Ageing Better is planning to commit significant resource to fight against the widespread use of derogatory and harmful stereotypes in the pursuit of a more positive and realistic understanding about later life across the country. For this Invitation to Tender we are looking to commission research to provide us with a foundational understanding of how ageism manifests and impacts older people. This project will inform a future large scale, multi-year, national campaign to shift public attitudes and behaviours towards ageing and older people. We are looking to commission research to support audience identification, insight, segmentation and potential messaging to inform a future national, public-facing campaign to stamp out ageism. We would expect this work to be completed within six months. Where this isn't possible, we would expect bidders to detail this and propose suggestions for how the timeline could be kept to six months. The contract value is between £78,000 (excl. Our age-positive image library is currently entirely hosted and exists on the Digital Asset Management (DAM) system, ResourceSpace. Our ambition is to fully integrate the image library with the existing Ageing Better website, moving away from using ResourceSpace for public access. This will hopefully ensure more control over the image library and its functionality, an enhanced user experience, and more integration between the image library, the Ageing Better brand and other content that sits on the Ageing Better site. This project will require back-end and front-end web development work, to add DAM capabilities to the existing Ageing Better Drupal 9.3 website. While the library should be integrated with the Ageing Better website from a front-end perspective, and made clear that this product is part of the website, it will likely exist as a sub-section of the site, with its own navigation and page templates. We expect the project to be completed within three months of commencement. Bids should not exceed £30,000 excl VAT, for custom development and integration of Drupal or 3rd party features. The selected system will be a cloud-based phone system that utilises soft phone apps via mobile phone and laptop computer. Cost, ease of use, call quality and reliability are key to our decision. We have 16 desks across 3 islands in our office and 3 desk phones - one for each island. We also require a connection for one conference phone situated in a meeting room. We have around 60 staff all of whom will require soft phone apps for both mobiles and laptops. The system needs to be scalable to accommodate fluctuating staff numbers. We need the new system to be installed, and active by the 5th of December 2022. The budget for this project is £25,000 to £30,000.

The Centre for Ageing Better is looking to commission an evaluation of different models of home improvement services across England. We anticipate the evaluation will run for 18 months, beginning in April 2023 when the contractor is appointed. The objectives of this evaluation are as follows: • Fill an evidence gap in research around home improvement services • Provide case studies of areas of best practice which are currently delivering high quality services • Demonstrate to national and local policy makers the impact of comprehensive home improvement services on individuals' health and wellbeing, and on wider housing, health and social care pressures. • Fill an evidence gap in research around the impact of home improvement services • Inspire local policy makers to improve their service offer using learning from case studies about how best to implement change • In order to achieve the above, we anticipate the evaluation will take part in 2 phases: 1. Mapping exercise of existing home improvement services 2. Evaluation of sample of best practice services We have a total budget of £420,000 (excl. VAT) to cover both phases of the evaluation, however there is additional budget for dissemination activities. We would welcome bids from organisations or consortiums who can demonstrate capacity to deliver this project within the time and quality framework required. Ageing Better and Greater Manchester Combined Authority (GMCA) have been working in partnership since 2016 to build the evidence base on effective employment support for over 50s, with the aim of developing and testing a new approach for this group. Ultimately, Ageing Better would like to use this evidence to encourage more places to commission effective services and to influence government to fund a national employment support service for over 50s. The next stage in this process involves GMCA commissioning an employment support programme for economically inactive residents, with tailored support for individuals. As part of this programme there will be a specific element of support for those aged 50+. The 50+ offer is based on co-design work carried out by Humanly in partnership with GMCA, DWP and Centre for Ageing Better developing and testing new ideas on how to achieve better employment outcomes for over 50s. This contract focuses on the evaluation of the 50+ offer, although the evaluation will need to set that specific offer in the context of the wider pilot programme. We are working with the government and employers to create the right conditions for more people over 50 to be in fulfilling work. We are currently leading the Age-Friendly Employer Pledge, a nationwide programme for employers who recognise the importance and value of older workers, and have developed a range of employer facing resources including a five-point framework to help employers create age-friendly workplaces, a Good Recruitment for Older Workers (GROW) toolkit, and a flexible working toolkit. We want to commission a team to conduct evaluations of both the Pledge and GROW pilots - please see the ITT for more details. We will be hosting a Zoom webinar on 25 October which will give potential bidders a chance to hear more about the Pledge and GROW alongside our ideas for evaluation. There will also be an opportunity to ask us questions directly about the ITT. This meeting will be recorded and shared on this page following the event so that bidders who are unable to make it can hear what questions/answers were given. We believe that everyone, no matter their age, background or ability needs a good home that is safe, healthy and secure. Our engagement with stakeholders has identified that there is appetite locally, specifically at practitioner level to improve and enhance home improvement and support offers, but it is not always realistic, practical nor feasible to create or redesign a whole new service that replicates the Good Home Hub model. In response to this, the Centre for Ageing Better would like to support local areas to improve and build on their current offer of home improvement support by creating a suite of tools to improve existing delivery and support local practitioners to expand their service offer. Age-friendly Communities are localities committed to adopting the World Health Organisation's