Burgess Hill Town Council has for some time been engaged with a project to create a community space in Burgess Hill that will provide performance space and accommodate up to 300 people. Planning permission has been granted (DM/19/3138 and DM/21/3067). The town council was previously successful in negotiating a loan with the Public Works Loan Board for a loan of £4,8million. Unfortunately, Covid and the Ukraine war intervened and we find ourselves in a situation which makes the delivery of this project too expensive in its current format. The latest costing is around £9million whereas we have a maximum of £5million to spend to include professional costs. Our architects who were based in London have closed and we are now looking at appointing a new architect to take this project further and to also project manage the project. The Council recognises that a simpler design will have to be accepted to accommodate its budget but would not want to change the external appearance. In addition we would want the facility to be multifunctional to accommodate various types of functions. Raked seating would be a requirement as well as all possible environmental considerations. https://www.burgesshill.gov.uk/strategic-planning-economic-development/cultural-quarter/ The Council is keen to appoint an architect with previous experience in designing facilities for the performing arts. The architect should be within reasonable distance of Burgess Hill in order to attend regular in person meetings. The Council will not necessarily appoint the provider submitting the lowest price. Submission of a small portfolio of previous similar work would be advantageous. The pricing of the project should be split into the following categories: 1. Preparation: Concept and Planning application. To include concept development and feasibility studies for discussion 2. Pre-Tender Technical Design (based on Design and Build Contract) To include preliminary architectural construction information & initial building regulations application; preconstruction H&S information; formal tender process working with quantity surveyor 3 Post tender Technical Design to include post-tender information, developed as part of the Principal Contractor's team following 'novation' from the clients team through to hand-over of the works and defects liability period during the following 12 months. It should be noted that there may be a delay between phase 1 above and the implementation of the project depending on inter alia interest rates and housing development in the area which will affect our precept income.

ABOUT TOWN MAGAZINE PRODUCTION We are currently inviting tenders for the production and printing of Burgess Hill's Town Council's magazine, About Town, for a three year contract to run from March 2024 to November 2027. Details: Production and printing of 9 issues of the magazine on a 4 monthly basis: March, July and November. The cost should be provided for the three year period with increases in costs linked only to the number of issues produced. The Town Council retains the right to cancel the contract at any point with no penalties or compensation should the contracted unit price increase during the contracted period. Printing Requirements: Currently 15,000 copies - 198 x 210mm Landscape folded, stitch 2 wires, trim and pack. The number of copies increases slightly each issue , so include the cost of printing extra copies (per 20). 20pp text on 100gsm gloss plus a 4pp cover on 130gsm gloss, in full colour. To include setting and scans. Provide digital proofs to Editor and a set of printed proofs to the Town Council Design: Assemble and layout the magazine using correct typography, incorporating copy provided, logos and photographs working with the Editor. Place adverts and supply flat plan to Council, layout text and pictures supplied, and make fit into relevant sections, add in extra pictures and clip art where appropriate, liaising with the Editor. Create adverts from copy, pictures and logos provided. Check advert artwork supplied. All adverts to be proofed to the Council for final approval by advertisers. Two rounds of author's corrections and reproofing and on final approval supply print ready hi-res PDFs to the printer and low res PDFs to Council. Liaison with Editor of magazine setting out timetable managed by the Editor Delivery: To distributor ( Royal Mail distribution centre in Rochester) and 1 box of 75 magazines to Council. The above is how we produce the magazine currently. Previous editions of the magazine are available on our website http://www.burgesshill.gov.uk/council-its-services/about-town-magazine/ . We are working within budgetary restraints and would welcome suggestions from printers/designer to create a magazine that will stand out from other magazines currently delivered to residents. If your company could meet these requirements of our existing magazine, we would like to hear from you. We would also welcome suggestions on alternatives formats to this. To provide Play Area Equipment and associated safety surfaces: • a basketball net, goal and side panel, with optional cricket wicket/targets, including wet pour base and markings, OR, a standalone basketball net with wet pour base and markings; • an inclusive wheelchair seesaw suitable for all or a similar piece; • interactive play panels suitable for all, such as four in a row, tic tac toe (subject to cost it may be possible to have 3 or 4 panels); • an additional piece of outdoor gym equipment to complement the existing outdoor gym equipment, e.g. dip bars; and, • a 20m zip wire/cable way. Budget for this project is £44,999.02, funded from Section 106 developer contributions. There is no additional funding available. Subject to the tender submissions and costs, it may not be possible to install all the proposed items within the budget, if this is the case, the Town Council will select its preferred items. Please note if the S106 funds are not released to Burgess Hill Town Council, then the project will not go-ahead. You are asked to provide guidance regarding the suitability of the proposed items and best value for money. Ideally wet pour safety surfacing would form part of this contract but the Council is open to other alternatives of surfacing, however it must be easy to maintain. Equipment and installation must comply with EN1176 and EN957. The equipment must be low maintenance, vandal resistant and able to withstand heavy wear. To provide the Town Council with details on how to maintain the new play, kickabout and outdoor gym equipment to ensure the equipment meets health & safety standards. Any excavated material will be removed from the site by the contractor and the cost must be included in the quotation. Materials must be disposed of in accordance with Local Authority regulations. Any surfaces or features disturbed during the works must be re-instated at the contractors cost prior to handover. The play area will remain open to the public during the works so the contractor will need to secure the area during construction and ensure that the works are left in a safe condition at the end of each working day, and take all reasonable precautions to ensure that members of the public are excluded from the works at all times.

BURGESS HILL CHRISTMAS LIGHTS - INVITATION TO TENDER You are invited to submit a quotation for the following work: SUPPLY, ERECT AND DISMANTLE BURGESS HILL TOWN CHRISTMAS LIGHTS, STORE TOWN COUNCIL OWNED FESTIVE STOCK Burgess Hill Town Council owns 1 x festive lighting frame across the road, 9 x festive lamp column frames. In addition to providing storage of this equipment the Town Council is seeking to appoint a supplier for the rental of a Town Centre Christmas Lighting display for a period of five years. Burgess Hill has a compact town centre and the Council is looking for a high impact display with an ability to change the rented frames annually. Contractor should be HERS (Highway Electrical Registration Scheme) accredited or able to come up with a suitable arrangement with a HERS accredited partner. The Town Council operates within strict parameters set by West Sussex County Council Highway Authority and their contractor Enervio Ltd and would expect tenderers to show their awareness of these requirements and their ability to comply. The contract will be for a five year term to cover the festive periods of 2025,2026, 2027, 2028 and 2029. The successful contractor will need to take in to consideration that due to possible town centre redevelopment some changes could be made to the current arrangement but notification will be given with good notice. While the specification in the tender is our current requirement the ability to provide additional festive illuminations is important, the cost of which will be negotiated at the time. Please see attached the supporting information for work required. The Town Council will require references. Please supply full contact details of three relevant authorities where you have undertaken this work previously. Your returned tender document must be returned by 5pm, Wednesday 12 March 2025.
