On behalf of SMP Alliance working with Highways England (Costain Ltd, Balfour Beatty Civil Engineering Ltd, BMJV, Flour Ltd, Jacobs, WSP Ltd) we require gantry services to support our smart motorway programme. This scope of works covers the provision of all necessary people, equipment, plant and materials for the design, construction and maintenance of gantry takedown and gantry erection works in connection with the Smart Motorways Programme (SMP) Alliance programme of works, including where applicable any temporary works design. The gantry supplier network shall also provide dedicated supervision at all times during delivery of the programme of works. The gantry supplier network will be expected to work with the Alliance to; - further develop the final gantry design solutions across the Alliances programme of works - develop its fabrication, delivery and installation programme for gantry erection - develop its gantry takedown programme It is intended the gantry supplier network will form part of the SMP Alliances overall supplier network which will be embedded into the Alliance, operating in a truly integrated enterprise environment. LOTS There are two (2) lots available: Lot 1 - Design Services Lot 2 - Fabrication, delivery and installation of new / refurbished gantries & removal, demolition and disposal of existing gantry structure The providers will be required to work nationally on a works allocation model supporting the Alliance partners. On behalf of SMP Alliance Partners working with Highways England (Costain Ltd, Balfour Beatty Civil Engineering Ltd, BMJV, Flour Ltd, Jacobs, WSP Ltd) we require the following scope of works: to support the SMP Alliance in the design, development and pre-construction planning of the smart motorway programme with respect to drainage systems, all necessary people, equipment, plant and materials to undertake drainage surveys, all necessary people, equipment, plant and materials for the supply, construction and maintenance of drainage systems as described in GC501 (drainage systems), CD529 (outfalls & culverts), CD530 (soakaways), CD531 (reservoir pavements), CD527 (sumpless gullies), CD534 (chamber tops and gully tops), all necessary people, equipment, plant and materials for the construction and maintenance of the drainage remedial works including where applicable any temporary works design, Removal of existing drainage systems, barriers systems and any other associated works (e.g. site clearance / earthworks) to facilitate installation of drainage systems / remedial works to existing drainage systems. The intent is deploy a regional model aligned to the defined On-Site Assembly Partner regions (North, Midlands & South). Applicants will be able to confirm which regions they wish to apply for, and have the ability to apply for more than one region. The authority will be looking to appoint a minimum of two suppliers per region. Successful applicants will form part of the SMP Alliances overall supplier network, and will be expected to work together in an enterprise model both within the drainage and wider supplier network. This notice has been issued in order to establish pre-qualified suppliers, for which Alliance Partners can utilise to seek future quotations in relation to the scope of works providing the applicants satisfy the minimum requirements (below). Scope of services are to include (but not limited to): - • Undertaking an assessment of Biodiversity, No Net Loss / Net Gain in line with up-to-date guidance • Establish and map the presence, or likely presence, of invasive non-native species, protected species in line with up- to-date guidance; and • Prepare the ecological inputs to an Environmental Management Plan for the works and provide data to support subsequent detailed design • Provision of Ecological Clerk of Works • Arboriculture surveys in line with up-to-date guidance • Noise surveys in line with latest guidance • Landscape surveys in line with latest guidance • Heritage surveys in line with latest guidance • Archaeology surveys in line with latest guidance • Groundwater surveys in line with latest guidance • Air quality monitoring surveys in line with latest guidance It should be noted that National Highways do not form part of Contracting Authority and will be the Client under this agreement. Please include a brief description of the works undertaken, start- and end-dates, and the value. • Confirmed acceptance of NEC4 terms and conditions • Any geographical preferences and available resources • A short statement (no longer than one A4 page) supporting your expression of interest, explaining why SMPA should select your company to tender these works. This statement will be used to help shortlist potential tenderers in the event that an unmanageable amount of responses are received. • Competency pre-requisites: applicants must provide proof of relevant qualifications and experience for the respective surveys. Note any applicants successful at moving through to award would form part of SMPA's overall supplier network, and would be expected to work together in an enterprise model both with other survey partners and the wider supplier network.