Age-friendly Communities approach. By following this approach, local groups, leaders, councils, businesses and older residents work together to identify and make changes in both the physical and social environments. This includes improving transport, outdoor spaces, volunteering and employment, leisure and community services. Centre for Ageing Better provide the secretariat for the UK Network of Age-friendly Communities, led by our Localities team. We are seeking to commission the creation of an impact report summarising the positive and promising impact that Age-friendly Communities are having on their older residents and communities overall. We are looking to evidence the potential benefits of taking the Age-friendly Communities approach, the role the UK Network of Age-friendly Communities has played in realising these benefits and how adopting the approach might have resulted in change that wouldn't have happened anyway. Due to the scope of this commission this is not a comprehensive evaluation of Age-friendly Communities or the UK Network. The output of this project will be designed into an accessible, compelling format and shared with internal and external stakeholders, to help make the case for Age-friendly Communities, locally and nationally. Just under 8 million people are living in poor-quality homes that are a serious risk to their health and wellbeing. Many people need to make changes to keep their homes accessible, safe and warm but do not have the information and support they need. The Centre for Ageing Better's Good Home Inquiry identified the need to increase the confidence, means and capability of individuals to make changes to their home. A key recommendation was to make sure that everyone has access to local delivery bodies that provide or signpost to information and advice, finance, home repairs, adaptations and energy efficiency services. Ideally these services would be organised as a one-stop shop from the consumer perspective, even if delivered by various organisations. We call this model a Good Home Hub. The Centre for Ageing Better is seeking to commission a process and impact evaluation of a new service in Lincolnshire, 'Good Home Lincs', that brings together a number of new and existing services identified in the Good Home Hub model. This evidence will be fundamental in underpinning decisions on the next steps for the Good Home Lincs service model. It will also provide information to support Ageing Better to articulate how Good Home Hubs lead to impact for people, supporting both local and national policy makers in decisions related to these services across the country. According to the 2021 census, one in five people aged 50-64 are Disabled. This group are significantly less likely to be in employment than those without a disability - around 48% of Disabled 50-64s are in employment, compared with around 80% of those without a disability. Older Disabled workers are at risk of getting left behind by all-age disability employment initiatives: just 18% of participants on the Work and Health programme in their 60s gets a job. Narrowing this gap will be crucial to enhancing the financial security and wellbeing of Disabled people as they age and addressing the UK's productivity challenge. We are seeking a research and co-design partner to work with us and our Experts by Experience Steering Group to help us change this. Specifically, we are looking for a partner to undertake qualitative research identifying areas of opportunity where changes to policy and/or practice would support more Disabled people in their 50s and 60s to access and remain in work. An often-overlooked fact is that many will have acquired their disability over the age of 50 - but a not insignificant proportion will have a longstanding disability that they are ageing with. The latter group is more likely to identify as 'Disabled' and have greater experience of navigating and accessing support - but are also more likely to enter their 50s in a worse economic position than others due to the disadvantages faced by Disabled people throughout their life. We want this project to investigate and reflect these differences. The insights garnered through this project will be particularly crucial at a moment when the Government and opposition parties are expressing more willingness to provide more employment support to workers with disabilities and long-term health conditions - and to making sure that the voice of people aged 50 plus are heard in the upcoming consultation on changes to the Work Capability Assessment. The Centre for Ageing Better is please to invite you to submit a tender for 'Developing culturally sensitive and inclusive Good Home Hubs'. We want everyone to be able to live in a safe, warm and well-maintained home. But we know too many people currently live in homes that are unsuitable, unsafe and could even endanger their lives. People from Black and Minority Ethnic (BAME) backgrounds, with disabilities, living in poverty and in certain parts of the country are significantly more likely to be living in a poor-quality or over-crowded home or one that does not meet their access needs. The Centre for Ageing Better's Good Home Inquiry sought to determine the causes of, and solutions to, the poor quality of so much of our housing in England. A key recommendation was to make sure that everyone has access to local delivery bodies that provide or signpost to information and advice, finance, home repairs, adaptations and energy efficiency services. We call this model a Good Home Hub. It is essential that the solutions we promote, such as the Good Home Hub, reflect the needs of at-risk communities both in terms of design and implementation. We are looking to work with an individual or agency with experience using co-design methods with public sector audiences, to create resources and tools to support more local authorities in the UK to adopt age-friendly approaches. Age-friendly Communities are localities committed to adopting the World Health Organisation's Age-friendly Communities approach. By following this approach, local groups, leaders, councils, businesses and older residents work together to identify and make changes in both the physical and social environments. Centre for Ageing Better provide the secretariat for the UK Network of Age-friendly Communities, which currently comprises a membership of 89 local authorities. We are aiming to grow this network, as well as the number of local authorities who are taking specific action to address inequalities in ageing. We are looking to commission an individual or agency to work with us to lead a design process to create a small number of tools and resources to support places to be more age-friendly. The tools will be co-designed with and tailored to the specific types of local authorities - and audiences within them - where we can best focus and increase our impact. The ideal candidate/s will be experienced in co-design methods, with strong stakeholder engagement skills and knowledge of ageing and of local government.
