This Competitive Flexible Procedure will be conducted in two stages. Under Stage 1 requests to participate will require potential Suppliers to meet conditions of participation to reduce the number of Suppliers proceeding to Stage 2.
The provision of a comprehensive and high-quality maintenance service including associated works tasks to maintain a functional and safe operational environment.
The requirement is for the provision of handyman services to maintain an outdoor shopping centre, which contains 85 retail units. The maintenance services are to be provided for the upkeep of the shopping centre's building and surrounding areas (public and communal), working according to the site's Planned Preventative Maintenance schedule, as well as addressing any reactive maintenance needs on a day-to-day basis.
The services will support a team consisting of a maintenance supervisor and two maintenance operatives, working a standard 40-hour week, across 5 days. Each member of the team will work one Saturday every three weeks, with a compensatory day off on the following Monday.
The scope of handyman works will include, but not be limited to, the following:
• General Upkeep
• Planned Preventative Maintenance (PPM)
• Reactive Maintenance
• Cleaning and Waste Management (where applicable)
• Health & Safety
• Other Ad-hoc Services
The Supplier will be expected to meet Service Level Agreements around:
• Routine PPM Tasks
• Reactive Maintenance Response Times
• Performance Monitoring
Tenders are invited from contractors having the resources, sufficient capacity and experience working with Local Authority clients to remove the existing tenant shop fit, test, service and commission all existing services at Charter Walk Shopping Centre, Burnley. All works must be in accordance with the specification and written instructions in the tender documents.

The Contractor shall be responsible for the general management of Burnley Bus Station on behalf of the Council. The Contractor shall ensure that the Premises and adjoining land are kept in a clean and functional condition for the duration of the Contract. The Contractor shall be responsible for the security of the Premises and for the management of bus operators.
The Contractor shall ensure that a suitably qualified and experienced member of staff is present to act as General Manager at the Burnley Bus Station who shall be in attendance for a minimum of Normal Office Hours. The Contractor shall put into place suitably qualified and experienced Staff to manage specific areas of operation including but not limited to:
(i) providing site and premises security;
(ii) a comprehensive cleaning regime;
(Ill) opening up and securing /locking of Burnley Bus Station;

(vi) maintaining responsibility for the health and safety, within the Burnley Bus Station and the external apron for staff and that of the bus operators, their drivers and the public
(vii) take such steps as are reasonably practicable to carry out 'minor' repairs and maintenance to the premises and all fixtures and fittings
(viii) responsible for supervision of the bus operators and their drivers

Work includes spaying of existing grass cover, topsoil strip, regrading of exposed subsoil to form pitch platforms, replacement of topsoil, primary drainage, sand amelioration, secondary drainage, seed bed preparation, seeding and initial maintenance.
