The Councils are seeking to appoint an enforcement Contractor via this procurement exercise, to deliver off street parking enforcement and associated tasks such as, but not exclusively, cash collection, surface and multi storey car park management. Each Council will manage and oversee the strategic & operational aspects of their own Contracts. The intention is that this procurement will operate on a schedule of rates, which will be applied to both parking enforcement and car park management.

Cannock Chase Council Tree Planting - Winter 2025-26
The planting of 258 trees. To include the installation of three tree stakes, metal mesh guard, three tree ties, irrigation bag with pipe and bark mulch per tree. The trees themselves will be supplied to the Contractor by the Council. The contractor will be responsible to supply all other materials.

The councils wish to procure an agreement for a single supplier to provide Structural Appraisals in accordance with the Building Regulations 2010 - Part A, and verification of drainage design calculations in accordance with Building Regulations 2010 - Part H.
Please note that this procurement may be impacted by Local Government Re-organisation:
1.1 In December 2024 the Government issued a White Paper on Local Government Re-Organisation entitled the "English Devolution White Paper".
1.2 In March 2025, Stafford Borough Council and Cannock Chase District Council submitted their suggested re-organisation plan to the Government and are awaiting a response.
1.3 Final proposals will be submitted in November 2025 and implementation of the changes is expected by Government to be by 2028 at the earliest.
1.4 Whilst the expected impact of most changes to Local Government will be settled at government level (Change in Law) please be aware that it may be government policy or expedient that any affected party will be recommended to agree bi-lateral or multi-lateral changes to their existing contractual arrangements.
1.5 Updates on proposals and changes can be found on the Stafford website and Cannock website.
2 The parties agree that in the event of a Local Government Re-organisation:-
2.1 that reorganisation of local authorities may result in the transfer, assignment or novation of this Agreement in whole or in part to a successor authority or successor authorities. Such transfer assignment or novation shall not constitute a breach or require consent and the [contracting party] consents to the transfer assignment or novation of this Agreement in whole or in parts to any successor authority(ies) established under the local government reorganisation legislation and that as a consequence, the obligations and rights under this Agreement shall continue to apply and be enforceable by or against any successor authority(ies) following a local government reorganisation; and
2.2 the parties acknowledge that if applicable the Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply and agree to comply with all consequential and reasonable obligations arising thereunder.
2.3 the parties acknowledge that any new organisation(s) may utilise or create and manage all and any existing or required framework agreements relating to the provision of the services provided under this current agreement.

Framework Agreement for the Provision, Erection and Removal of Scaffold (IA3509)
The Council placed a notice on 04/11/2024 on Contract Finder, seeking expressions of interest from potential providers for the provision, erection and removal of scaffolds to Council-owned properties in the Cannock Chase District via a framework agreement.
The provider submitted a tender for inclusion on the framework agreement on 11/11/2024.
The Council in consequence of the process detailed above selected the Provider to enter into the Framework Agreement to provide the Works to the Council from time to time on a call-off basis in accordance with the Framework Agreement.
The Framework Agreement sets out the award & ordering procedure for works, the main terms and conditions for any Call-Off contract, and the obligations of the Provider during and after the term of this Framework Agreement.

Framework Agreement for Hybrid Mail and Annual Billing
Cannock Chase District and Stafford Borough Councils are shire districts within the County of Staffordshire.
The Councils have shared a number of services since 2011, including Revenues and Benefits, Finance; ICT, Building Control, Legal Services and Human Resources. From April 2023, the two Councils now share a Chief Executive, Leadership Team and all services excluding those funded by the Housing Revenue Account.
The Councils operate a Hybrid Working Model, whereby most staff split their working time between home and office bases. Some remote work is undertaken by visiting officers from customers' homes or places of work.
Having trialled a Hybrid Mail solution within the shared Revenues and Benefits service, the Councils now seek a long-term provider of this service and so provides this opportunity for suitable providers to tender for either or both of the two Lots.

All works will be undertaken within the district of Cannock Chase. The majority of work will be undertaken to properties within the Council’s rented housing stock. On occasion works may also be instructed to be undertaken to Leasehold properties on the Council owned flatted blocks, Council owned Corporate buildings with domestic grade heating systems, private properties requiring heating system alteration works funded through the Council as a Disabled Facilities Grant and other works where requested via the Council’s Private Sector Housing section.
