Cardiff Council (“the Authority”) is the freeholder of various plots of land identified in the Site Plan included with the procurement documents. The Authority wishes to have the following outputs delivered across the Site;
(i) new Authority office space (including fit out) of no less than 120,000sq ft NIA (including a Management Suite of no less than 20,000 sq ft NIA), in addition there will need to be allowances for circulation, foyer and food and beverage space.
(ii) Capella Production Studio of no less than 32,000sq ft Net Internal Area (“NIA”), (iii) Events Hall building of no less than 40,400sq ft NIA (iv) associated road infrastructure and public realm space.
The Authority is seeking to appoint a developer to finance, design and deliver the outputs referred to above. The Authority will be making staged financial contributions towards the cost of delivering these outputs during the delivery phase(s).
Where the outputs (referred to above) are delivered within stipulated affordability envelopes (as set out in the procurement documents) the Authority intends to acquire those outputs from the successful bidder on practical completion
The Authority awarded an enabling works contract to ISG Construction Limited (“ISG”) on 22nd February 2023 via the SEWSCAP3 framework agreement. Subsequent to that, and in accordance with SEWSCAP3, the Authority entered into a main works contract on 22nd December 2023.
ISG Construction Ltd filed for administration on 19 September 2024 and construction works ceased.
As a interim solution to address issues brought about by ISG entering into administration and to address the urgent issues associated with protecting the project/site, the continuation of construction works and to allow sufficient time to undertake a compliant procurement process, the Authority has novated the enabling works and main works contracts for construction for a short-term interim period to the main sub-contractor appointed under the main works contracts.
Following the successes of Lot 11 (Neutral Vendor) of the South East Wales Technical and Professional Services (SEWTAPS) Framework, this Framework has been established as an evolution and replacement of the Lot, addressing the need for a dedicated Neutral Vendor Managed Service Framework for Technical and Professional services solution for use by Public Sector Customers throughout the UK.
The Neutral Vendor Managed Service Provider will provide a secure, unbiased, high quality managed service provision to support the delivery of consultancy projects and professional services requirements across the wide scope of potential requirements, through management of their fully vetted Supply Chain Provider Pool.
Common drivers for commissioning such expertise, include the need for specific technical skills, additional capacity, sector-specific insights, innovation and experience, and the value of an independent, objective perspective.
Engaging professional and consultancy services can provide access to a wealth of expert advice, specialist knowledge, and enhanced capabilities that may not be readily available internally.
This Framework can be used and Call-Off Contracts may be entered into with the Contractor under this Framework by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023) including but not limited to Government Departments and their Agencies, Non-Departmental Public Bodies, Central Government, NHS Bodies, Local Authorities, Emergency Services, Coastguard Emergency Services, Educational Establishments, Registered Social Landlords and Registered Charities who have a need to purchase the above services (including any successor in the exercise of their statutory or public functions). Other public bodies exercising their functions in, or in relation to the UK but not specifically referred to above may also use this Framework. The Framework may also be used by non-Public Sector organisations to comply with conditions associated with the use of public funds for those specific projects (including but not limited to Section 106).
