On 1 April 2023 the local authorities of Allerdale Borough Council, Carlisle City Council, Copeland Borough Council (District Councils) and a proportion of Cumbria County Council will merge to form the new Cumberland Council. This process is known as Local Government Reorganisation (LRG).
LGR presents the new Cumberland Council with the opportunity to develop a story for Cumberland, a sense of place that celebrates its many historic, cultural and natural assets as well as providing communities , businesses and potential visitors with a clear sense of who we are, what we are proud of, what we have to offer - a story we can all buy in to and promote going forward. Proposals must have a good fit with the Cumberland Council Plan 2023-2027 by enabling positive outcomes for health and wellbeing, prosperity and the environment.
Design development of identity and graphic language based on the narrative. Develop a Cumberland Story and tool kit to be applied to visitor economy and other marketing activity.
Reactive mechanical and electrical maintenance - based on hourly rates - working time only, travelling time is to be included in the rates and not to be charged separately. All work is in the Carlisle and surrounding area (Carlisle City Council District - includes Brampton, Longtown and Dalston).
Planned electrical and mechanical maintenance - boiler servicing (to natural gas, LPG and oil appliances within commercial and domestic properties), emergency light, fire alarm, photovoltaic testing, as well as water hygiene and fire door checks. To be carried out as per the schedule and requirements detailed within Appendix 4.
Water Hygiene - flushing of infrequently used outlets. To be carried out as per the schedule of properties detailed within Appendix 4.
Fire Door Checks - To be carried out in accordance with statutory legislation and as detailed within the schedule of properties detailed within Appendix 4.
Emergency call-out service - the contractor is to provide emergency call out cover for the period 5pm to 8am on weekdays; and 24-hour cover on weekends and Bank Holidays. The contractor is to provide a contact telephone number to enable the reporting of callouts. Call outs will be expected to arrive on site within one hour. The contractor will deal with issues such as alarms going off, emergency boarding up of broken windows, problems with locks, floods, power failures, blocked drains etc. The contractor will be paid a monthly fee for providing cover and paid for each call out on top of the fixed fee. The contractor will also act as nominated keyholder to selected properties and attend in the event of intruder / fire alarm activations out of hours.
It has been identified following a recent Fire Risk Assessment that there is a requirement for suitable fire compartmentation to the lift and stairwell access points to be created at first floor level within the Civic Centre, Rickergate, Carlisle, CA3 8QG.
Carlisle City Council are seeking quotations to form a lobby access to enable 30-minute fire separation to both tower block stairwells and the lift shafts (Lot 1). In addition to this, it is also proposed to infill the floor area over the existing Ceremonial Staircase and partition off to create a storeroom beneath (Lot 2). The existing staircase will remain in situ with partitions built to enclose.
The above works will be split in to two separate lots and tenders are invited for either Lot 1 only, or both Lots 1 and 2 (but not for Lot 2 only).
