vehicles and associated machinery to the Council, both with and without an operator. The requirement includes heavy plant machinery such as excavators, gully emptiers, sweepers, telehandlers, rollers and dumpers etc., both with and without operators.
