LLW Repository Ltd (LLWR) has procuring a Framework Agreement for Expert Support & Alternative Treatment as follows:
Lot 1 - Packaging Inspection Support: Undertaking quality activities, including various types of inspections, readiness reviews etc. to support packaging manufacture (NOT AWARDED)
Lot 2 - Packaging Licensing Support: Provision of licensing capability support, including delivery of licences, production of transportation documentation, technical assistance etc. (1 supplier)
Lot 3 - Expert Support: Provision of expertise to support the delivery of various radioactive waste management projects, including production of strategy documents, technical analyses, providing on-site project management for large, complex jobs etc. (NOT AWARDED)
Lot 4 - Alternative Treatment: Provide access to the market for the identification, exploration and implementation of new and alternative treatment solutions for radioactive waste management, including: problematic waste streams, other complex waste streams, delivery of trials and solution deployment (1 supplier)
The estimated value is £12m over 4 years for Lot 2 and 4, although the agreement is formally zero-value with no spend guaranteed.
The Framework will be for use by organisations that either currently hold, or may in future enter into, a Waste Services Contract with LLWR. These organisations include private sector bodies, plus public sector bodies that fall into one or more of the categories detailed in the associated TED/OJEU Contract Notice.

RWM - 001 - Environmental Assessments to Support Marine Licence Applications
The Consultant is required to undertake desk based underwater noise modelling and assessments to identify if there could be any environmental impacts associated with areas where marine seismic surveys will be undertaken (e.g. impacts such as physiological or behavioural effects on local marine ecology such as fish, marine mammals and birds). The assessments are to focus primarily on designated habitats and protected species at the individual level although implications at community and ecosystem level should also be considered. Assessments should also include wider environmental considerations and ecosystem services if and where appropriate. All assessments should be backed up by evidence and peer reviewed literature to support the conclusions. It is anticipated that the seismic surveys are to be undertaken in up to four inshore areas in English waters during 2022, using standard seismic surveying techniques, and could require four to seven marine licences (this is based on the potential for 2D and 3D surveys being required at three of the inshore areas using different vessels at different times). All licence applications will have to include environmental evidence needed to address regulator requirements and the relevant marine plans to help ensure successful licence applications in line with relevant marine plans. The consultant may also be required to provide ad hoc environmental advice during the marine licence process itself and also to provide support during 2022 when the seismic surveys take place. Additionally aerial surveys may be required in 2022 to support the seismic surveys. Based on regulator advice so far and the activities being proposed, our working assumption is that Environment Impact Assessments will not be required to support the marine licence applications.

D1203 Ventilation Improvement Project - the existing D1203 ventilation system is to be upgraded and requires a new space extract system; designated system 320 which will be designed by Dounreay Site Restoration Ltd (DSRL / the Employer). The Ventilation Design Consultant shall assist the Design Manager and Lead Designer in the discharge of their duties by providing technical expertise and advice to support the development of a fit for purpose design for the D1203 replacement ventilation system. Specific tasks and timeframes will be instructed by, and agreed with the Lead Designer or Design Manager, to meet project requirements.
A Contract (CC9 Consultancy Agreement) has been awarded by Dounreay Site Restoration Limited (DSRL) for engineering services and has appointed a Ventilation Design Consultant for the above project and associated works

Expert Support & Alternative Treatment Solutions - SQE Support and Expert Support
These services were originally Lots 1 & 3 of the procurement for the Expert Support & Alternative Treatment Solutions Framework (TED Reference: 2020/S 133-328094, CTM Reference: rft12133), and were removed from that procurement in order to maintain its integrity when required amendments were identified to these Lots. These Lots will be let with end dates to bring them in line with Lots 2 & 4 (see section 1.4), with the option for LLWR to extend the end date for a further nine months. A summary of the changes made to the Lots is: • Lot 1 requires additional support to verification and validation of on-going work, work packs and records, compliance audit and assurance support; • Lot 3 requires waste assurance, compliance and auditing support. Further detail is provided in the individual scopes of work, and any additional requirements relating to pricing are reflected in Appendix 10 to this ITT.

Wylfa Electrical Overlay System - Phase 2 On Site Distribution
Magnox require the design, supply and installation of a new Electrical overlay system at their Wylfa Site in North Wales. This will require design, civil and electrical works under provision of a complete turnkey project. A new and independent electrical infrastructure system is required that will meet modern standards, and is appropriate for the site's present and future electrical load. The scope of work involves the design, manufacture, supply, build, cable & switchgear installation, works-test, delivery to site, off-loading, moving into final position, installation and testing/commissioning of the electrical systems and civil structures. A detailed design of the electrical infrastructure system, taking into account the electrical demand, location for the loads, type of switchgear, transformers, electrical protection, metering equipment, cabling, cable routing etc. is required along with all construction works to support the electrical infrastructure A 2000 KVA District Network Operator (DNO) supply is available at the site boundary which is to supply new 11 KV Switchgear, which in turn will supply two new 11 KV / 415 V Package Substations (PS), one in the Switch house and the other on-site which will support the existing site electrical demand

This Contract Award notice relates to the Treatment & Conditioning Services Framework. The framework scope is the treatment and conditioning of radioactive waste. This includes but is not limited to soft/solid combustible/compactable wastes through to oils, liquids, resins etc. and covering activity levels ranging from lower activity low level waste up to boundary waste and beyond including radioactively contaminated chemical and hazardous wastes.
Please note that the "Highest value" field in the Contract notice is indicative only, as this is a zero-guaranteed value framework.
The Framework can only be accessed via LLW Repository Ltd trading as Nuclear Waste Services (NWS) and will be for use by organisations that either currently hold, or may in future enter into, a Waste Services Contract with NWS. These organisations include private sector bodies, plus public sector bodies that fall into one or more of the categories stated below.
Public sector bodies that fall into one or more of the following categories may utilise the Framework via a Waste Services Contract with LLWR:
1. Any of the following and their future successors:
(a) Ministerial government departments;
(b) Non-ministerial government departments;
(c) Executive agencies of government;
(d) Non-Departmental Public Bodies (NDPBs), including advisory NDPBs, executive NDPBs, and tribunal NDPBs;
