These programmes include the Ocean Country Partnership Programme (OCPP) and the Animal Health Systems Strengthening project, among others. As part of this work, Cefas hold workshops, conferences, and other events of this nature across the African region, to engage with in-country partners and stakeholders. Cefas requires the Supplier to provide regional support for a number of activities related to these events. This programme has been central to the UK Government’s ambition of leading action to tackle the serious global problems of overfishing, species extinction and climate change. Protecting over 4 million kilometres squared of ocean, the programme is vital in meeting the UK’s commitments through the Global Biodiversity Framework, the 30by30 target, and UN Ocean Decade. In January 2026, the Blue Belt programme will undertake a scientific expedition around the Caribbean Islands of Anguilla, Turks and Caicos, and the Cayman Islands, collectively representing around 365,000 km2 of UKOT seas. The survey will provide scientific research and capacity building across several scientific disciplines, including oceanographic, hydrographic and ecological studies. Research will include seafloor mapping, ocean biogeochemistry, and marine biodiversity monitoring. There will also be one day spent in port at each territory, providing an opportunity for engagement with UKOT communities and to accept visitors on board. Aligning with the 10-year anniversary of the Blue Belt Programme in 2026, the Caribbean Survey presents a significant and rare opportunity to showcase UK marine science capability and outreach in the Caribbean UK Overseas Territories. It builds on the success of previous surveys, such as the Discovery 159 expedition around the islands of Ascension and St Helena in 2022. The Ocean Country Partnership Programme (OCPP) is funded through UK official development assistance as part of the UKs Blue Planet Fund. It aims to strengthen marine science expertise, develop science-based policy and management tools, and create educational resources for coastal communities under three main objectives described in terms of marine pollution, sustainable seafood, and marine biodiversity. It supports activities in partnership with country governments directed towards capacity building for marine science in local institutions organisations and communities. Despite the significant funding made available, ensuring programme outcomes are supported beyond the life of the programme will require securing long term resilient financial flows to sustain marine pollution and water quality activities established under the OCPP programme. Under the OCPP, Cefas will use existing experience of collaboration at an international level, to develop innovative science techniques and analyses with OCPP partner countries that address marine pollution challenges. The Supplier will design, organise and deliver a climate change teacher training pilot scheme in a minimum of two provinces of Sri Lanka, covering one urban location (e.g. Western province/Colombo) and one rural location, which will be identified by the supplier and agreed with Cefas, in Sinhala and Tamil languages. The pilot scheme will utilise physical and digital education material on climate change which have been previously produced by OCPP in collaboration with government partners in Sri Lanka, in English, Sinhala, Tamil. A sample of these materials is available in the Bidder Pack and the full materials will be provided in full to the successful Supplier at Contract inception. Additionally, we require the supplier to incorporate knowledge on how GEDSI impacts climate change into the training. As part of an ongoing research project, Cefas is collaborating with Defra and industry partners to carry out dredge fishing surveys with the aim of determining harvestable biomass of king scallop in the main fishing grounds around England. This Contract seeks to secure a suitable vessel and all management, crew, victuals, fuel, and other services necessary to carry out the requirements. Aims and Objectives The main objectives of the survey will be to: - carry out tows at predetermined survey locations using Newhaven commercial and modified scallop dredges; - count and measure all king scallops in designated survey dredges and retain samples for further analysis in the laboratory; - identify and count bycatch species. Cefas will provide two scientists to oversee the survey operations and undertake the scientific data collection, working with the vessel crew to deliver the objectives of the survey. The Skipper will be required to discuss and agree with the scientists a Detailed Operational Plan (DOP) before commencement of the survey, including the overall objectives and tow locations. This may be done via telephone, video call or onsite visit to the supplier (whatever is more practical with the time permitted). 4. Scope of Requirements Cefas is collaborating with Defra and industry partners to carry out dredge fishing surveys to assess harvestable biomass of king scallop in the main fishing grounds of the English Channel, the Bristol Channel, and along the Yorkshire/Durham coast. The contract is estimated to start in August 2025, or as soon as possible after award. The initial Contract period will be to 31 March 2026, to cover one survey in September 2025, with the option to extend for 3 further periods of 12 months each, subject to funding confirmation. If extended, the requirement will be for one survey in May and one survey in September each year. The aim is to carry out a combined total of up to 260 tows on an annual basis, each tow with the gear on the ground for a duration of 15 minutes, at a speed of 2.5–3.0 knots, using a combination of Newhaven commercial and modified scallop dredges which are deployed simultaneously. 5. Survey Area and Time of Operation / Delivery Period The May survey will be carried out over a period of 12–15 days in specified areas within ICES Divisions 27.7.e and 27.7.f (see Figure 1 below). It shall start as soon as possible after 1st May 2025 and be completed as soon as possible (weather permitting, while adhering to safe working conditions). The September survey will be carried out over a period of 10 days in specified areas within Division 27.7.d (see Figure 2 below) and Division 27.4.b (see Figure 3 below). It shall start as soon as possible after 1st September 2025 and be completed as soon as possible (weather permitting, while adhering to safe working conditions). The exact start and end dates of each survey may vary between the years of the potential Contract extension periods and will be agreed in the Detailed Operational Plan (DOP). Weather forecasts and tides (spring/neap) should be factored into the timing of the surveys and may require flexibility.
