The Western Health and Social Care Trust (the Contracting Authority) wishes to appoint 2 Economic Operators to enter into frameworks for the provision of Minor Building Works and Building Maintenance Works (including reactive and planned maintenance) for the Western Trust Estate. The project is for the provision of Minor Works to properties within Western Health and Social Care Trust for a period of 4 years. The Contracting Authority is seeking to appoint a maximum of 4 nr Contractors to a framework (with 1 nr Contractor appointed to each of Lot 1, Lot 2, Lot 3, Lot 4 with Lots 3 and Lots 4 appointed as reserve. Lot 5 is for Trustwide mini competitions, all successful economic operators will be eligible for these work packages) under which the Contracting Authority may enter into Call-off Contracts for the provision of Minor Building Works and Building Maintenance Works. For the purposes of the Framework Agreement works are defined as any Building Maintenance or Minor Works Scheme with a cost of between £100.00 and £400,000.00. Minor works schemes may comprise new buildings, extensions to existing buildings, conversion/refurbishment of existing buildings, and may incorporate Mechanical and Electrical Building Services, directly employed labour, Civil Engineering, Roofing, Flooring, Windows, Painting, Glazing Works, and other related specialist works. It is a condition of the framework agreement that the Economic Operators shall make provision to have available any works required 24 hours per day and 365 days per year (including all weekends and all holiday periods).

Works will comprise the refurbishment of existing vacant Ward space, and adjoining rooms, to create new cellular consultation rooms and waiting area. New acoustic partitions, suspended ceilings, floor finishes and wall finishes will be required throughout. All services, both mechanical and electrical, will be extended from the central plant room of the main hospital block into the new eye clinic space. Mechanical works will comprise the installation of a new low temperature heating system, new supply / waste pipework and dedicated ventilation / cooling systems. Electrical works will comprise the installation of new data, small power, general lighting, emergency lighting, automatic smoke alarm and detection. The South Eastern Health and Social Care Trust Estates Department is seeking to appoint a maximum of 2 Nr Economic Operators for the provision of Building Maintenance and Minor Building Works via a Term Service Short Contract. In addition to the two Economic Operators appointed to two lots, a further two suppliers will be appointed as Reserve Economic Operators. The contract may incorporate Mechanical and Electrical Building Services, Civil Engineering, Roofing, Flooring, Windows, Painting, Glazing Works, and other related specialist works. Further details of what services are likely to be included are shown in the Draft ITT Documents. The Framework Agreement shall be awarded for a period of three years duration subject to the on-going satisfactory performance of the Economic Operator. The Contracting Authority may implement an option to extend the framework for a period of up to one year beyond the initial three year term of the framework.

Refurbishment of the Old Redundant Boiler House. The aim of this scheme is to create weathertight, useable, compliant space. The whole external of the building is needed to be made weathertight, roof, walls, windows and doors. Internally a new LPHW heating system is required. Alterations required for the Day Centre to relocate into Westlands Annex wing, and the Adult Centre expanding into the vacated Day Centre. Works will comprise the alterations to some walls and doors replacement of some floor finishes, walls and ceiling finishes, alterations for some new electrical services, fire alarm and detection cabling and data cabling. Modifications will also be required to the existing domestic water supply, with installation of new sinks where required. Externally, a new accessible ramp leading to automated doors will be installed to the current Building Regulations.
