Cardiff Metropolitan University is seeking an established and experienced Security Contractor that can provide security officers to fit into the University’s existing security structure.

Strength and Conditioning Gym Equipment and Flooring
We are seeking to procure a range of high specification strength and conditioning equipment for a new gym for our performance athletes to train in to prepare themselves for the very highest level of national and international competitions. We wish to procure a range of gym equipment and the actual gym flooring along with tracks suitable for running/sprinting/sled. The tracks must be appropriate for athletes to train on in the required footwear. The procurement will be split into two lots, supply of the actual strength and conditioning equipment itself and the supply of the flooring and tracks. Occupational Health & Associated Services (for Cardiff Met Employees)
The University is seeking a high quality, clinically led, flexible occupational health service provider to provide an occupational health service for its employees, commencing from 1st April 2024. The University's intention is to award a contract for an initial term of three-years with an option to extend for a further period of up to 12 months.
The University outsourced this requirement to an external supplier to manage and facilitate in 2022. Prior to this, the service was delivered by an in-house occupational health advisor.
Creative Leadership & Enterprise Centre (CLEC) Framework for the Provision of Programme Development and Delivery Resources
Cardiff Metropolitan University is seeking to establish a Framework Agreement with a small number of suitably skilled and experienced executive teaching specialists to assist the Creative Leadership and Enterprise Centre (CLEC) in the continued design and delivery of its executive leadership and business growth programmes.
In utilising this framework agreement, we are seeking to appoint a pool of subject specialists to provide executive teaching, coaching and support services in a range of subject specialist lots to reflect leadership and business growth themes. The teaching will be required for existing externally and internally funded programmes and any future work programmes the CLEC team is successful in bidding for. As and when the executive teaching is required the CLEC team will “call off” from the framework and appoint supplier(s) to deliver the services for its customers.
As part of this procurement exercise, the University has considered whether the role(s) being sought need to be considered for the purposes of employment status. Supply, Installation and Maintenance of Laundry Equipment
Cardiff Metropolitan University is looking to appoint a supplier for the supply, installation and maintenance
of self-service laundry equipment and facilities at the University’s Cyncoed Campus and Plas Gwyn Halls of
Residence. Both locations currently consist of six washers and six dryers. The requirement is for the
successful supplier to provide a fully managed cashless laundry service.
The University is seeking to establish a Framework Agreement with a small number of suitably skilled and experienced translators to provide high-quality translation and simultaneous interpretation services.
The Framework will cover the supply of the following services:
Lot 1 – Written Translation from English into Welsh
Lot 2 – Simultaneous Interpretation from English into Welsh
Lot 3 – Multilingual Written Translation
The University is looking to procure high‐quality first aid training services to be delivered to students and staff of The Cardiff School of Sport and Health Sciences and The Cardiff School of Education and Social Policy (“the Schools”).
The Premises Cleaning contract at the University is currently outsourced. This contract is due to expire on the 30th of June 2026. A new contract is therefore required to be in place from the 1st of July 2026.
The University is seeking bids for an initial five-year term from the 1st of July 2026, with two one-year contract extensions available (5+1+1).
The new contract will involve the cleaning of all the University’s identified premises listed below, which is approximately 68,000m2:
• Alexander House, Excelsior Road, Cardiff, CF14 3AT
• Cyncoed Campus, Cyncoed Road, Cardiff, CF23 6XD
• Llandaff Campus, Western Avenue, Llandaff, Cardiff, CF5 2YB
The University’s estates ranges from traditional offices and teaching spaces to laboratories and sporting facilities.
The scope of services under this new contract will include the following:
• Scheduled routine cleaning
• Ad hoc /reactive cleaning
• Periodic cleaning
• Internal & external window cleaning
• Gutter, Soffits and fascia clean
• Provision of cleaning consumables, cleaning machinery and staff uniforms
• Light waste removal duties and carpet cleaning services
• Specialist clean of the University’s Allied Clinical Health Hub three times per annum
The Service should be tailored to fit around the use of the buildings and wider campuses and special consideration should be given to any periodic programme, given the holidays, out of term usage and three intakes of students each year. The academic environment is dynamic and changes with each new student intake and local circumstances. Almost by definition, the cleaning service must be flexible to deal with several situations and be output driven.
The cleaning of the University’s premises must be carried out in accordance with the following standards:
• British Institute of Cleaning Science (BICSc) standard
• NHS Wales National Standards of Cleanliness (2021) for all clinical areas
• Healthcare Inspectorate Wales (HIW) expectations for all clinical areas
The University is an accredited Living Wage provider and as such the University wants to achieve fair and non-exploitative working practices within this contract. The University has adopted the Welsh Government’s Code of Practice on Ethical Procurement in Supply Chains , which is designed to ensure that high-quality public services are delivered throughout Wales by a workforce that is treated legally, fairly and safely and is well rewarded.
To reflect this conviction the University has committed to paying the living wage for all the staff employed via our key out-sourced facilities management areas. As such, the cleaning staff currently employed by the incumbent supplier are paid the Living Wage. The University will therefore require the successful supplier to continue to pay those staff who work on this contract the Living Wage.
